Case Study Description
Transport infrastructure investments have both direct and indirect effects on the transport system. The
direct effect of the transport infrastructure construction typically changes in travel time, travel distance
and travel cost. A change in the transport system will lead to changes in land-use and travel patterns,
which can be defined as an indirect effect of the transport infrastructure system. Development of new
highways allows both firms and workers to move to the suburbs, where the land price tends to be lower.
This will stimulate the development of new local transport infrastructure and new residential areas
(Baum-Snow, 2007).
Cipularang Toll Road was operated in 2005 to connect Jakarta and Bandung, two Indonesia big cities. In
2004, 78.3 million passengers passed through Jakarta - Bandung corridor, one of the most crowded
passenger transportation in Indonesia (see statistics in Figure 1). The distance between the cities is about
180 km and the modal split has been dominated by road for 95.8% (Lubis et al., 2005). This toll road has
five gates, three gates are located in West Bandung Regency, and the rest are in Purwakarta Regency. It is
connected to Cikampek, Padaleunyi, and Pasteur Toll Road. The development was divided into two phases,
It is believed that the presence of this toll road is stimulated the development of industrial and residential
areas near the corridor, although it is not the solemn factors. It is also not clear yet whether or not that
this toll road has more impact on the districts around the corridor. Ex-post evaluation which focuses on
regional impact after the toll road was operated is not received much attention.
