1. OBJECTIVE
This Technical Specification presents additional Design Criteria to those indicated in the
PETROBRAS Standards for the On-Site Process Units and Off-Site Facilities.
2. APPLICABLE STANDARDS
2.1. Applicable Rules
2.1.1. The Applicable Standards shall be used in their latest revision as of the date of signature of
the Contract.
2.1.2. The standards mentioned in the Applicable Standards are also applicable.
2.1.3. This Technical Specification shall take precedence over the Applicable Standards.
2.1.4. For guidelines referred to other activities not listed in 2.2 below, such as: welding, non-
destructive testing, painting, thermal insulation, and fire protection, see appropriate
PETROBRAS Technical Specification, as follows:

3. DESIGN CRITERIA
3.1. General
3.1.1. The development and presentation of Equipment design shall be in accordance with the
following PETROBRAS Standards:
a) Presentation of Pressure Vessel design in accordance with N-266;
b) Execution of Pressure Vessel mechanical and fabrication design in accordance with N-
253;
c) Execution of Shell-and-Tube Heat Exchanger mechanical and fabrication designs in
accordance with N-466;
d) Presentation and execution of mechanical and fabrication design and fabrication of Air
Cooler: N-1858;
e) Presentation and execution of mechanical and fabrication designs and fabrication of
Trays and other Internals in accordance with N-1862;
f) Fabrication of Pressure Vessel in accordance with N-268;
g) Field assembly of Pressure Vessel in accordance with N-269;
3.1.2. Material Requisitions for Heat Exchanger, Air Cooled, Storage Tank, Storage Sphere,
Pressure Vessel, Filters, Tower, Flare, Surface Condenser and Internals shall be prepared
in accordance with the standard forms attached herein.
3.1.3. Material Requisition for Burner and Boiler shall be prepared in accordance with the
applicable PETROBRAS Standard forms.
3.1.4. As general rule, the Material Requisitions shall be based on the Data Sheets, engineering
drawings, and associated specifications furnished with the PETROBRAS Basic Design,
which shall be attached to the applicable Material Requisition.
3.1.5. “Field revision” in PETROBRAS Basic Design documents for the purpose of incorporating
information to the Vendors during the phases of purchase, design or fabrication of
equipment may performed by the Contractor, since the procedure of the PETROBRAS
Standard N-2064 items 3.6, 4.2 and 4.3 is strictly followed and the revised documents
submitted to PETROBRAS approval.
3.1.6. Material Requisition for Cr-Mo High Pressure Vessels, Reactors (HDT and UGH Units)
and High Pressure Special Heat Exchangers – Type “D” closure (HDT Unit) shall request
manufacture’s purchase order specification equipment components, such as plates, flanges,
piping, forgings and welding consumables, being submitted for approval together with the
manufacturing drawings.
The equipment and relevant lifting accessories as tailing lugs, trunnions and lifting lugs
shall be designed to withstand the equipment weight considering an impact factor of 1.5,
unless otherwise specified on mechanical drawing.
The design shall be performed considering the equipment in horizontal and vertical
position.
The lifting weight shall be defined as shop weight plus insulation, ladders, platforms, main
pipelines and fireproofing. The internal packing or trays shall be excluded in lifting weight.

3.1.7. Material Requisitions and Bid Technical Evaluation Reports, for all equipment, shall be
issue and submitted to PETROBRAS for approval.
3.1.8. The tensile strength recorded on a Material Test Report shall not be used to calculate the
wall thickness of a pressure vessel, according to ASME BPVC- Interpretation – Volume
50 – Section VIII-1-01-106. The same apply to Section VIII Division 2.
3.1.9. Only stud bolts are allowed (machined bolts are prohibited).
3.1.10. For external bolting of covers, blind flanges and shell flanges it shall be used stud bolts with
2 heavy hex nuts each.
3.1.11. For size 1 ¼” and greater, the stud length shall be increased by a minimum of one nut height
to allow the use of tensioning equipment.
3.1.12. If impact test is required for stud bolts, the corresponding nut shall be impact tested at the
same temperature.
3.1.13. For equipment with basic project developed by JACOBS (data sheet with JNL at the
document code), all the requirements of I-MD-5250.00-114-940-JNL-902 shall be followed.
3.1.14. All internal clearances shall be verified when the equipment is supposed to operate above
the temperatures given in the following table, considering the extension of the internals due
to creep behavior.
3.1.15. In addition to the requirements indicated in the applicable PETROBRAS Standards, the items
presented below shall be observed.

