PRODUCTION ASSISTANCE AGREEMENT
June 5, 2012
1. The DoD Project Officer, L T (b) (6) , is the official DoD representative
responsible for ensuring that the terms of this agreement are met. The DoD
Project Officer or his I her designee will be present each day the U.S. military is
being portrayed, photographed, or otherwise involved in any aspect during the
production phase of "Captain Phillips". The DoD Project Officer is the military
technical advisor, and all military coordination must go through him I her. The
production company agrees to consult with the DoD Project Officer in all phases
of pre-production and production that involve and I or depict the U.S. military.
2. The production company agrees to cast actors, extras, doubles, and stunt
personnel portraying military men and women who conform to individual Military
Service regulations governing age, height I weight, uniform, grooming,
appearance, and conduct standards; provided, however, that the foregoing shall
not apply to doubles of actors. DoD reserves the right to suspend support in the
event that disagreement regarding the military aspects of their portrayals cannot
be resolved in negotiation between the production company and DoD within the
seventy-two hour cure-period . The DoD Project Officer will provide written
guidance specific to each Military Service being portrayed.

3. DoD has approved military assistance as in the best interest of DoD's training,
recruiting , and customary community relations and public affairs activities, based
on the March 15, 2012 version of the script. The production company must
obtain, in advance from DoD, concurrence for any subsequent changes being
proposed to the military depictions made to either the picture or the sound
portions of the production, before it is exhibited to the public.
4. The operational capability and readiness of the Armed Forces will not be
impaired. Unforeseen operational commitments, mechanical difficulties,
contingencies affecting national security, or other emergency circumstances such
as disaster relief, may temporarily or permanently preclude the use of military
resources. Under these circumstances, the United States will not be liable,
financially or otherwise, for any resulting negative impact or prejudice to the
production caused by the premature withdrawal or change in support to the
production company.
6. All DoD property, facilities, vessels or aircraft damaged, used or altered by the
production company in connection with the production will be restored by the
production company to the same or better condition, normal wear and tear
excepted, as when they were made available for the production company's use,
except if such arises from defects in DoD property and/or negligence or willful
misconduct on the part of the DoD, its agents, agencies, officers and/or
employees.

Reimbursements are to be restored to each specific account from which they are
drawn to assist the production.
b. The production company will be charged for only those expenses that
are considered to be additional costs to DoD in excess of those that would
otherwise have been incurred for the assistance provided, as discussed in
Appendix A, such as fuel , resultant depot maintenance, expendable supplies,
travel and per diem, civilian overtime, and lost or damaged equipment.
c. If the final aggregate of such costs and charges is less than previously
anticipated, DoD agrees to remit the exact amount of the difference of any funds
posted within 45 days from the end of the month in wh ich filming is completed.
8. The production company will provide the travel, lodging, per diem and
incidental expenses for the DoD Project Officer, the DoD Director of
Entertainment Media or his I her designee, and any other assigned military
advisor(s) whose presence may be required by DoD. For each of these
individuals, the Production Company will provide:

a. To indemnify, defend, and hold harmless the DoD, its agencies,
officers, and employees, against any claims (including claims for personal injury
and death, damage to property, and reasonable outside attorneys' fees) arising
from the production company's presence on or aboard, or possession or use of,
DoD property or other assistance in connection with this production of "Captain
Phillips", to include pre-production, post-production, and DoD-provided
orientation and I or training . This provision shall not in any event indemnify or
hold harmless DoD, its agencies, officers and/or employees from and/or against
any claims arising from defects in DoD property and/or negligence or willful
misconduct on the part of DoD, its agencies, officers and/or employees, unless
those personnel are engaged in actions directed by the production company
outside the scope of their normal military activities.
e. To not carry onto DoD property any real or prop firearms, weapons ,
explosives , or any special effects devices or equipment that cause or simulate
explosions, flashes, flares, fire, loud noises, etc, without prior approval from the
DoD Project Officer and the supporting installation.

