CHAPTER I

Introduction

On the job training (OJT) is one of the best training methods because it is planned ,

organized and conducted at the employee’s worksite . OJT will generally hep the

students to increase their productivity and skills . It also helps the students to become a

young professional . This one of the method by which students are able to apply the

theories and computations that they have learned from school. It also helps the students

to acquire relevant knowledge and skills by performing in actual work setting . That

will maintain peace and order within the community. If the student will be exposed to

the reality of the nature of their profession they can easily adopt the environment that

will be soon their job as partial fulfilment of the requirements for the Degree of

Bachelor of Science in Criminology.

It also helps the student to acquire relevant knowledge and skills by performing

in actual work setting. OJT is very important not only to teach students regarding their

chosen career but also to show students the reality about working. The students will be

exposed to the actual work related to the course that they are taking. It also allows those

with no experience to work and to learn at the same time. On The Job Training helps the

trainee to learn more about his chosen field and practice what she has learn from the

school. It helps in the building up of the trainee’s competence of course, when a student

are competent enough, he will be able to do things successfully and this training

develops one’s professionalism in dealing with people.

CHAPTER II

PHILIPPINE NATIONAL POLICE

History

The Philippine National Police and Policing in the Philippines began on June

23, 1898 when the Department of Police and Internal Order was established by the

Constitution of the Revolutionary Government under General Emilio Aguinaldo. This

paved the way for the earliest accounts of Policing in the Philippines which can be

traced back to the organization of the Insular Constabulary established on August 8,

1901 which was created by Commission Act No. 175 with Capt. Henry T. Allen as its

first Chief. The Insular Constabulary became the forerunner of National Policing in the

Philippines.

On December 1902, the Insular Constabulary was renamed as the Philippine

Constabulary. Since then, the national police have undergone several organizational

changes and transformation to cope with the demands of the times and the needs of the

country. In 1950, the Philippine Constabulary became a Major Command of the Armed

Forces of the Philippines by virtue of Executive Order No. 389.

To address the need for integrating the peace and order and anti-criminality

efforts of the diverse and fragmented local or municipal police units into the national

peace and development program, the Philippine Constabulary (PC) and Integrated

National Police (INP) were merged into a new organization, the Philippine

Constabulary/Integrated National Police (PC/INP) by virtue of Presidential Decree No.

765 issued on August 8, 1975.

After the People Power Revolution in 1986 (EDSA 1), a new Constitution was

promulgated providing for a police force, which is "national in scope and civilian in

character". On January 29, 1991, Republic Act No. 6975 entitled, "An Act Establishing

the Philippine National Police Under a Reorganized Department of the Interior and

Local Government, and For Other Purposes", mandated the abolition of the PC/INP

and the creation of the Philippine National Police (PNP) with the members of the

PC/INP as its nucleus and the absorption of selected members from the major service

units of the Armed Forces of the Philippines like the Philippine Air Force Security

Command (PAFSECOM), the Philippine Coast Guard (PCG), Philippine Navy (PN),

and the Philippine Army (PA), to be the national police force.

To further strengthen the PNP to become a highly efficient and competent

police force that is community service-oriented and accountable in the performance of

its functions, Republic Act No. 8551 known as the "PNP Reform and Reorganization

Act of 1998" was enacted on February 17, 1998, amending certain provisions of

Republic Act No. 6975 and allowed the reorganization of the PNP to effectively

perform its mandate -to enforce the law, prevent and control crimes, maintain peace

and order, and ensure public safety and internal security with the active support of the

community.

CHAPTER III

BUREAU OF JAIL MANAGEMENT AND PENOLOGY

HISTORY

The Local Government Code of 1991 paved the way foe decentralism wherein

certain government functions which were used to be with the National Government

such as those pertaining to health, agriculture and social welfare, tourism and to some

extent, police had been devolved to and exercised by the local government the

provinces, the cities, the municipalities and the Barangay (Pimentel, 2002). By virtue of

Executive Order No. 444, the bureau had then taken necessary steps towards devolution

of some jail services in compliance with the said law.

While in the Philippines, the Jail Bureau is mandated to direct, supervise, and

control all city, district and municipal jails nationwide; hence, it is but proper for the

Jail Bureau to deliver quality jail services to the inmates and eventually preparing and

giving them the opportunity to be reformed in preparation for their eventual

reintegration to the community. The Jail Bureau firmly initiated the many possible of

enhancing inmates’ welfare and developing programs in the jail. The Inmates Welfare

and Development (IWD) programs of the Jail Bureau successfully cater varieties of

programs and services for the inmates such as Jail Decongestion, Literace Program,

Health Services, Livelihood Program, Skills Enhancement, Interfaith Program,

Behavioral Management and Intervention Program (Therapeutic Community Modality

Program), etc. The inmates’ active participation in jail activities and services is as

reflection of one who honestly seeks personal development and reformation.

