Brief History of the Barangay

By virtue of its potentials and rich human and economic resources Barangay
Antonino has rapidly become the growth center of the equally fast progressing
Municipality of Alicia.

Antonino can well be considered a satellite barangay for its accessibility to its
neighboring barangay’s considering the fact that its strategically located on the
commercial center of the municipality and along the concrete paved Maharlika road
traversing its center.

The tremendous growth of population was due to the surplus of migrants with
various ethnic groupings as Ilocanos, Tagalogs, Pangasinenses, Pampangueños and
some minor groups of Ibanags and Gaddangs. Most dominant of these are Ilocano
businessmen who find Antonino a place for “greener pasture”.

Barangay Antonino was established as a result of Republic Act No. 3590,


otherwise known as the Barangay Charter, and named in honor of the late Sen.
Gaudencio Antonino who is known for his honesty, sincerity and integrity as a public
servant. It had its first set of officials headed by Mr. Dionisio Santiago. The outcome of
the Election of Barangay Officials in 1967, gave Antonino a new set of officials which
made great changes especially on its implementation of socio-economic development
activities that redound to a much greater benefit to its constituents. It was ably headed
by a dynamic and hard-working Barangay Captain, the late Mr. Abraham Balinang.
Among the most notable achievements of the officials is the traditional celebration of
Three Kings Festival which generates substantial amount from which eventually is used
for development projects. Due to the barangay official’s awareness of the increase in
population and numerous school children, they planned to put up a school building with
four rooms to accommodate these children. This dream was granted by virtue of a Rural
Council Resolution with the assistance of then Schools Supervisor Anacleta Reyes and
the cooperative efforts of the barangay officials and residents as well as the kind
support of the municipal and provincial officials.

It is well worth nothing that Barangay Antonino has the most luxurious and
modern Barangay Center in the municipality. Providing the eventful progress is the
spectacular sprouting and construction of business establishments including the modern
public market. Such other income tax generating establishments consist of cinema
theaters, gasoline stations, rice mills, bakeries, restaurants, hardware stores, furniture
and upholstery shops, auto shops, tailor shops, palay trading center and general
merchandising stores, banks, pawnshop, agricultural supplies dealers, electronics and
home appliances centers, medical clinics, drug stores, motor and welding shops, and
many others.

When the Aquino administration came to power in 1986, consequently all local
officilas including the barangay officials were changed. Mr. Armando Alvarado was
appointed as Barangay Captain but was briefly replaced by the late Mr. Angel Reyes.
When the next election came, Mr. Armando Alvarado became the next barangay
captain and successful transformed the barangay into a model barangay in the
municipality. In 2004, Brgy. Capt. Alvarado proved his leadership and effectiveness and
joined in the Sangguniang Bayan for a higher level and wider scope of public service.
Consequently, the number one barangay kagawad in the person of Kagawad Jery T. Co
took the front seat in the barangay leadership with much ado and adealism and under
his leadership this barangay from then on has unabatedly surged upwards towards
greater progress.

In the 2007 and 2010 barangay elections, Punong Barangay Jerry T. Co won by
landslide vote, prrof of his excellent achievement and performance in managing the
affairs of the barangay.

A very significant feat to consider is that Barangay Antonino has produced top
caliber citizens including congressman, vice- governor, mayors, vice-mayors,
Sangguniang Bayan members, Sangguniang Panlalawigan members, doctors, layers,
engineers, bankers, businessman, teachers, professor, and many other professionals
with distinction. A true manifestation that Antonino breeds that core of creams, so they
say.

VISION

A self-sufficient and reliant Barangay Antonino for better and more


purposely and productive life through collective and concerted effort within
the next 3 years.

MISSION

To focus on the utilization of available scarce resources towards


poverty reduction, global competitiveness and effective as well as efficient
governance.

GOAL
To promote peace and order and ensure public safety focused
towards effective delivery of basic services to the barangay folks.