or on "The Pentagon Channel," or other publicly-accessible media source.
Therefore no DoD personnel will photograph actual filming , talent, or sets without
prior approval by the production company.
11 . The production company agrees to provide the DoD Project Officer with
whatever internal communications equipment it is supplying to production
company crew members to communicate on the set during production of military-
themed sequences. The production company will also supply the DoD Project
Officer with earphones to monitor military-themed dialogue and other sound
recording during these periods.
13. All photography and sound recordings made with DoD assistance and all
DoD photography and sound recordings released for this production ("DoD
Media") will not be reused or sold for use in other productions without DoD
approval. It is understood that different versions of the picture (e.g., foreign
language versions, home video versions, television/airline versions, extended
vers ions, etc.) shall not be considered to be separate productions for purposes of
the foregoing restriction. The foregoing shall not prohibit the production company
from exploiting the production in any and all ancillary markets, now known or
hereafter devised (including, without limitation, television, web content, home
video, video games and theme parks) or from using clips in promotional material
relative thereto; however in doing so, the tone of the military aspects in such
exploitation must substantially conform to that agreed upon by DoD during the
filming of the production , unless further DoD approval is obtained. Production
company is hereby granted the right to fix , reproduce, release, distribute, exhibit,
perform, transmit, broadcast, advertise, promote and otherwise exploit the DOD
Media (and all other results and proceeds of this Agreement) in all versions of the
production, in perpetuity, in any and all media and markets whether now known
and used, now known and hereafter used, or hereafter known or devised and
used, in any and all languages whether now known or hereafter devised
(including , without limitation, television , web content, home video and theme

this Agreement) in advertising, promotion, or publicity related thereto. Nothing in
this agreement, however, is intended as a trademark license. This agreement
does not grant the Production Company permission to use any DoD names,
trademarks, service marks, certification marks, collective marks, collective
membership marks (individually and collectively "trademark(s)"), and/or other
DoD symbols, seals, emblems, logos, or insignia as a trademark in connection
with any product or service, whether or not associated with the exploitation of the
production in any market. Notwithstanding anything to the contrary set forth in
this Agreement, the production company shall not be entitled to any less rights
than it would otherwise have as a member of the general public that is not a party
to this agreement.
14. The production company will also provide an official DoD screening of the
completed production in Washington DC, prior to the initial domestic release of
the production. An alternative screening location may be authorized by DoD, in
negotiation with the production company. In this case, the production company
will be expected to pay the travel and lodging expenses incidental to attending
the screening by the DoD Project Officer and the Director of Entertainment Media
or their designees to the extent that the location is outside of 50 miles from any
location at which the DoD Project Officer and the Director of Entertainment Media
or their designees (as applicable) are assigned as their duty station or workplace.
15. The production company agrees to place a credit in the end titles
immediately above the "Special Thanks" section (if any), substantially in the form
of "Special Thanks to the United States Department of Defense," with no less
than one (1) clear line above and one (1) clear line below such credit
acknowledging the military assistance provided. Such acknowledgment(s) shall
be in keeping with industry customs and practices, shall be of the same size and
font used for other similar credits in the end titles.
16. The production company agrees to provide DoD with five (5) copies of a
reasonable amount of final domestic promotional and marketing materials (e.g.,
electronic press kits, one-sheets, and television advertisements) for internal
information and historical purposes in documenting DoD assistance to the
production.
17. The production company agrees to provide a minimum often (10) DVD
copies of the completed production to DoD for internal briefings and for historical
purposes, at such time, if ever, as DVDs of the production become generally
commercially available. DoD agrees not to exhibit these DVDs or to copy them.
Such DVDs shall be sent to Robert Anderson at 10880 Wilshire Blvd, Suite 1220,
Los Angeles, California, 90024. DoD is allowed to use short clips from them in
official presentations by uniformed and civilian DoD personnel who were directly
involved in providing DoD assistance, for the sole purpose of illustrating DoD's
support to the production. DoD shall be responsible for actor or other third party