Also, the BJMP runs flagship program namely – custody, security and control,

inmates’ welfare and development, decongestion, and good governance. All these

programs are aimed at eliminating the criminal motivations of inmates and reforming

them to become law abiding citizens. The Jail Bureau’s specific functions includes the

formulation of policies and guidelines in the administration of all district, city,

municipal jails nationwide; the implementation of strong security measures for the

control of inmates; the provision of the basic needs of inmates; the conduct of activities

for the development of inmates; the improvement of jail facilities; and the promotion of

general welfare and development of its personnel (BJMP Manual, 2007). As such, the

Jail Bureau strives to uphold the United Nations Standard Minimum Rules in the

Treatment of Prisoners in its operations.

COMPOSITION OF TANZA JAIL STATION

The unit is located at the center of the city alongside with its siblings, Municipal

Trial Court and also the Health Center of Tanza,Cavite and The Bureau of Jail is located

at Market Road, Tanza, Cavite under the Department of Interior and Local Government

(DILG) and the local municipal hall of Tanza, Cavite.

Under the leadership of J/INSP Ritchel F. Hernandez, City Warden, and SJO1

Antonio C.Valarta the Assistant City Warden the unit is composed of eleven (11)

personnel.

Below the commanding officers were SJO4 Rowena A. Cosico OIC-Female-

Dorm and JO2 Ringo V. Cesario Shift Supervisor/Food Service Officer and JO1 Ronald

B. Aparejeola, JO1 Jordan C. Patongan , JO2 William L. Hernandez, the Desk Officer

in charge and in the custodial there are 1 personnel assigned are JO2 Joe Mar L.

Ramoso, in Paralegal.

And the Admin Records Officer JO2 Ma.Lyn A. Manaois and in Jail Nurse JO1,

Irene D. Ladjamalik and the Operation Jnco JO1 Rose Marie Ann Francisco.

CHAPTER IV

BUREAU OF FIRE PROTECTION

HISTORY

The history of MFD started on August 7, 1901 when the United States –

Philippine Commission organized then the Manila Fire Department, merely as part of

the Department of Streets, Park, Fire and Sanitation. However, the present organization

came into existence when it was separated from the former department. All equipment

and apparatus relating to this distinct unit were turned over of F.R. Dodge as the

appointed Department Chief and J.W. Hoey as his Assistant. After the resignation of

F.R Dodge in the same year, Hugh Bonner, former Chief of New York City Fire

Department was appointed Fire Chief on December 28, 1901 but he actually assumed

office on April 25, 1902 with Capt. Hoey still as Deputy’ Chief. During his absence,

Deputy Chief Hoey assumed the position of Fire Chief.

At the time of Chief Bonner, the City’s fire fighting force consisted of only 80

men and four Fire Stations namely: Tanduay, Sta. Cruz, Paco and Intramuros Fire

Stations. The Department has four (4) engine companies and one (1) hook-and-ladder

company. The early means of receiving fire alarm was through the telephone system,

and in July 1902, the 80 boxes Gamewell Fire Alarm System was established. The 5th

fire station at San Nicolas, Binondo,Manila was constructed during Bonner’s term.

Upon Chief Bonner’s resignation in 1907, he was succeeded by Capt. Lewis

Dingman. And during his administration, Tondo and San Lazaro Fire Stations were

constructed. It was also during this time that the steam fire engine and motor fire

apparatus were introduced in the Department, replacing the out-moded horse-drawn fire

apparatus. When Chief Dingman resigned in 1919, Capt. Otis Vanderford succeeded

him. He was credited for the construction of Sta. Mesa Fire Station thus making eight

the total number of fire stations in the city until the outbreak of war. He resigned on

October 18, 1935, a month before the inauguration of the Philippine Commonwealth

Republic. He was the last American Fire Chief who served the Manila Fire Department.

On October 19, 1935, Deputy Chief Jacinto Lorenzo became the first Filipino

Fire Chief of Manila Fire Department. He was responsible for reduction of duty

schedule of the members of the uniformed force division from the period of four (4)

days straight service with 7-hour day-off and 15 hours night-off 48 hours duty and 24

hours off-duty. By 1944, he was succeeded by Deputy Chief Cipriano Cruz whose

administration bore the brunt of the brutal years of Japanese conquest. It is very

interesting to note that the darkest moment in the history of Manila Fire Department

was during these brutal years of Japanese invasion. As the Japanese occupation was

about to come to a close, simultaneous raids were conducted one night by the dreaded

kempetai or the Japanese military police on all fire stations. Fifty three (53) firemen

suspected of supporting the guerilla movement were rounded up. Nobody among them

returned despite the strong representation by then Mayor Leon Guinto with the Japanese

Imperial Army. To this day, their deaths are still shrouded with mystery.

