Proposed Title “Baguio Civil Registry Information System”


(BCRIS)
Area of Investigation Civil registry office pertains to civil registration which is the continuous, permanent and
compulsory recording in appropriate registers of all vital events in the life of an
individual such as birth, marriage and death as well as all court decrees and legal
instruments affecting the civil status.

The said is located at BHD Compound, T. Alonzo St., Baguio City and headed by Ms.
Sylvia R. Laudencia. It is one of the agencies of the local government of Baguio and also
a front liner agency like PSA.

This agency is more on forms as the following:


Birth Cerificate- Form 102 and Form 1A
Marriage Cerificate- Form 102 and Form 3A
Death Cerificate- Form 102 and Form 2A
There are also form for Foundling, Marriage Application and Marriage Licenses. As well
as the Legal instruments which all form are also written in a Registry Book which serves
as the bible of the office.

Civil Registry Information System v2.0 or CRIS v2 is the present system that the agency
is using, it is a DOS platform system. Its a system that inputs the details of the Birth,
Marriage and Death Certificates and can be printed in the forms of 1A, 2A and 3A and
gives a statistics report that are usually submit in the partner agencies like Philippine
Statistics Authority.

There are three division of the civil registry and in every division there are different
functions.

First is the registration division which receives the documents to be registered and input
in the system for easier searching and verifying. This division also handles the
registration of foundling and the Legal Instruments namely Republic Act 9255 and
Legitimization.

The second is the issuance and administrative division which searches, verifies and prints
the documents requested by the clients. Issuance division also handles the

files.

The last is the quasi judicial division that handles the corrections in the entry of the
document. It includes also the processing of court decision.

Reasons for Choice of Project Proposed system will help the user to interact with the system easily. It will give
convenience and coordination to every user in the department. To gain easy access for
digital archive, easy processing of civil registry documents and to generate reliable
reports for partner agencies and for fast transaction for the clients.

Problems:
1. How will the system help in monitoring, updating and retrieving civil registry
documents?

2. How can the system minimize the errors in data entry?

3. How to protect client’s documents and information?

4. How to make the office a paperless environment?

5. How to help in minimizing document duplication?

6. How to produce reliable information for statistical report?

7. How to make transactions easy and quick?

Objectives:

1. To design and develop a user-friendly system to upgrade the current system of civil
registry office;

2. To provide easy to manage system to shorten the period of time in every transaction;

3. To have a quick, accurate and reliable searching and updating of information;

4. To utilize a manageable database that will serve as a storage of every documents;

Importance of the Study Modernizing, upgrading and solving issues that are connected to the methods, type of
process and data storage in civil registry office to have a consistent and reliable
processing of documents.

It may save storage on a workstation by having a centralized database and by using less
the microsoft office applications.
Target Users/Beneficiary The target user for this proposal are the following:
1. Civil registry personnel;
-easy access, retrieval and reproduction of documents.
2. The partner agencies of civil registry, Philippine Statistics Authority, Commission
on Election, Health Services Office-Baguio, Planning and Development Office-
Baguio, Office of the Social Welfare and Development-Baguio and Mayors Office-
Baguio
-reliable information for reporting

The proposed system for Civil Registry Office concentrates on the proper filing,
updating, retrieving and viewing which is mostly similar to the studies that was been
reviewed. The studies objective is to make the process quick, fast and reliable. The
convenience of the user and their clients. Some of the problems that are solved with
their previous system. And the security of the information with their proposed
system.