is prohibited from making these clips available to any other party for any other
purpose.
b. The DoD Project Officer will ensure that Military personnel shall comply
with standards of conduct regulations in accepting employment.
19. The production company may offer to make donations or gifts in kind to
Morale, Welfare and Recreation programs of the military unit(s) involved,
however, donations of this kind are not at all required, and are not in any manner
a consideration in the determination of whether or not a production should
receive DoD assistance. Offers of donations must be coordinated through the
DoD Project Officer for acceptance in accordance with applicable procedures.
20. The production company may request, through the DoD Project Officer,
promotional assistance for the movie; such request must be in sufficient detail
(e.g., requested support, location, costs to be covered by production company) to
permit a complete evaluation by the appropriate DoD official before he decides
whether to approve the request.
21 . The undersigned parties warrant that they have the authority to enter into
this agreement and that the consent of no other party is necessary to effectuate
the full and complete satisfaction of the provisions contained herein.
22. DoD (including the DoD Project Officer) understands that it is an essential
term of this agreement that the Production Information (as defined below) be
maintained in the strictest confidence and that the DoD (and the DoD agrees to
use best efforts to ensure that third parties working with the DoD) not to
duplicate, disclose, report, reveal, assign, sell or transfer, either directly or
indirectly, any Production Information without the production company's prior
written consent. "Production Information" shall mean any information or material
proprietary to the production company or not known generally to the publi hich

the DoD may obtain knowledge of or access to including without limitation any
and all such information relating to this Agreement, the Picture and its production
and exploitation, including the screenplay, budget, schedule, plans, drawings,
designs, specifications, ideas, concepts, models, costumes, techniques or
special effects for the Picture or other creative, business and/or physical
production elements relating to the Picture and/or the production company
including without limitation its business, executives and financial information.
23. To the extent that production company is obligated hereunder to provide any
travel, accommodations and the like, such obligation is expressly conditioned
upon such individual making all travel arrangements, including, without limitation,
the purchase or booking of airline tickets and accommodations, through
Company's travel/location department.
24. This agreement consists of 10 pages including 1 attachment; each page will
be initialed by the undersigned DoD and production company representative. All
rights of every kind in and to all photography and sound recordings made
hereunder shall be solely owned in perpetuity throughout the universe by the
production company and any licensee or assignee successor of the production
company; and DoD shall not have any right of action, including, without limitation ,
any right to injunctive relief against the production company or its successor and
I or any other party arising out of use or non-use of said photography and I or
sound recordings. These ownership rights pertain only to the exhibition,
promotion, and marketing of "Captain Phillips".

Appendix A
With permission of the local Navy chain of command , the Production Company is
authorized :
2. To film aboard Naval aircraft and at air facilities at Naval Station Norfolk,
as needed on or about 15-30 June 2012:

(b) Give permission to film a SEAL team performing a night jump, including
footage of them descending into the water after the jump, and (c) use B-roil
footage from SCAN Eagle, and of SEALS jumping out of a C-130 at night with an
inflatable boat; (d) Cooperate in good faith with the production company and third
party stock footage companies in connection with the production company's
acquisition of existing stock footage.
Deviation from this schedule must be approved in writing by the DoD Project
Officer.

GUARANTEE
2. Th is Guarantee is conditioned upon (a) Bravo and DoD entering into the
Agreement and Guarantor rece iving a fully executed copy thereof and (b) Guarantor receiving a
copy of this Guarantee executed by DoD.
4. Guarantor agrees that any mod ification of the Agreement sha ll not atTcct this
Guarantee and authorizes DoD and Bravo upon their mutual agreement, without notice or demand
and without affecti ng Guarantor's liability hereunder, from time to time to mod ify or alter the
Agreement or any of the term s thereof or any part thereof (prov ided, however, that this G·uarantee
shal l not apply to any such modification or alteration which increases or acce lerates the obligations
of Guarantor hereunder without Guarantor's prior written consent). No assignment permitted by
the Agreement wi ll relieve Guarantor of its obligations to DoD except and to the extent that such
assignment, by the terms of the Agreement, relieves Bravo of all or a portion of its underlying
obligations to DoD (the "Released Obligations"), in which instance Guarantor shall be relieved of
its obl igations to DoD hereunder with respect to the Guaranteed Obligations to the extent of the
Released Obligations.