3.4.11. The fan shall be tested, in factory, and this test shall evaluate:
• Vibration;
• Rotation (including the drive and driven pulley);
• Air temperature, humidity, machine temperature and bushing temperature;
• Machine electric current;
• Air flow rate;
• Noise.
3.4.12. The typical construction of headers and tube bundles shall be according to the following
table:

NOTES:
Note 1: Different types of corner joints, according to ASME BPVC Section VIII Division 1,
Mandatory Appendix 28 (Alternative Corner Weld Joint Detail for Box Header for Air-
Cooled Heat Exchangers), are acceptable if full penetration is used.
Note 2: Additionally to ASME Code all pressure retaining welds shall be fully UT examined by
computerized and mechanized equipment capable of supplying reproducible tests and
permanent digital records (data acquisition file) of 100 % of the volume of the weld
(ToFD with Pulse echo and Phased Array).All blocks used for UT calibration shall be
identified and delivered with the equipment.
Note 3: Headers welding subjected to pressure loads shall be double-butt welded, full
penetration and allow radiography. When the internal weld is impracticable, only the
external weld may be done, adopting a method that guarantees the quality of the weld
root.
Note 4: The tube bundle shall have a front end stationary header and a rear end U-tube bend (or
alternatively for each single pass). The front header shall be furnished as closed type
construction (cover plate and plug headers are not allowed) and shall be designed
in accordance with one of the alternatives given below:
a) Rectangular cross section with corners bent to a radius as illustrated in figure 13-2
(a), sketches (3) and (5) or an obround cross section as illustrated in figure 13-2 (b),
sketches (1), (2) and (3) of ASME BPVC Section VIII Division 1, Appendix 13
(Vessels of noncircular cross section). The welded end plates of the headers shall
conform to figure UG-34, sketch (b-2) and figure UW-13.3, sketch (a) of ASME
Section BPVC VIII Division 1.
b) Pipe-type header with butt-welded end caps.
A rear end U tube bend shall be used alternatively when the number of passes is even.
Note 5: When ASME BPVC Section II, Part D general requirement G5 is applicable for the
material, the allowable stress values shall consider Tables Y-1 and Y-2 that will result
in lower levels of permanent strain.
3.5. Large Dimension Filters
3.5.1. A supporting structure (cargo boom) shall be provided to facilitate the removal of
components weighing more than 20 kgf, including those on filters installed on the suction
side of pumps.
3.6. Drums
3.6.1. Drums submitted to operating pressure up to 1.0 kgf/cm²g shall be designed and
manufactured in accordance with ASME BPVC Section VIII, Division 1 considering a
minimum design internal pressure of 1.0 kgf/cm²g.
3.7. Wind Loads
3.7.1. Wind loads on the vessels shall be calculated by using the PETROBRAS Specification I-
ET-5000.00-0000-500-PEI-004 and the Brazilian Standard NBR-6123
3.7.2. Wind loading on platforms, ladders, piping, helical strakes or other appurtenances attached
to the vessel shall be included in the total wind on the vessel. With prior approval of the
Purchaser´s Engineer, an approximate method may be used to account for appurtenances.

