1.) Tell us a brief history of the Municipality of Mendez.


 What is the Municipality of Mendez Mission?
 What is the Municipality of Mendez Vision?

2.) Does your company have an existing Information System?

If Yes:
 What is the Information System used in different departments of your
company?
 If yes, how do they operate?
 What is their database?
 How long the system was developed in the municipality?
 Does it have any maintenance?
 How does your municipality handle the problem in the system most
specifically technical problems?
 In which part of the system does it need improvements?

If No:
 Can you find Information System efficient to be established in your
municipality?
 In which department of your municipality you find the most essential to
establish an Information System?
 What are the problems mostly occurred in this department?
 Why do you need to establish an Information System in this department of
municipality?
 How does this system when establish can benefit the citizen of the
municipality?
II. Interview (Data Gathering)

The researchers conducted an initial interview to gather information from the


respondents.

1.) Tell us a brief history of the Municipality of Mendez.

Answer:

Mendez (full name: Mendez-Nuñez) is a 4th class urban municipality in the


province of Cavite, Philippines. According to the 2007 census, it has a population of
26,757 people in an area of 16.7 square kilometers.
The town of Mendez-Nuñez was originally known as "Gahitan", one of the many
barrios of Indang. The name was derived from the word "gahit" meaning "to cut",
because the people then had to cut down tall and thick cogon grass that abounded in
the place in order to clear areas for agricultural and residential purpose.
As time went by, the number of houses in Gahitan increased so the sitio
eventually became a barrio and finally a full-fledged town on 1 December 1875, thanks
to Governor-General Jose Malcampo y Monje (1874-1877). Malcampo incorporated the
three barrios of Gahitan, Palocpoc and Anuling into one independent Municipality
called Mendez Nuñez, after a Spanish naval officer and close friend, Commodore Casto
Mendez Nuñez. In 1856, when they were still Spanish naval officers, Malcampo and
Mendez-Nuñez, established the first Masonic lodge in Kawit under a charter from
the Grand Lodge of Portugal. The friendship of these two officers had been tested in
many a battle against Muslim pirates in Mindanao.
Pedro Aure was the Gobernadorcillo of Mendez during its first year as a
municipality in 1876. Cayetano Aure, perhaps a relative of Pedro, was the first and only
capitan municipal of Mendez during the First Philippine Republic (1899-1901). Pedro’s
son, Marcelino Aure, became a famous general during the Philipine Revolution. His
Nom de Guerre was Alapaap.
Mendez continued to be a municipality from 1875 to October 15 1903,
under Public Act No. 947 of the Philippine Commission reduced the 22 municipalities of
Cavite to nine. Mendez and Bailen (now General Aguinaldo) were incorporated into the
municipality of Alfonso. But 12 years later, on 1 January 1915, Mendez regained its
independent status as a municipality of Cavite Province.

2.) Does your barangay have an existing Information System?


Answer:
No, our office only has a website for some local insights regarding our
Municipality general information which includes our history, services, tourism, municipal
agencies, and ordinances.

 Can you find Information System efficient to be established in your


municipality?
Answer:
Yes, because it can improve our service quality. During this modern world in
which the technology is on its height, I can say that it is necessary for the small local
government unit like Mendez to have an improved web site to keep in touch with our
citizen and to give an utmost quality of service to them.

 In which Department of your Municipality you find it most essential to


establish an Information System?

Answer:
I suggest, the Department of Human Resources Management.

 What are the problems mostly occurred in this department?


Answer:
One of the main problems that has occurred in the DHRM is, when it comes to
our employees, we have the difficulty of assessing their performance evaluation, the
hiring process, and onboarding for new hired employees.

 Why do you need to establish an Information System in this department of


municipality?
Answer:
Nowadays, modern technology serves as a channel for better communication to
the other people. So, if given an opportunity to establish an Information System
regarding human resources it is suitable to manage the documentation and records of
our employees in a system that is specifically use in an organized manner. Also, it is
more efficient to search for a new employee to post information through the internet
than the traditional way like walk-in and to post it on our bulletin board, in that way they
can submit their resumes through e-mail and then we can evaluate them, it can save
time for both the employer and to the employee.

 How does this system when established can benefit the citizen of the
municipality?
Answer:
As I said earlier it can save time, and in addition to that they will be more
informed on how our municipality manage and selects our employee, it also promotes
transparency than the traditional one for people sometimes thinks that the one we
usually hire is in a system of “compadrino”.