Not sure if you're still interested in visiting the "set," and I know that time is
flying by so thought I'd paint a picture of what we're dealing with: this week is all u/w
filming. Yesterday, my RHIB transfer from land to TRX was 0930 departure, arrival onboard
ship at 1000. Departed TRX at 2310, arrival on land at 2340.
Week of 25 JUNE is slated to be inport filming, so you can come and go as you please
from "set," but I think if you came this week not sure if you'd be able to catch a shuttle
boat before wrap. I recommend sometime between 25‐29 JUNE (although they still have not
provided a new filming schedule). Please let me know what you'd prefer.

OK, so if I read your note correctly... 27‐28 appear to be the best dates for CI

Was wondering why I haven't received responses from you on this... just realized
it's been sitting in my draft folder:

18th could be a bad day for visiting because it'll be one of two days filming
with TRUXTUN, WASP and HALYBURTON u/w. Film crew will be too focused on getting the three
ship shots within a short timeframe.
22nd will be a night shoot with the lifeboat and a Navy helicopter. Not too
sure about this one.
As of now, the 25th says the film company needs to confirm confined water space
for filming, which maybe a bad date for CI to observe (may not be that exciting).
27 and 28th appear to be better with ship interior filming in one of these
spaces: CIC, Wardroom or CO's inport cabin.

some of the dates that would work for us to come to NOR w/ out moving a lot on the sked:

Dates we can come, but requires some sked finesse on my part:
25, 27
Also, CAPT (b) (6) relief was looking to come observe filming as
well. I'll defer to his sked, but wanted to let you know for SA.

As we get closer to June, I foresee many more helo squadron visit requests coming up. As you
may know, the film company is in Malta right now, and as they wrap filming there and
transferring to Norfolk, they will have small groups requesting to see an available helo. I
will be sure to provide as much notice as possible.
Film company is still working on a shoot schedule, so I will forward that to you as soon as I
receive it.
Please let me know if a squadron visit next Thursday could work, and if so what time would be

their C‐130s might stop by Norfolk, so it's possible that the Marines could support, but I'll
need to know details on your request (shoot date, shot list, etc.).

Here's what we would like to accomplish:

bridge, Captain's quarters, sick bay. Also need to see the 50 cal guns with the covers
removed. We need to get information on what type of paperwork would be lying around or being
handed off in this situation so we can generate that for camera. There will be many
detailed questions that we need answered.

(b) (6) will need to see the possible staging areas you
guys have in mind for our base camp. We'll also need a place to off load our gear by the
ship. I would imagine we could drive our smaller trucks right next to the ship, offload and
send them away. All for discussion.
(b) (6) need to begin the casting process. They need to
speak with the person on the Truxtun who will be responsible for gathering the sailors for
the casting call, which we need to arrange as soon as possible. When we set that session we
will want to see sailors who normally work in the CIC, sailors who normally work on the
bridge, man the guns, etc. It should take place on the ship, maybe even in the actual rooms
where they work. I would like to figure all this out next week, then set the date for the
casting session.

Norfolk? This is in regards to CAPT PHILLIPS, and they have two requests for potential
filming date of 28 JUNE:
1) Film company would like to land a civilian aircraft at Chambers Field and
film a scene with the Somali pirate getting out of the plane and getting his right read.
This scene will simulate what happened in New York, but due to logistics, they would like to
film in Norfolk.
2) C‐130 scene, which I explained to both of you. I am still working with the
Air Force and Marines on the possibility, but it's not looking good so not sure if we can
support this one.

Who would be the correct POC for a filming request at Chambers Field here in
Norfolk? This is in regards to CAPT PHILLIPS, and they have two requests for potential
filming date of 28 JUNE:
1) Film company would like to land a civilian aircraft at Chambers Field and
film a scene with the Somali pirate getting out of the plane and getting his right read.
This scene will simulate what happened in New York, but due to logistics, they would like to
film in Norfolk.
2) C‐130 scene, which I explained to both of you. I am still working with the
Air Force and Marines on the possibility, but it's not looking good so not sure if we can
support this one.

