MEMORANDUM

FOR : PNCOIC, STOC

SUBJECT : Joint Explanation

DATE : August 20, 2019

1. Reference: Memorandum from PNCOIC, STOC dated August 19, 2019 with
subject: Order to Explain.

2. In connection with the above reference, the undersigned personnel are

directed to explain in writing why no disciplinary sanction shall be imposed upon them
for their failure to send SMS report to STOC regarding Robbery with Homicide and
Frustrated Murder dated August 18, 2019 at No. 37 Azucena St., Brgy Longos, Malabon
City

3. In adherence with numerous memorandum prohibiting the use of cellular

phones and with the 15 Do`s and Don’ts for all personnel of NCRPO the undersigned
personnel who allegedly failed to send SMS report to STOC have informed the latter
about the facts of incident through the use of hand held radio, and at the time they were
at the said place of occurrence hot pursuit operations was conducted which resulted to
the arrest of one of the alleged suspect of the crime. During the event they have no
means of using their cellular phones at it was vital to them to take extra precautions in
pursuing those lawless elements, not only for their own safety but also to the residents
of the place. With regard the issue of their failure to send SMS report they prayed that
you will find their justification meritorious of your evaluation.

4. The undersigned pray for your most considerate understanding and hope that
this explanation construed merit to exempt them for any form administrative and
disciplinary sanction.
