PROJECT LOCATION:

ABSTRACT

PROJECT BACKGROUND

In the period of rapid industrialization that leads to economic growth and sudden increase of
population which associates to massive consumption of materials that causes increase of solid waste
generation, becomes a vital duty of urban development. The main issue regarding solid waste generation is
the method of disposal, because it can cause significant damage to the environment, especially surface
water and groundwater contamination, and may affect the health and welfare of neighbouring communities.

Addressing the problem of solid waste disposal the sanitary landfill is required. The designer
decided to Design Sanitary Landfill Facility (SLF) to provide a safe final disposal facility using composite
liner system. The system is composed of the leachate collection system, geotextile as protective layer,
geomembrane, Mineral liner and leakage detection layer. In addition, the design facility will ensure the
efficiency and effectiveness that complies with the standards required under RA 9003 and PD 825.

The Problem

1. Residual Household wastes generated in San Mateo, Rizal and nearby cities and municipalities
contributes significant impacts on the environment, i.e. contaminate surface and ground water, destroy
aesthetics from flies and odor nuisance, etc.

2. Improper disposal of wastes is a violation to the law and commits penalty.

Objective

1. Design a Sanitary Landfill Facility to cater the generated wastes from the San Mateo and nearby cities
and municipalities.

2. To comply with provisions of the law on solid waste disposal.

Methodology

1. Conduct data gathering, i. e. surveys at the site and interviews with the proponent, read books and other
references as basis in the conduct of design.

2. Consider the provisions of law on solid waste in the design to avoid violations and penalties.

Expected Outcome

1. At the end of the design, we will come up with the efficient and effective Sanitary Landfill design for our
client; also comply with the provisions required under RA 9003

2. To fulfill the RA 9003 regarding the closure of open and close dumpsites.

3. To minimize the effects of odor nuisance in order to sustain the quality of air, groundwater, and life.
DESIGN OF SANITARY LANDFILL FACILITY FOR HEALTHCARE WASTE IN SAN MATEO, RIZAL

PROJECT LOCATION:

ABSTRACT

With the enactment of Republic Act 9003, the Philippines provided the needed legal framework to
address environmental problems caused by improper waste management. Alongside RA 6969, the
provision of disposal facility regarding solid waste, including hazardous waste, is reasonable. Existing
Sanitary Landfill’s in the country, however, has an issue regarding to health-care waste production
concerning its final disposal and containment, since this type of wastes is hazardous and can cause serious
damage to the welfare and environment, especially surface water and groundwater contamination, and
odour nuisance that may affect the health and welfare neighbouring communities.

The Design Sanitary Landfill Facility (SLF) is to provide a final disposal facility to contain health-
care waste while protecting the environment using double composite liner system. The system is composed
of the leachate collection system, geotextile as protective layer, geomembrane, Mineral liner and leakage
detection layer. In addition, the design facility will ensure the efficiency and effectiveness that complies with
the standards required under RA 6969, RA 8749, and RA 9003.
The kind of waste that will be collected

Infectious waste – this type of waste is suspected to contain pathogens (bacteria, viruses, parasites, or
fungi) in sufficient concentration or quantity to cause disease in susceptible hosts. This Includes:

• Cultures and stocks of infectious agents from laboratory work;

• Waste from surgery and autopsies on patients with infectious diseases (e.g. tissues, materials or
equipment that have been in contact with blood or other body fluids);

• Waste from infected patients in isolation wards (e.g. Excreta, dressings from infected or surgical
wouds, clothes heavily soiled with human blood or other body fluids);

• Infected animals from laboratories; and


The Problem

significant impacts on the environment, i.e. contaminate surface and ground water, destroy aesthetics from
flies and odor nuisance, etc.

2. Burning of health-care waste which posses threat to air quality.

Objective

1. Design a Sanitary Landfill Facility to cater the generated health-care wastes from the San Mateo
and nearby cities and municipalities.
2. To comply with provisions of the law on clean air act.

Methodology

1. Conduct data gathering, i. e. surveys at the site and interviews with the proponent, read books and other
references as basis in the conduct of design.

2. Consider the provisions of law on solid waste in the design to avoid violations and penalties.

Expected Outcome

1. At the end of the design, we will come up with the efficient and effective Sanitary Landfill design for our
client, also comply with the provisions required under RA 6969, RA 9003, and RA 8749.

2. To fulfill the RA 9003 regarding the proper segregation, recycling and composting of the non-
infectious fraction of the waste stream.
3. To minimize the effects of odor nuisance in order to sustain the quality of air, groundwater, and life.
Design of Sanitary Landfill Facility (SLF) for Industrial Hazardous Waste in San Mateo, Rizal

PROJECT LOCATION:

ABSTRACT

Solid wastes if not handle properly causes negative impacts to the environment. Based on the law,
improper disposal of garbage and other form of uncleanliness provides penalty, further in the provision of
the other law, solid wastes should be handled properly and its final disposal shall be in a sanitary landfill. A
sanitary landfill is required five years after the enactment of the law in 2001. A number of cities and
municipalities implemented the provisions, however some of them shared the facility because of the
unavailability of area and limited financial resources for the construction.

The demand of sanitary landfill in the country needs profession to design the most appropriate one,
and Sanitary Engineer is one of the profession who can design the said facility. Hence, we, the designer
decided to design a sanitary landfill with our plan to install additional component from the common existing
design to be sure that we can prevent possible risk incident.

2. Incineration of Industrial Hazardous waste causes effect in the environment.

1. Design a Sanitary Landfill Facility to cater the generated industrial hazardous wastes from the San
Mateo and nearby cities and municipalities.

2. To comply with provisions of the law on control of toxic substances and hazardous waste and clean air
act.

Methodology

1. Conduct data gathering, i. e. surveys at the site and interviews with the proponent, read books and other
references as basis in the conduct of design.

2. Consider the provisions of law on solid waste in the design to avoid violations and penalties.

Expected Outcome

1. At the end of the design, we will come up with the efficient and effective Sanitary Landfill design for
our client, also comply with the provisions required under RA 9003 and RA 6969 and RA 8749.
