CITY OF SAN FERNANDO -- The Teachers Education Academy (TEA) will be hosting a regional
training for Campus Journalism Coaches and Advisers on July 25 to 26.
The event dubbed “The Press Briefing” is a training for student paper advisers and coaches in preparation
for the upcoming competitions in the upcoming cluster, district, division and regional and national press
conference competitions in high school and elementary levels. The hosting of such competitions are
pursuant to Republic Act No. 7079, otherwise known as the Campus Journalism Act of 1991.
In line with this, TEA aims to provide a more rigorous training program for teacher coaches in handling
and training their respective student writers. The training sessions include copy reading and headline
writing, pag-uulo at pagwawasto ng sipi (editing), science reporting, and feature writing.
The event will also include a training on opinion writing, a new category in this year’s competitions.
There will also be a bonus lecture on tips and training programs that could be employed on students for
them to win in the various levels of the competition.
The event will be held at the Audio Visual Room of the University of the Assumption.
Hours later, the Islamic State claimed responsibility, describing the attacker as a “soldier of the Islamic
State.” President Emmanuel Macron called the assailant, who was killed by the police, a “terrorist.”
The Paris prosecutor’s office, which handles all terrorism cases, is taking over the investigation. The
prosecutor, François Molins, gave a brief news conference near the scene of the attack. He confirmed that
the attacker, whose name has not yet been released, had shouted “Allahu akbar,” Arabic for “God is Great,”
during the assault.
On Sunday morning, a French judicial official said that the suspect had been a naturalized French citizen
who was born in 1997 in the Russian republic of Chechnya, and that his parents had been taken into
custody for questioning.
The attack happened about 600 yards from the Palais Garnier, the home of the Paris Opera, on the right
bank of the Seine, an area popular with both tourists and Parisians, especially on a Saturday night when the
bars and restaurants there are often full until the early morning hours.
A waiter, Amine Belkacem, 50, who was serving diners in a Moroccan restaurant, said he saw young
people running away from the scene. He asked them what was going on, and they told him they had heard

The JBC set on October 1 the deadline for applications and nominations, along with the documentary
requirements.
Nominated candidates must formally accept the nomination prior to the deadline to be considered an
applicant.

Among the documentary requirements are the applicants’ duly sworn Statement of Assets, Liabilities and
Net worth (SALN) for the last 10 years, for those in government service. Those in government service for
less than 10 years must submit their SALNs for the years they have worked in government.
Those from the private sector also need to submit a duly sworn SALN as of December 31, 2017.
De Castro's predecessor, ousted Chief Justice Maria Lourdes Sereno, was removed through a quo warranto
petition that accused her of failing to file consistently her SALN during her 2-decade teaching stint at the
University of the Philippines College of Law.
Sereno, whose ouster was made final last June, was also found to have failed to submit the required 10
SALNs when she applied for chief justice in July 2012.
The rationale for the minimum 10-year SALN submission is that the law requires government repositories
to keep the hard copies of the SALNs only for a decade.
Under the Code of Conduct and Ethical Standards for Public Officials, any SALN shall be available to the
public for 10 years after receipt of the statement.
"After such period, the statement may be destroyed unless needed in an ongoing investigation," the law
adds.
Duterte 'very supportive' of women's rights, concedes body that hit rape
joke
President Rodrigo Duterte has been "very supportive" of women's rights, even when he was still mayor of
Davao City, the Philippine Commission on Women (PCW) conceded Sunday after criticizing his joke on
rape.
Duterte last week drew ire for saying in jest that Davao City, which he ruled for 22 years, has the highest
number of rape cases in the country because it has many beautiful women.
As mayor, Duterte organized Davao City's Gender and Development Office which gives legal assistance to
victims of sexual assault and mounts information campaigns at the community level, said PCW
Chairperson Dr. Rhodora Bucoy.
Duterte's initiative "has been looked up to by different local government units," she told DZMM
Teleradyo.
Bucoy, however, maintained that those in the country's highest offices should be circumspect on the issue
of rape, which she said is "a crime and never a woman's fault."
A rape joke "trivializes something very serious" and "tramples upon the dignity of women victims," she
added.
TALISAY, Cebu - Sixty-five policemen from this city were temporarily relieved from their post effective
Sunday, some 2 months after President Rodrigo Duterte claimed that some of its police officers were
involved in the narcotics trade.
The officers will be assigned to the Regional Public Safety Battalion (RPSB) in neighboring Sibonga town,
where they will undergo a basic internal security course for 4 months and a moral recovery program for 15
days, said Central Visayas police director Chief Supt. Debold Sinas.
After their training, the relieved officers will undergo an assessment to determine if they can be reinstated
in Talisay, said Sinas.
The group also took a drug test after their new assignment was announced.
Some 70 RPSB personnel will temporarily take over the duties of the sacked officers.
An investigator of the Talisay police, meanwhile, is being probed for allegedly manipulating drug
evidence, Sinas said.
Duterte in June claimed that Cebu was poor because of the proliferation of illegal drugs. He did not clarify,
however, whether he was referring to the entire Cebu province or just Cebu City.

