The Municipality of Cainta is a first- class urban municipality in the Province of Rizal, Philippines. It is one of
the oldest towns and the second smallest land area of 26.81km2 next to Angono with 26.22 km2. Cainta
serves as the secondary gateway to the rest of Rizal province from Metro Manila. Cainta became one of the
most urbanized towns due to its proximity to Manila. Province of Rizal comprising of 13 municipalities and 1
City, Antipolo City was the biggest in terms of population size of 27.58 percent of the total provincial
population, followed by Cainta with 14.20 percent. With its proximity to the urban employment hubs of Metro
Manila, Cainta has become a strategic residential place for average income families working in the
metropolis.
Cainta, Rizal is composed of seven (7) barangays which are San Andres, San Isidro, San Juan, San Roque,
Santa Rosa, Santo Domingo, Santo Niño. The strategic location of the Municipality is ideal for investment.
But it also vulnerable to land disputes with neighboring cities. With the complex concerns that the Municipal
Government has to grapple with, its organizational structure has expanded from the minimum prescription of
the Local Code to the creation of the specific offices, that would address particular needs.
With a population of 381,717 inhabitants conducted on June 30, 2019 by the National Statistics Office. Cainta
displayed a much more aggressive population growth than that of the whole province of Rizal which exhibited
an average increase of 6.1 percent per year. The rapidly increase of the population in Cainta also creates
problem regarding their waste management in which they weren’t able to control the waste and segregate it
properly.
Cainta encounters problem regarding on flooding and flash flood which affects its citizen. The creation of the
R.A. 9003 which passed on December 2000, the municipality of Cainta through its Sangguniang Bayan
created the Municipal Environment and Natural Resources Office with the coordination of the Waste
Management Office addresses and implemented remedial measures to address environment degradation
and possible impacts of the changing environment phenomenon.
Garbage in Cainta is collected by 21 trucks once or twice a week operated by the municipal manpower
consisting of 280 workers who are drivers, crew members or landfill workers. The regular collection of
garbage from the barangays and residential areas in the municipality. The waste that are collected are
transported to the waste management facility of the municipal. Municipal Environment and Natural Resources
Office (MENRO) is the department who are in charge on managing, conservation and protection of the natural
resources of the Municipality. According to MENRO they are still segregating their waste manually despite of
the technologies we had today.