Upon the liberation of the city, the Manila Fire Department was, literally

speaking, another debris of war. The U.S. Army had to supply it with trucks, hose

another equipment to put it back on its feet. During the tenure of Chief Cruz, four (4)

more fire stations were established for the department namely: Gagalangin, Sta. Ana,

Arroceros and Sampaloc Fire Stations. On April 21, 1956, he retired from service and

was succeeded by Deputy Chief Eulogio Samio who paved the way for the

rehabilitation and reconstruction of fire stations, the construction of a modern edifice

that houses the Manila Fire Department Central Fire Station at the site of Sta. Cruz Fire

Station as well as the acquisition of modern firefighting equipment and apparatus, and

for the first time in its history, Manila acquired two (2) fire boats in 1965. Chief Samio

was also responsible for the increase of salary of the fire fighters and non-uniformed

force and the reduction of working hours to 24 hours duty and 24 hours off. Upon his

retirement on January 21, 1966, Deputy Chief Jesus Cruz took over his post and headed

the Department up to December 30, 1966. On December 31, 1966, Capt. Domingo

Reyes was designated by Mayor Villegas as Officer-in-Charge up to March 30, 1967,

Capt. Federico Garcia was appointed by President Marcos as Chief of Manila Fire

department. On March 21, 1974, some three years after the declaration of Police and jail

services of the National Capital Region into one unit then known was the Metropolitan

Police Force under the nucleus of Philippine Constabulary and was headed by the

Commanding General of the Philippine Constabulary, Metropolitan Command. The

Manila Fire Department was since then called Fire District I, National Capital Region.

Several District Superintendents assumed the leadership of Manila Fire District

Command with the likes of Brig. Gen. Reyes, who was twice extended to his post by

Pres. Marcos and led the Manila Fire Services from July 1, 1980 to December 17, 1985.

After his death of the same year, Col. Rodolfo S. Villavicencio took over his post and

led the District Command up to 1987.

As history unfolds, fire stations all over the country were established. Laws were

promulgated for the enhancement of the fire service. On August 8, 1975 Presidential

Decree (PD) 765 was enacted by then President Marcos thereby constituting the

Integrated National Police (INP). It provided for the integration of all city and

municipal police and fire departments and jails into the INP. These integrated forces

were placed under the operational control of the Philippine Constabulary.

The Integrated National Police was therefore established and made responsible

for public safety, protection of lives and properties, enforcement of laws and

maintenance of peace and order within the territorial limits of the Philippines. It had the

power to prevent crimes, effects and arrest of criminal offenders and provide for their

detention and rehabilitation. It took necessary measures to prevent and control fires,

investigate the commission of all crimes and offenses and bring the offenders to justice,

all the while to take every necessary step to insure public safety.

The Philippine Constabulary as a major service of the Armed Forces of the

Philippines with law enforcement functions, served as nucleus of the Integrated national

Police.

The power of the administrative supervision and control by the city and

municipal governments over their respective local police, jail and fire department was

transferred to the Chief of Constabulary as Director-General of the Integrated National

Police.

Thus, the police fire and jail services were unified into a single organization and

the responsibility of training INP personnel was transferred to the Integrated national

Police Training Command including the 13 regional training centers throughout the

country as mandated by Presidential Decree (PD) 765.

On December 13, 1990, Republic Act (RA) 6975 otherwise known as the DILG

Act of 1990 was finally enacted thereby creating the now Bureau of Fire Protection and

its present organization under the umbrella of the Department of the Interior and Local

Government (DILG).

On June 24, 2004, congress enacted R.A. 9263 otherwise known as the BFP

Professionalization Act of 2004 which has professionalized and upgraded the

qualification standards of appointment in the Bureau of Fire Protection.

On May 8, 2009, President Gloria M. Arroyo signed into law, R.A. 9592 entitled

an “Act extending the 5 years reglementary period for complying the minimum

education qualification and appropriation eligibility in the appointment of the BFP.”

COMPOSITION OF TAGAYTAY CITY FIRE STATION

The Rosario,Cavite Fire Station is located at Costa Verde, Access Road,

Rosario,Cavite. Rosario,Cavite with a total strength of fourteen (11) Fire Uniformed

Personnel.

The Rosario,Cavite Fire Station is under the direct supervision of FSINSP Raul

P. Daguman OIC-Municipal Fire Marshal.

CHAPTER V

Learning Experienced Gained through On - The – Job Training

Trece,Martirez Police Station

The very first day of Internship in the above stated police station. On that certain day,

she was introduced to the station’s officers and other trainees. Do’s and Don’ts were

also discussed by one of the officers. Furthermore, the training program was also

briefed and the different parts of the station were shown to all the trainees. As time

passed by, many things were nitrified that the intern had absorbed and may be used in

future career. To sum up, new knowledge supplied by the training officers inside the

station were checking of the prisoner’s visitor/s belongings, assisting of prisoner’s

visitor/s, blotter report writing, inspecting / checking of firearm, prisoner fingerprint and

mug-shot photo taking. Other knowledge provided was from the field however limited

only to verification of officers while posting to a checkpoint.