3.8. NR-13 Requirements
3.8.1. The CONTRACTOR shall comply with the Brazilian Ministry of Labor Regulation no.
NR-13 requirements, according to the Technical Specification no. ET-0000.00-0000-500-
PEI-001, through the production and organization of the necessary technical
documentation (Manuals, Reports, Installation Design, etc.) required in the Technical
Specification above. This job shall be performed by the Licensed Professional approved by
PETROBRAS.
3.9. Equipment Subject to H2S, H2 or H2/H2S Service
3.9.1. Equipment subject to H2S, H2 or H2/H2S Service shall comply with the requirements of the
PETROBRAS Standard applicable.
3.9.2. For H2 Service, when additional reinforcement is required for nozzles and attachments, it
shall be provided an integral reinforcement. Separated reinforcement elements (plates) are
not acceptable.
3.9.3. For equipment with hydrogen or H2S service all forgings shall be supplied in normalized
condition.
3.9.4. Castings shall not be used for pressure parts.
3.9.5. Socket welds shall be used to diameters equal to or greater than 1 ½”.
4. FABRICATION
4.1.1. Postweld Heat Treatment (PWHT).
4.1.1.1. If the vessel is postweld heat treated, materials, welding consumables and welding
procedures shall be certified and qualified in order to include all heat treatments foreseen
during the fabrication plus one extra PWHT to anticipate any additional welding repair on
site. This extra PWHT to be performed by PETROBRAS in future (if necessary) will have
the same requirements (holding time, temperature, etc.) of PWHT executed during
fabrication.
4.1.2. Ultrasonic Examination (UT)
4.1.2.1. All clad steel plates shall be UT examined per SA 263, SA 264 and SA 265 Supplementary
Requirement S12.

6. ANNEX DOCUMENTS
The documents listed below are an integral part of this Material Requisition.
Notes:
(1) The edition of Codes, Specifications and Standards indicated on those documents
shall be used as informed. Any conflict caused by new editions shall be submitted
to the PETROBRAS representative for acceptance;
(2) The vendor is responsible for detailed engineering, using basic design
specifications as the basis. In the event of conflicting requirements between
basic design specifications and PETROBRAS standard specifications and
typical drawing, the most stringent of each requirement shall govern.

7. DOCUMENTS OF REFERENCE
Proposals shall comply precisely and in full with the whole of the requirements of the
documents mentioned below, those are an integral part of this Material Requisition.
Special attention is drawn to the data on the proposal that shall comply with the whole of
the information contained in Standard N-266.
Any discrepancies among the standards mentioned below, specifications and this Material
Requisition shall be questioned to PETROBRAS.
The documents of the heat exchangers shall be presented for comments and approval.
Notes:
(1) The manufacturing of each part of the heat exchanger shall be started only after the
drawings and other documents related to the part considered have been returned
approved without comments or with comments complied with.
(2) All documents shall contain the identification of the heat exchanger.
(3) All documents shall contain the number of the Purchase Requisition and the
Purchase Order corresponding to the Material Requisition.
(4) The Required Documents shall be provided in magnetic media, according to the
following softwares:
The name of the electronic file shall coincide with the document number, i.e. with
the number of PETROBRAS standard N-1710 indicting the revision and page.
Example: I-DE-5230.00-2215-451-ZZZ-001=A=FL02_02.DWG
The character “=” will be used to separate the revision from pages, since it is neutral
and valid for file names.

Notes:
(1) Inspection and Test Plan, Welding Map and other Fabrication Documents, according to
PETROBRAS Standards N-268 and N-2301, shall be subjected for approval together with
the manufacturing drawings.
(1.2) Welding Procedure Specifications (WPS) with Procedure Qualification Test Records
(PQR) must be submitted for approval together with the manufacturing drawings.
(2) Technical Documents, according to PETROBRAS Standards N-268 and N-2301, are to
be submitted to the inspector for examination at the factory before the beginning of the
corresponding activity.
(3) The Technical Fabrication Data Book, according to PETROBRAS Standard N-268, must
be delivered together with the equipment.
(5) The Manual of Operation and Maintenance Instructions shall describe any tools, devices
and operations necessary to opening, testing, inspection and closing of the equipment and
shall be delivered together with the equipment
(6) The Painting Plan, according to PETROBRAS Standard N-13, must be delivered together
with the manufacturing drawings.
- A writing statement that the Proposal is in full accordance with the Material Requisition
(Material Requisition number and revision shall be mentioned) and its attachments,
without any deviations;
10.2. In any case the Proposal will not repeat information, data, dimensions, etc., which are
already included in the Material Requisition and its attachments.
10.3. The technical proposal shall inform the estimated weight of the equipment.
11.1. The mechanical design must be carried out by manufacturer, since the latter will be
responsible for the final sizing of the equipment in accordance with the applicable Codes
and Standards embodied in this Material Requisition and its attachments.
11.2. Stress Analysis by the Finite Element Method shall be according to I-ET-5000.00-0000-
500-PEI-003.
11.4. The calculation sheets shall include the evaluation for impact test requirements of each
heat exchanger component based on its individual material classification, thickness and
the minimum design metal temperature (MDMT) and maximum allowable working
pressure (MAWP).
11.5. The thermal design, presented in the Heat Exchanger Data Sheets, is only estimation and
shall not be considered as a final design. For all heat exchangers, the supplier will be
responsible for the whole thermal design. The supplier shall inform in the proposal, if
some modification in the thermal design (including nozzles diameter) is necessary.
11.6. Nozzles orientations and elevations will be informed during detailed engineering.
11.7. In case of discrepancy between reference documents, the most restrictive criteria shall
apply. In case of dispute between this document and reference documents, the criteria
established in this document shall over all other documents.
For PWHT equipment, materials, welding consumables and welding procedures shall be
qualified in order to include all heat treatments foreseen during the fabrication plus one
extra PWHT to anticipate any additional welding repair on site. This extra PWHT to be
performed by Petrobras in future (if necessary) will have the same requirements (holding
time, temperature, etc.) of PWHT executed during fabrication.
11.9. Equipment manufacturer shall define the group and category according NR-13 (Norma
Regulamentadora para Caldeiras, Vasos de Pressão e Tubulações do Ministério do
Trabalho e Emprego do Brasil).
11.10. If the equipment doesn’t require painting, the manufacturer shall paint with shop primer
or zinc-epoxi when the equipment to be transported by seaway.

