(Klein, 2014). However, the industrial estate that is located near the residential
and shoreline area in Lapu-Lapu City, Barangay Ibo which is the Mactan Export
Processing Zone (MEPZ) is tax-free. This is based from the index of Philippine
enterprises has one of the incentives which is 100% exemption from corporate
income tax and any export and manufacturing enterprises that are PEZA-
registered are also exempted from tax duties. Despite the exemption, the1
growth of the city not just in the local community in Barangay Ibo. It is a
registered companies shall pay the mayor's permit and other regulatory fees
enacted by local government unit (Ocao, 2007). In addition, MEPZ also paves a
way for the creation of job opportunities for the people in the province to come
in the urbanized Lapu-Lapu City. Similarly, it leads to the rise of the real estate
industry.
The water in the sea is not clear and the residents still have no trust to get fish
near their area because of the past events. To support this claim, samples were
collected to investigate the alleged water contamination due to fish kills in 2010
(Poquita, 2010). Another that occurs in the present is the infectious hospital
wastes washed away to the shoreline area of Sitio Apro. In respect to the
information given by Barangay Officials about how safe the water is from MEPZ,
the researchers have found out that the used chemical adjustments that do not
harm the sea environment is the pH adjustment. The reason is, these chemicals

are used in wastewater treatment to adjust pH that serves to modify the iconic

Statement of the Problem

To be able to balance the positive and the latter effects of industrial estate
— MEPZ, near the local fishing community of Sitio Apro in Barangay Ibo, Lapu-
Lapu City, the reason of focusing the study in this subject matter is already
determined. Through the problem in the local fishing community about wastes;
from medical to waterwaste, these are the pointed specific problems questioned
by the researchers:
1. Is there a regular inspection of wastes in the sea behind MEPZ near Sitio
Apro?
2. In terms of throwing fabric and any waste things from the factory and
spewing treated wastewater, is there a specific appropriate dumpsite and
sewerage's path?