1) We still have no Seal advisor. If you don't think we're going to get one, then we
should just know that asap. We may have to hire an independent contractor. I UNDERSTAND
YOUR CONCERN, AND WE APOLOGIZE FOR THE DELAY. IT'S UNDERSTANDABLE THAT YOU FEEL THE URGENCY
TO FIND A SEAL TECH ADVISOR. YOU HAVE EVERY RIGHT TO HIRE ANYONE, BUT DO APPRECIATE THE
PATIENCE. I'M BEING TOLD THAT THE SEAL COMMUNITY IS LOOKING INTO THIS. COULD YOU POSSIBLY
GIVE ME A DEADLINE?
2) We need to schedule a rehearsal of the attaching and towing of the lifeboat. We
will do this with a regular boat as a stand in. I would like to do this at sea, but if that
can't be arranged, then pier side with the Truxtun. I know Capt. (b) (6) wanted a rehearsal
as well. We could do this in close by the base if you prefer. At sea is best because that's
what we'll be doing on the day. TRUXTUN'S XO MENTIONED THAT TRUXTUN WOULD LIKE TO CONDUCT
THE PRACTICE RUN ON OR AFTER JUNE 15 ‐‐ HOWEVER, THIS IS DEPENDENT UPON YOUR UPDATED AT‐SEA
FILMING DATE.
3) We need to see a scan eagle so we can photograph and ask questions about how it
works. We also need to see it launched. LOOKING INTO THIS, WILL GET BACK TO YOU.

4) We need to know that we will have the scan eagle to launch and use during the shoot.
LOOKING INTO THIS.
5) The transport plane. At this time we do not have the ability to go to NC to film
this. We must utilize a transport plane locally. Do you think that Oceana could
accommodate this? It's very close to Rudee Inlet. I WILL ADDRESS THIS TO THE AIR FORCE OR
THE MARINES FOR SUPPORT. I DO NOT THINK WE NEED TO RELOCATE FOR THIS SHOOT ‐‐ I WILL FIND
OUT IF THIS IS SUPPORTABLE IN NORFOLK OR VA BEACH AREA EVEN IF THEY ARE NOT HOMEPORTED IN VA.
6) Seeing the a‐com ladder vs. the jacobs ladder. We could do this pier side if you
have a ship with that side facing the water. TRUXTUN'S XO MENTIONED USING THE ACOM LADDER,
WHICH I THINK IS PREFERRED.
7) Rehearsing a boat to ship personnel transfer. This must be done at sea. Could be
done in close. THIS WILL BE ANOTHER QUESTION TO BE ASKED NEXT THURSDAY. HOWEVER, I WILL SAY
THAT THIS WILL MOST LIKELY BE WEATHER DEPENDENT ON GAME DAY.
8) Possible firing of a flare for rehearsal from a ship at sea. WILL DISCUSS ON
THURSDAY WITH TRUXTUN.
9) We need to consult with the combat camera team for filming helicopter sequence and
possible jump. I WILL DISCUSS WITH THE COMBAT CAMERA'S PUBLIC AFFAIRS OFFICER ‐‐ COULD YOU
PROVIDE THE POTENTIAL FILMING DATE/REQUIREMENTS?
10) We need to follow up on the night jump and when that can be scheduled. WE NEED TO
DISCUSS THIS FURTHER ‐‐ I'M BEING TOLD RIGHT NOW THAT THE SEALS ARE NOT ABLE TO ACCOMMODATE
ANY TYPE OF JUMP.
11) I'd also like to follow up on an old request for stock footage of the Seals
deploying from a plane, day or night, but night is preferred. THIS QUESTION AND #10: CAN
YOU ENTERTAIN THE IDEA OF WORKING WITH BANDITO BROTHERS ("ACT OF VALOR" FOLKS). AT THIS
TIME, SEALS ARE NOT ABLE TO PROVIDE SUPPORT FOR THE NIGHT JUMP. I UNDERSTAND THAT YOU WANT
TO OBTAIN YOUR OWN FOOTAGE, BUT I WANT TO MANAGE REALISTIC EXPECTATIONS. AND REALISTICALLY
RIGHT NOW, NIGHT JUMP IS NOT SUPPORTABLE.
12) We need to scout the area where we can land our G5 at the airfield. This must be
photographed. We will also have picture cars to bring out. Approximately 10 SUV's. WHEN
WOULD YOU LIKE TO SCOUT?
13) Permission to use a red flare instead of a white flare for filming. THIS IS IN
DISCUSSION. ALTHOUGH IT MAY SEEM SIMPLE, THIS QUESTION REQUIRES VARIOUS PERSONNEL'S
GUIDANCE. WILL GET YOU AN ANSWER SOON.
Last, I'm not sure I need to go on the overnight on a DDG. I may be able to do what I
need to do with the lighting pier side, at night, the week of the 28th, when our Chief
Lighting Technician is here. That would be much easier on all of us. NO WORRIES, PLEASE LET
ME KNOW IF YOUR REQUIREMENT CHANGES.
That's all I can think of for now. I know one hand feeds the other and much of this is
contingent on our schedule. So, again, I will get it to you as soon as possible. In the
meantime, this is a lot to think about.