Mayor Mariano Blanco III was pronounced dead on arrival at 2:25 a.m. after being rushed to a hospital in
nearby Barili town.
Senior Insp. Junior Falcon, the town's police chief, confirmed the news to ABS-CBN News.
SPO2 Rafael Alvero of Ronda Police Station said the shooting took place inside Blanco's office at 1:28
a.m.
Armed men disembarked from a van and barged into the mayor's office. Following a burst of gunfire, the
assailants immediately left the premises.
Blanco was stripped of authority over local police in 2017 for his alleged involvement in the illegal drug
trade.
He was also among the 3 local chief executives who were not invited to a meeting with President Rodrigo
Duterte in Cebu last May. Duterte is currently in Israel for a 4-day visit.
Blanco's nephew, Ronda Vice Mayor Jonah John Ungab, was killed in February.
Ungab was shot by unidentified men after attending the court hearing of his client, self-confessed drug
distributor Kerwin Espinosa.
Ungab represented Espinosa, son of slain Albuera, Leyte Mayor Rolando Espinosa Sr., for a Comelec gun
ban case. The younger Espinosa is facing charges of murder and illegal possession of firearms before a
lower court.
Inflation stayed at its fastest in nearly 10 years and moved closer to 6.6 percent last recorded in March
2009. The release of inflation data was delayed by an hour, with the Philippine Statistics Authority citing
technical issues.
Contractors cited by the labor department have complied with regularization orders and stopped deploying
workers to PLDT, the telecommunications company told the stock exchange.
"Any claims of alleged terminations by PLDT of 12,000 workers is absolutely baseless, untrue and
malicious. PLDT has not undertaken any such mass termination," it said.
The unemployment rate declined to 5.4 percent from 5.6 percent while underemployment rose to 17.2
percent from 16.3 percent, according to the Philippine Statistics Authority's Labor Force Survey.
"It does concern all of us. Its not just the quantity of jobs but it's the quality of jobs that's important,"

"If your underemployment is increasing, that tells you that a lot of our employees are looking for more
work in order to augment their incomes especially in the context of rising inflation that will erode their
purchasing power," he said.
TOKYO, Japan - The toll in the most powerful typhoon to hit Japan in a quarter century rose Wednesday to
nine, with thousands stranded at a major airport because of storm damage.
Typhoon Jebi slammed into the west coast of Japan around noon on Tuesday, bringing maximum winds of
216 kilometers (135 miles) an hour and heavy rain.
The powerful gusts ripped sheeting from rooftops, overturned trucks on bridges and swept a 2,591-ton
tanker anchored in Osaka Bay into a bridge leading to Kansai International Airport.
The damage to the bridge left the airport, which is on an artificial island, cut off from the mainland, and
around 3,000 people were stranded at the facility overnight, a transport ministry official told AFP.
Parts of the airport's runways and basement were also flooded after high waves whipped up by the storm
washed into the facility.
On Wednesday morning, a boat service was ferrying people from the airport to nearby Kobe, the transport
ministry official said.
But there was no indication yet when the airport, which runs over 400 flights a day, might reopen.
"We had a blackout so there was no air conditioning. It was hot," a woman transported Wednesday by boat
to Kobe Airport told public broadcaster NHK.
NHK said the toll in the storm stood at nine, with Jiji news agency saying five of the dead were in Osaka
prefecture.
Hundreds more were injured, mostly by flying debris, local media said.
Evacuation advisories were issued for more than 1.22 million people as of Wednesday morning, while
another 29,600 people under stronger, though still not mandatory, evacuation orders, the Fire and Disaster
Management Agency said.
And 16,000 people spent the night in shelters across 20 prefectures, Jiji reported.
The fast moving typhoon left land on Tuesday night, moving offshore from the central Ishikawa region, but
it left a trail of destruction in its wake.
In Kyoto, it brought down part of the ceiling of the tourist magnet's main station, and in Osaka, the high
winds peeled scaffolding from a multi-story building.
Footage on NHK showed a 100-metre (328-foot) tall ferris wheel in Osaka spinning furiously in the strong
wind despite being switched off.
"I've never seen such a thing," a 19-year-old man at the scene told NHK.
Up to some 2.3 million households suffered blackouts and businesses, factories and schools in the affected
area shut down while the storm crossed the country.
Nearly 800 flights were cancelled, including several international flights departing and arriving at Nagoya
and Osaka, along with ferries, local train services and some bullet train lines.
Prime Minister Shinzo Abe had urged people to evacuate early and ordered his government to take all
necessary measures to protect residents.
"I urge the Japanese people to take action to protect your lives, including preparing and evacuating early,"
he said.
Japan is regularly struck by major storms during the summer and autumn.
The country has been sweating through a record deadly heatwave that followed devastating rain in parts of
central and western Japan that killed over 200 people.
The sustained rain caused widespread flooding and landslides in July, devastating entire villages and
forcing thousands from their homes.
The flooding and landslides proved so deadly in part because many people did not heed evacuation
warnings, which are not mandatory.
Since the disaster, authorities have urged people to take the warnings more seriously and prepare to leave
home immediately they are issued.
MANILA -- Senator Antonio Trillanes IV and his lawyers worked overnight on a petition to stop President
Rodrigo Duterte from withdrawing amnesty that absolved him of charges over 2 failed military uprisings,
his office said Wednesday.
Facing arrest, Trillanes was holed up in his Senate office and was working until 4 a.m. He is expected to
meet his staff over breakfast of spam, eggs and rice, said his media relations officer Adette Romero.
Trillanes could not be arrested in the Senate premises while it is in session, Senate President Vicente Sotto
III said. Sen. Leila de Lima, a Duterte critic like Trillanes, was arrested on drug-dealing charges in
February 2017.
"I'm confident, having gone through even worse acts of persecution. 'Yung ganitong darkest moment
normally susunod nito ang liwanag. I can feel malapit na itong si Duterte," Trillanes told reporters late
Tuesday.

