    6 Energy Cost

    Energy cost computations shall take the base load into consideration. Utility
    usage and rates shall be provided by the NIH. Backup computations for
    items listed in the operating cost shall be included.

    Computation shall be made on a monthly basis taking into account variations


    in the heating and cooling loads. Energy usage and cost shall be developed
    by computer programs using weather bureau tapes or by using Air Force
    Manual AFM-88-8, Engineering Weather Data and the bin method
    procedure referenced in the latest Fundamentals volume of the ASHRAE
    Handbook.

    Energy cost computations shall take into consideration the energy used by
    fans, and cooling and heating coils in the system as well as refrigeration plant
    energy costs that are brought about as a result of the type of air-conditioning
    system in the building.

    Steam cost shall be as provided by the NIH.