Received a request for crane support for new Tom Hanks movie from NAVINFO West. They're
the office that handles movie requests. This movie has the blessing of DOD, CHINFO etc. Can
we make this happen? Here is the pertinent chunk of the PA Regs:

1. General. Movies, television programs, documentaries, videos and similar media are powerful
venues for conveying messages and impressions. Requests for support are evaluated on many
factors including authenticity, informational value, and impact on an accurate image of the
U.S. military.
a. OASD(PA) is the sole authority to approve DoD assistance to these types of productions.
CHINFO and DIRPA are responsible for approval and coordination of naval involvement with the
entertainment industry.
b. NAVINFO WEST and the Marine Corps PA office in Los Angeles (LA) execute naval policy for
this support and maintain direct liaison between CHINFO and DIRPA and the industry. NAVINFO
WEST or DIRPA also coordinates with OASD(PA) and operational commanders. In many cases, a
NAVINFO West, Marine Corps PA (LA) or other PA representative will be sent to assist with on‐
site production.
c. Unit commanders that are asked for support from production companies must contact NAVINFO
WEST or Marine Corps PA (LA) to analyze the request, determine whether any support will be
approved and decide the extent of support that can be provided on a non‐interference with
mission basis.
2. Unauthorized Commitments. Requests for support often become much more detailed and
demanding than they first appear. Promises of support to the requesting company may not be
granted by individual units. It will be made clear to requesters that the unit does not have
decisional authority on these matters.
3. Production Agreements. A production agreement will normally be established that governs
specific requests for support (personnel, facilities, and equipment) and identifies the
respective responsibilities of the parties involved. OASD(PA), which has final authority on
the parameters for support of any project, CHINFO or DIRPA, and the production company sign
the agreement.

‐We like the first weekend, June 16‐18 for the Boxer & Halyburton class ships.

everything should be in place. Dates, permissions, access, etc. After that…we shoot.

I've explained the 12 hour filming window during 18‐19 JUNE timeframe to the filmmakers.
Since they originally planned on shooting for two days (12 hours per day), it's taking them
some time to decide which shots to drop. I will have a filming schedule and shot lists for
you as soon as they become available. I stressed that you'd need the specifics soonest.
From the email chain, I understand that FLEETEX will be mostly in CPOA, however the
filmmakers were under the impression that Navy would be able to support filming in VCOA.
This is very general, but the filmmakers were trying to achieve these particular goals:
1) Film the WASP, TRUXTUN and HALYBURTON together out at sea in VCOA via camera boats and
civilian helo.
2) Embark film crew members onboard TRUXTUN. They will not board the WASP/HALYBURTON.
3) Obtain HALYBURTON's helo operations from TRUXTUN.
4) Embark Navy's Combat Cameramen on Navy helo.
5) Various shots would be dusk and day shots.
I know it sounds strange that a PAO LT type is requesting for a different OA for an exercise
that has been in coordination for years, but discussions that occurred way above my level