(1) Inspection and Test Plan, Welding Map and other Fabrication Documents, according to
PETROBRAS Standards N-268 and N-2301, shall be submitted to approval together with the

(1.1) Manufacture’s purchase order specification of equipment components, such as plates, flanges,
piping, forging and welding consumables, must be submitted for approval together with the
manufacturing drawings.
(1.2) Welding Procedure Specifications (WPS) with Procedure Qualification Test Records (PQR)
must be submitted for approval together with the manufacturing drawings.
(2) The Technical Documents, according to PETROBRAS Standards N-268 and N-2301, are to be
submitted to the inspector for examination at the factory before the beginning of the corresponding
activity.
(3) The Operating and Maintenance Instruction Manual, shall be in Portuguese Language (Brazilian
native language), and the Technical Fabrication Data Book shall be delivered together with the
equipment, according to PETROBRAS Standard N-268 and NR-13.
(4) Stairways and Platforms Fabrication Procedures, according to PETROBRAS Standard N-293 (items
4.1.2 and 4.1.5), shall be submitted for approval together with the manufacturing drawings.
(5) Stairways and Platforms Field Assembly Procedure, according to PETROBRAS Standard N-293
(item 4.1.3), shall be submitted for approval together with the manufacturing drawings.
(6) Field Assembly Procedure, according to PETROBRAS standard N-269, shall be submitted for
approval together with the manufacturing drawings.
(7) Procedures for application of painting, according to PETROBRAS Standard N-13,
shall be submitted for approval together with the manufacturing drawings.

10.2. In any case the Proposal will not repeat information, data, dimensions, etc., which are
already included in the Material Requisition and its attachments.
10.3. The Supplier shall present in the Proposal estimated power consumption.
10.4. The technical proposal shall inform the estimated weight of the equipment.
11.1 The mechanical and thermal design must be carried out by supplier, since the latter will be
responsible for the final sizing of the equipment in accordance with the applicable Codes and
Standards embodied in this Material Requisition and its attachments.
11.2 The thermal design contained in the Air cooler Data Sheet shall be validated by
Manufacturer. The supplier shall inform in the proposal if some modification in the thermal
design (including nozzle diameter) is necessary. In this case the supplier shall include in the
proposal the thermal design data sheet and a dimensional drawing containing:
- Number of bays;
11.3 The supplier shall confirm the typical columns arrangement presented in the Air cooler data
sheet. Supplier shall include in proposal a sketch drawing containing the column lay-out and
the estimated load on each column.
11.4. The respective equipment TAG shall be identified in all parts of the air-cooler. Those
components shall be marked with a 1/2" steel punch.
11.6. All equipment shall be conforming to Design Criteria (include technical specification
STATIC and DYNAMIC EQUIPMENT, AUTOMATION and ELECTRICAL ).
11.7. All materials for pressure parts for design and fabrication according to the latest edition of
ASME Code shall be in full compliance with ASME Section II Part A.
11.8. Equipment and steel structures shall be painted in accordance with PETROBRAS Standards
and specifications indicated in item 6 and 7 of this Material Requisition.
11.9. The mechanical design shall include the maximum allowable working pressure (MAWP)
according to the NR-13 Brazilian Regulation.