Tanza,Cavite Jail Station

The second unit the trainee had trained with was from the Bureau of Jail

Management and Penology. The duration ran from October 2018 to December 2018 and

its totally a 150 hours.

Thereby, she had learned in many aspects on how does the management of

prisoners were done. From the station, her and her other batch trainees were tasked of

performing office-related works – printing, photocopying, and filing of documents.

They were also taught the proper way of body and belongings searching of visitors of

prisoners jailed.

Later during the course, they were approved to join the transferring of inmates

from jail to trial court, the transferring of inmates from jail to another to attend their

trial and its quiet enjoying because you gain more knowledge that you can share to

others your experience what is the totally meaning of OJT in the Bureau of Jail and

Management Penology.

Rosario,Cavite Fire Station

The trainee’s third training platform was on a fire station. Like the training from

jail station, the training only covered 150 hours.

Like the always first scenario from the two recent agencies, introduction was

conducted on the first day. Personnel from the station were briefly introduced by the

chief as well as their designations. He also tackled the Do’s and Dont’s while rendering

on-the-job-training. Afterwards, the trainee, same with her classmate, was turned over

to the chief admin of the station for other topics to discuss. These circulated with the

proper decorum, core values, mandates of Bureau of Fire Protection, tasks and roles of

the firefighters in the community, and the likes.

Despite of the fact that the training coverage was only for a short time, many

knowledge have been shared to us. As a matter of fact, in this field were the most

actions that we experienced. From day-to-day, different activities were taught to us

from office works to operations in the field by different station organics.

On admin matters, transactions in securing Fire Safety Evaluation Clearance and

Fire Safety Inspection Certificate were duly lectured. As part of it also was laws related

to fire safety enforcement, reports being submitted monthly and other reports with their

deadlines. Fire arson investigation was also discussed along the way of the entire

training.

On operations part, fundamentals of fire, basic rescue training, basic medical

first responder, and basic firefighting were dealt giving us the special skills which are

very helpful in helping people, even the rescuers if given the chance.While on the

journey, the trainee was also able to go with the activities done by the firefighters.

Problem Encountered during On - The – Job Training

During the on-the-job training, there were such problems that the trainee

encountered. Nevertheless, these were successfully triumphed as the intern had learned

to cope up with.

Problems encountered seemed tasks that must be addressed correctly so that

learning is achieved. The following statements below are the problems encountered by

the trainee herself, to with:

a. The first problem must be how to get along well with the personnel in the

stations since it was only then that the trainee met them;

b. Self-esteem was also considered as one of the obstacles;

c. There was lot of downtime that there was nothing to do with but to wait for

the next task to follow;

d. For other times, there was no guidance on what to do as there was no

training plan followed; and

e. The schedule was too hectic as the thesis was still something to mind that

time. Almost for the last whole year, the trainee was attending school,

library, and on-the-job-training institutions.

CONCLUSION

The intern concludes the being a tri bureau officer has a significant role in the

community or society. They are profession to build an establish the relationship

between the law of society and its people. I was educated from this experience to show

respect interact with other people. The training has made the trainee’s character better

being part of the community he lives in and as a ready preparation to the training he will

experience in the near future settling up as part of the uniformed institution.With

guidance of the Almighty, everything was done well. The beginning was full of tense

however, just give all your weaknesses to Him and He will guide you to success.

Furthermore, follow your heart’s desire that knows best. Eventually, the practicum has

been finished well and successful.And for this part, as a closing remark, the trainee

would like to take this opportunity to thank, first and foremost, the Lord God Almighty,

for all the courage he gave to trainee.

The next would be for be the people who love the trainee and was always by her side

throughout the whole internship – the trainee’s beloved parents. Mama and Papa, thank

you for all the support and I love you.For all my friends who had been cheerful in

pressuring moments, thank you.

Applying for on the job training is not easy we submit our recommendation letter to the

head of administration and Chief of the station check and analyze our recommendation

and finally accept us to have our on the job training their.

ORIENTATION

RECOMMENDATION

The Trainee recommends to future intern we and I as a trainee advise them that

they should be study and learn our reports for them to able gathered idea what is the

perks of being trainee or intern.

The Tri-Bureau was a great experience helping the trainee in such a way that

they will enhance your ethics in ensuring their mandate of serving and protecting the

citizens of this beloved country, the Philippines. Lastly the activities truly nurtured

mostly on physical aspects gave the experience of looking always the safety of the

people.