alluded that an amphib, DDG and FFG would be able to support in the VCOA, so all I can do is
ask. For whatever it's worth, these are some reasons why filming in CPOA is a non‐starter
for the film company:
‐ The entire film company would have to relocate to North Carolina, which is about 75‐100
people.
‐ They have about 8 boats that would have to relocate to N.C. to provide support (to include
their camera boats, light boats, their own RHIBs). Film crew planned to dock their boats by
Rudee Inlet and Little Creek to equip their cameras and transfer personnel each day to
TRUXTUN.
‐ Virginia has tax incentives for filming, but if they go to CPOA, they would have to work
with N.C. film commission.
Those are just a few reasons why they really need to film in VCOA.
If CCSG‐10 is willing and available for a meeting with the production manager and myself,
please let me know. The production manager would certainly be able to show some storyboards
(potential shots they'd like to accomplish), which is a file too large to email. Thank you

If VCOA is where HAL needs to be then we will flex our plan to support HAL
transiting the night of 17 Jun to rndv with WSP am 18 Jun, conduct the filming pm 18 Jun and
then get HAL back to CPOA the night if 18 Jun to conduct cert events 19 & 20 Jun. I just
need to be told when HAL needs to be in what location and for how long to support the movie.
Based on that, we will re‐wicker the certification plan. Any off‐sta time for HAL will
impact their cert days, but until we know how long she has to be away then we can't fully
assess how large the impact will be.

What would be the impact to HALYBURTON & WASP if the filming occurred in VCOA? Film
crew intentions were to use a contracted boat and USS TRUXTUN as filming platforms in VCOA
for all filming.
CAPT (b) (6) directed the PAO project officer to discuss with the filmmakers about
minimizing the filming window to a maximum of 12 hours, but potentially less based off your
(CSFTL's) input. From what I read below, 19 Jun is our ONLY option, so it will be a "take it
or leave it" offer to the film crew.
Given a VCOA rendezvous, what filming window are we looking at for 19 Jun?

With WSP's u/w sched I think that am 19 Jun is the earliest that WSP/HAL can
meet up. We would prefer that be in CPOA to minimize impact to HAL. If the required filming
was completed as quickly as possible (based on the direction you received) then we might be
able to meet all requirements that day, but I will still work the "after school" plan for HAL
post FLEETEX. If this happens with WSP/HAL am 19 Jun in CPOA then I recommend the film crew
get u/w on WSP and transfer to HAL as early as possible on the am of 19 Jun. Not sure how
much time they would need to set up on HAL.

What timeframe was CSFTL looking at for HALYBURTON? I noticed you mentioned the AM on
19 Jun. The film crew will request a full filming day (12 hours), but I want to express
CSFTL limitations as well. Guidance I received from USFF COC was that the film crew shorten
the filming window as much as possible.
I will ask if the film crew has concurred with 18/19 Jun as supportable.

Based on conversations this morning after sending this e‐mail, I am now planning

The "Captain Phillips" movie (or I will refer to as production) request consists of
three ships. The main ship is USS Truxtun, acting as USS Bainbridge during Capt. Richard
Phillips's actual Somali pirate rescue effort in 2009. The WASP and a FFG (we were informed
USS Kauffman maybe able to support) would portray the BOXER and HALYBURTON from the actual
event.
Specific production requests are:
‐ Rendezvous with WASP, TRUXTUN and KAUFFMAN approximately 12 miles off the Rudee Inlet
(awaiting LAT/LONG from production company for exact location).
‐ Full storyboard is not readily available, but requested shots include a wide shot of
three ships sailing abreast. This aerial shot would be taken by the film crew's civilian
helicopter.
‐ WASP conducting figure eights and other ship maneuvers not yet specified.
‐ Production does not anticipate having to transfer film crew onboard the WASP (unless
if ship prefers to have someone onboard).
‐ Production's intent is to obtain aerial and wide shot coverage of the WASP via
civilian helo and civilian camera boat.
‐ Production initially requested for 16‐17 JUNE filming with the three ships, but have
changed their requested dates to 23‐24 JUNE if at all feasible.

