The Evolution of National Service Training Program


The National Service Training Program (NSTP) is a Law otherwise known as Republic Act 9163 or the NSTP Act of 2001,
refers to the program aimed at enhancing civic consciousness and defence preparedness in the youth, by developing their
ethics of service and patriotism while undergoing training in any of the three (3) program components, the Civic Welfare
Training Service (CWTS), the Literacy Training Service (LTS) and the Reserve Officers’ Training Corps (ROTC),
especially designed to enhance the youth’s active contribution to the general welfare. The law was implemented effective
school year 2002-2003 in all HEI’s.

Spanish Colonialism

 During the Spanish Colonial years, there was a training course similar to what is presently known as Reserve
Officer Training Corps(ROTC) at the University of Sto. Tomas.

 The real ROTC in our country did not start until 1912.
 It started when the military instructions was conducted in the University of the Philippines.

 The purpose of this act was to create an independent Philippine Army, this was interrupted by World War II.

2. a) LTS or Literacy Training service - is a program designed to train students to become teachers and teach literacy and
numeracy skill to those people who needs it.
b) ROTC- is college-based programfor training commission officers. It develops oneself through hand on skills and to
have a secure country.
c) CWTS- It enhances the awareness of the students to help the needy persons.

 Presidential Decree No. 1706, otherwise known as the "National Service Law", was signed by President Ferdinand
Marcos on 8 August 1980. It made national service obligatory for all Filipino citizens and specified three

 The records shows that the product of ROTC were called to the colors and, during the occupation, they prove their
worth on the battlefield.

 It is a civic education and defense preparedness program for Filipino tertiary education students instituted by the
Government of the Philippines on 23 January 2002 by virtue of Republic Act 9163, otherwise known as the
"National Service Training Program (NSTP) Act of 2001"

 Executive No.59 states that ROTC Course is made mandatory for all Colleges in their respective curricula.

 President Corazon Aquino signed Republic Act 7077 into law in 1991

 During Marcos regime, ROTC was replaced by the Citizen Military Training or CMT.
 The ROTC was back by the provision of Republic Act 7707 ot the AFP Reversist Act.