Trillanes was among the leaders of the Magdalo band of junior officers and soldiers who took over the
Oakwood luxury apartments in Makati on July 27, 2003 to protest alleged corruption under then President

In 2007, the group walked out of their coup d'etat hearing and took over the Manila Peninsula hotel, also in
Makati, in another protest against Arroyo.
During the 2016 presidential elections, Trillanes accused Duterte of keeping secret bank accounts, which
the then Davao City mayor denied.
Tokyo (CNN)The strongest typhoon to hit Japan's mainland in 25 years smashed a tanker into a bridge,
forcing one of the country's largest airports to close and hundreds of flights to be canceled.
At least 10 people have died since Typhoon Jebi slammed into western Japan Tuesday, bringing strong
winds and lashing rain.
Seven of those killed were in Osaka Prefecture and the others in Mie, Aichi and Shiga, where police said a
man in Higashiomi City died after the warehouse he was working in collapsed.
High waves hit breakwaters at a port in Aki, Kochi prefecture, in western Japan.
Typhoon Jebi landed with "very strong" force in Tokushima prefecture Tuesday afternoon, the strongest
typhoon to hit the country's mainland since 1993, said Akihiro Kikuchi, from Japan's Meteorological
Agency.
Winds lashed buildings and whipped up the sea, yanking an 89-meter-long tanker, the Houunmaru, from its
anchorage and ramming it into the bridge connecting Kansai Airport with the mainland.
Images showed the ship's upper decks smashed against bridge, dislodging a portion of the road and forcing
authorities to close it to traffic.
Eleven crew members were on board, but no one was injured in the incident, Coast Guard spokesman Keita
Sakai said.

Building scaffolding lays collapsed after a powerful typhoon hit Osaka, in western Japan.

"Equipments and machines were damaged by the flooded water in a part of the terminal. We don't know

Local police said the fire might have been sparked by wires short circuiting.
It's not clear what caused the blaze, but police suspect wires could have short-circuited in the rain. Local
police said a total of 187 cars caught fire.
Firefighters weren't able to reach the area due to flooded streets. They eventually put out the flames at 9:35
p.m. local time after spraying water from the sea.
Kansai International Airport is partly inundated following a powerful typhoon in Izumisano, in Japan's
Osaka prefecture.
The Fire and Disaster Management Agency said Wednesday that more than 400 people had been injured
across 20 prefectures.

MANILA - Senator Antonio Trillanes IV is asking the Supreme Court on Thursday to block President
Rodrigo Duterte's nullification of his amnesty.
MANILA - The importation of some 250,000 metric tons of rice would not immediately impact the market
prices, a spokesperson for the National Food Authority said Thursday.
The Philippines is importing an additional 250,000 tons of rice via an open tender on top of the 133,500
tons to be brought in to address the thin supply in southern provinces.
MANILA - (UPDATE) President Rodrigo Duterte's withdrawal of amnesty for Senator Antonio Trillanes
is a basis for impeachment, a legal and governance expert said Thursday.

komedyanteng si Empoy Marquez, pero hindi naman raw ito isyu para sa kaniya.
Sa panayam kay Herrera ng media sa press conference ng kaniyang upcoming movie na “The Hopeful
Romantic”, ibinahagi ng komedyante ang kanyang saloobin tungkol dito.
“Hindi po kasi ako competitive sir e, tsaka magkakaibigan po kami nila Empoy [Marquez] kami po kasing
mga komedyante para kaming isang tribo e,” ani Herrera.
Pagdating naman sa pagkakaroon ng magandang leading lady, hindi rin daw ito isyu sa kaniya.
“Siguro po ang pananaw ko dyan, hindi ko po tinitingnan kung sino ang susunod na makakasama ko when
I’m working on a project,” paliwanag niya.
Aniya, masaya rin daw siya sa naging magandang kinalabasan ng kaniyang maituturing na first lead movie
project.
“Ang importante po sakin ang mapalitaw ang story bilang actor, kaya para po sakin itong “The Hopeful
Romantic” proud po kami kasi naipakita mo namin ang tunay na kuwento ng pelikula,” pahayag pa niya.