For the "CAPT Phillips" movie, Columbia Pictures (CP) request to film TRUXTUN u/w 15‐24 JUNE.
However, as a weather contingency plan, they would like to request for 15‐29 JUNE u/w
filming. Please note that they'd like to prep 13‐14 JUNE. CP requests TRUXTUN to approach
the Rudee Inlet as close as possible (75º53' West 36º48' North). The filming and
maneuvering of TRUXTUN request is 10 miles of the above (75º53'W 36º48'N).
The amphib and FFG request dates are not set yet.
For the inport component, film company requests for a separate DDG to film inside the CIC.
Filming inside another DDG would be contingent upon weather. While TRUXTUN is u/w during 15‐
24 timeframe, their second unit could film inport. I'm not sure if this request has been
communicated to the proper chain before. Could you advise on this possibility?
Also, film company requests to approach any DDG out at sea on either 30 or 31 MAY with the
film crew boat at night to test their cameras. Their goal is to capture the DDG light
configuration at night to ensure their camera is setup properly. They also would like to
test the A‐COM ladder to ensure film crew members can access the ship and note any safety
concerns. Would this practice‐run be feasible?

Attached is our latest shooting schedule. It reflects starting our work at sea aboard the
USS Truxtun on June 15th and continuing through, on or about, June 24th. However, it is
possible that the Truxuton could remain at sea for a few more days, so they should be
prepared to be there through the 29th, knowing that we have every intention to try and finish
earlier.
What is wrong with this schedule is that it does not accurately depict our time with the FFG,
LHD or the helicopter. We are still trying to pinpoint when those 2 day can exist within our
time frame. We should have a more accurate time frame for you by the end of this week for
those assets.
For inport filming, we are requesting a 2nd DDG be available for this. There are a couple of
reasons that support this. First, if we experience bad weather, we will not film at sea and
that decision will be made the day before. We will not get to sea and then run back in. If
we see the day before that there is going to be bad weather, then we will make the decision
to move to the base for interior filming in the CIC aboard the 2nd ship (the Truxtun would
stay at sea). Second, if we finish with the Truxtun on schedule, then we would want to leave
a 2nd Unit on the water to film with the ship while the 1st Unit returns to land and films
the interior of the 2nd ship.
Now for the where. Our goal is to have the USS Truxtun meet us as close as is allowable to
Rudee Inlet and be in the same area at the end of the day's filming. This is to eliminate a
long shuttle ride for cast and crew. Our daily meeting with USS Truxtun will be at 75º53'
West 36º48' North. This is approximately 5 miles South/East of Rudee Inlet. The filming
and maneuvering of Truxtun will be done within a area of 10 miles of the above 75º53'W
36º48'N.

the LHD, FFG, and helicopter by the end of this week.

Great talking to you today. As we discussed, I was able to meet with the respective
Navy contacts in Norfolk yesterday and today regarding the CAPT Phillips filming. All the
involved commands are seeking a shoot schedule ‐‐ they do not necessarily need a oneliner,
but they do need specific requests for underway and inport filming dates, also for the
underway filming portion, they'll need a specific location as well (when ships are tasked to
go out to sea, they also need orders to conduct maneuvers in certain operating areas. I
believe for Capt. P, the area is called Rudee Inlet. Could you confirm and clarify exactly
how far film crew will need to go out?).
The inport and underway filming schedule will allow the TRUXTUN to get the official
tasking order. This will also expedite the amphib, frigate and helo support requirements.
It would be ideal for us to get the schedule by this Friday, if not we need something by
early next week (Tuesday). We (Navy) understand that things may change and filming schedules
may shift, so we will stay flexible within reason. However, keeping in mind that the TRUXTUN
is unavailable after July 1st.
It would be ideal to have your Plan A schedule, as well as a contingency Plan B should
we face harsh weather conditions in June. Thank you.