11.11. For all equipment designed in accordance with the ASME Code, Section VIII, Division 1,
the Designer shall show, in the calculation sheets, the evaluation for impact test requirements
of each vessel component based on its individual material classification, thickness and the
minimum design metal temperature (MDMT).
11.12. Only PETROBRAS qualified sub-suppliers will be acceptable. If the sub-supplier does
not have PETROBRAS qualification, the air cooler Manufacturer shall submit them to
PETROBRAS for approval.
11.13. For post weld heat treated equipment, the materials, welding consumables and welding
procedures shall be qualified in order to include all heat treatments foreseen during the
fabrication plus one extra PWHT to anticipate any additional welding repair on site. This
extra PWHT to be performed by PETROBRAS in future (if necessary) will have the same
requirements (holding time, temperature, etc.) of PWHT executed during fabrication.
11.15. The air coolers shall be designed in order to allow individual releasing of each section for
maintenance, with the unit on ratcheting.
11.17. All couplings shall be of the same manufacturer and the same model whenever it is
possible.
11.18. Coupling guards shall be rigid, in non-sparking material and correctly fixed to the base-
plate (not by belts).
11.20. Supplier is required to provide interchangeability list for all identical/common parts
among several quoted equipment. Special consideration shall be given to equipment and
their several parts, where there should be fully identical (same size and materials) or partially
identical (same size, different materials) parts. Whenever feasible, materials shall be
upgraded to a common, top specification, in order to reduce spare parts inventory. In this
case, such changes shall be noted on the Data Sheets. Upon receiving upgraded materials
parts list, the PETROBRAS will decide which material specification should be used as
upgrade datum.
11.21. The components of the supplied equipment, as well as it pre-assembled sub-sets, shall be
subjected to functioning tests, unloaded, at shop. Supplier shall provide tests certificates.
The Instrumentation project must be in accordance with all the legal requirements and local
authority regulations, as well as the following listed documents:
At least, one vibration switch and one mode selector switch with 2 positions for each fan.
All vibration and mode selector switches shall be supplied already interconnected to a
dedicated instrumentation junction box for each air cooler. The junction box and cables
specification shall be provided during detail design.
All vibration switches and materials must be designed and selected for continuous operation
according to the requirements on (include technical specification) and Petrobras’s Standard
for Instrumentation Design - N-1882.
The instruments shall be supplied already painted according to Supplier’s standard NI-1735
(if applicable).
• It shall be provided a calibration certificate for each instrument, according to ISO 9000 standard
complying with INMETRO regulation rules.
The instrument cases and electrical installation must be suited for classified area zone-2,
group IIA, T3 according to ABNT-NBR-6146 standard. It shall be provided an INMETRO
certificate for each electric/electronic device.
All instruments must be supplied with a stainless steel identification plate fixed by AISI 316
rivet, indicating the respective identification numbers (TAG’s), referenced in the project
documents.
It shall be provided a datasheet and dimensional drawing for each instrument (vibration
switches) according to Petrobras documentation (to be provided after PO).
It shall be provided dimensional drawing for each instrument (vibration switches and local
monitor) according to PETROBRAS’ documentation format.
It shall, also, be provided the instruments (vibration switches and monitor) installation
details and operation and maintenance manuals.
11.23. Equipment manufacturer shall define the group and category according NR-13 (Norma
Regulamentadora para Caldeiras, Vasos de Pressão e Tubulações do Ministério do
Trabalho e Emprego do Brasil).
11.24. If the equipment doesn’t require painting, the manufacturer shall paint with shop primer or
zinc-epoxi when the equipment to be transported by seaway.
11.25. The General Arrangement Drawing shall inform the allowable external loads on nozzles.
12. TESTS
12.1. General:
12.1.1. This item establishes the minimum requirements for the test procedures and routines, both
in factory and at site. Besides meeting the standards, procedures and conditions hereto
established, the VENDOR shall comply with additional or specific instructions, included in
the specifications or in any of the documents listed in the Material Requisition. The

12.1.2. VENDOR shall present to PETROBRAS, with the technical proposal, a detailed
description of its inspection and tests procedures and routines.
12.1.3. VENDOR shall provide qualified personnel for information delivery and for the
execution of all tests, as well as all accessory, materials and instruments required for
performing the tests and for measuring the correspondent acceptance parameters.
12.1.4. PETROBRAS can require additional tests, besides those included in the Tests Schedule
prepared by the VENDOR, provided that it is allowed by applicable technical standards and
that the VENDOR has technical conditions to perform them. The costs for such additional
tests shall be PETROBRAS responsibility, except if defective materials are identified, when
in such case the costs will be VENDOR responsibility.
12.2.1. The components of the supplied equipment, as well as its pre-assembled sub-sets, shall be
subjected to functioning tests, unloaded, at Factory. Such tests shall be conducted for a time
period recommended by the VENDOR and accepted by PETROBRAS. VENDOR shall
provide test certificates.
12.3.1. After equipment installation at site, loaded performance tests shall be conducted for
checking and verification of the equipment suitability to the specified performance
characteristics, which shall be executed and followed by VENDOR authorized
representatives.
12.3.2. During the performance tests execution, VENDOR shall prepare, in a daily basis, detailed
“field records”, which shall be incorporated into a single report that shall be delivered to
PETROBRAS, by the time of the tests conclusion.
12.3.3. This report shall be structured in a didactic way, clearly pointing all verified items and the
accomplished results, informing the corrections made.
12.3.4. All interruption caused by or due to the supplied equipment shall have its correspondent
time added to the time initially scheduled for test performance.
12.3.5. In case of malfunctioning, the VENDOR shall make all required corrections, with no onus
to PETROBRAS, such that the tests can be redone. After removing the problems, the tests
shall go on until the continuous functioning of the equipment, in the same specified
conditions.
12.3.6. If, after doing the formal performance test, the performance requirements are not met, the
VENDOR will have a one-week period to do the required adjustments or corrections and to
execute a new test in the specified conditions.
12.3.7. PETROBRAS will notify the VENDOR what is the scheduled period for test execution at
site, with enough anticipation to allow the required measures to be taken.

12.3.9. In case of adverse circumstances, the testing period can be rescheduled, by mutual
agreement between PETROBRAS and the VENDOR.

(3) The manufacturer shall include a report showing the safe curve pressure x
temperature to the reactor’s operating (startups / shut-downs).
(4) Field Assembly Procedure according to PETROBRAS Standard N-1862 (item 10.3)
shall be submitted for approval together with the manufacturing drawings.
- A writing statement that the Proposal is in full accordance with the Material Requisition
(Material Requisition number and revision shall be mentioned) and its attachments,
without any deviations;
10.2. In any case the Proposal will not repeat information, data, dimensions, etc., which are
already included in the Material Requisition and its attachments.
10.3. The technical proposal shall inform the estimated weight of the equipment.
11.1. The mechanical design shall be carried out by the manufacturer, since the latter will be
responsible for the final sizing of the equipment, in accordance with the applicable codes and
standards appearing in this Material Requisition and appendices hereto.
11.2. Stress Analysis by the Finite Element Method shall be according to I-ET-5000.00-0000-500-
PEI-003.
11.3.1. For PWHT equipment, materials, welding consumables and welding procedures shall be
qualified in order to include all heat treatments foreseen during the fabrication plus one
extra PWHT to anticipate any additional welding repair on site. This extra PWHT to be
performed by PETROBRAS in future (if necessary) will have the same requirements
(holding time, temperature, etc.) of PWHT executed during fabrication.
11.4. Equipment manufacturer shall define the group and category according NR-13 (Norma
Regulamentadora para Caldeiras, Vasos de Pressão e Tubulações do Ministério do Trabalho
e Emprego do Brasil).
11.5. If the equipment doesn’t require painting, the manufacturer shall paint with shop primer or
zinc-epoxi when the equipment to be transported by seaway.
