BARANGAY SAN PABLO
Of 1991 provides that local government units shall, within their jurisdiction, promote health and
safety, improve morals, maintain peace and order, and preserve the comfort and convenience of
their inhabitants, among other equality significant responsibilities;
WHEREAS, drug related incidents have been constantly present in our country and
resulted in multiple crime incidents, Despite the efforts of the PNP and other law enforcement
agencies of the government, their lingering presence threatens the peace and order in
communities nationwide;
WHEREAS, DILG Memoramdum Circular no.2015-63, dated June 16, 2015 was issued
to emphasize to local authorities especially barangay officials their principle responsibilities in
support of overall government efforts to maintain peace and order particularly to curb illegal
drugs and other substances;
NOW THEREFORE, I Mario B. Asis Sr., Punong Barangay, by virtue of the powers
vested in me by law, do hereby order:
Section 1.
1. Conduct regular meeting at least once a month and call for especial meetings
whenever necessary; Plan, strategize, implement and evaluate programs and projects
on drug abuse prevention in the barangay;
2. Organize the BADAC Auxiliary Team to compose in ideal number of 25 members
per 2,000 population of the barangay representing streets, puroks, subdivisions or
sitios;
3. Orient the BADAC Auxiliary Team of their roles and functions and in formulating
plan of action to address the problem;
4. Equip Barangay Tanods and BADAC Auxiliary Team on their roles and functions in
the campaign against street-level illegal drug trade through seminars or trainings;
5. Coordinate and collaborate with other institutions implementing programs and
projects on drug abuse prevention at the barangay level;
6. Continuously gather and update data on all drug related incidents and its effects on
the peace and order situation in the barangay including listing of suspected drug users
and pushers;
7. Submit a monthly report to the Municipal Anti-Drug Abuse Council copy furnished
the DILG Municipal field Office.
8. Refer suspected drug users to the MADAC and other institutions for corresponding
counseling and/or rehabilitation;
9. Conduct an information, Education, Campaign (IEC) on illegal drug demand
reduction;
10. Monitor disposition and progress of drug related cases filed; and
11. Perform other related functions.
1. Prepare and maintain a confidential list of suspected users, pushers financiers and/ or
protectors of illegal drug trade found in the LGUs area of jurisdiction to be submitted to
the Municipal Anti-Drug Abuse Council copy furnished the PNP Anti-illegal Drugs
Special Operation Task Force (AIDSOTF), and
2. Establish rehabilitation/ referral desks and process applications for rehabilitations of drug
defendant.
Pre- Operations
1. Identification of drug affected house clusters, work places, streets, puroks and sitios
where manufacture ,delivery, sale, or use of illegal drugs are being conducted and to
report the same immediately to the PNP or the Philippine Drug Enforcement agency
(PDEA);
2. Conduct administrative searches of suspected drug den/ laboratories;
3. Conduct briefings, meeting prior to the launching of operations to ensure positive results
and safety of the operating teams and the community.
During Operations
Post Operation
1. The elected Barangay official present during the operations shall execute an affidavit and
act as witness in court hearing in the prosecution of drug cases
2. Submit report of drug-clearing operation conducted, if any, to the Municipal Anti-Drug
Abuse Council copy furnish the DILG Municipal field office.
For operation conducted/ initiated by the PDEA/PNP an elected barangay official should be
involved immediately after the raid and be present to stand as witness during the committee of
inventory.

1. Coordinate and collaborate with other institutions in the barangay if any. The eye in
the Barangay in implementing programs and projects on anti-illegal drug abuse;
2. Conduct consultative meetings with organizations in the barangay to get their
commitment to assist in curbing the drugs menace in the community;
3. Strengthen the family by promoting values, parental care, and guidance that will
prevent children from attempting to and/or use prohibited drugs;
4. Strengthen the linkages of the Barangay officials with the community higher LGU’s
local Police and PDEA on Anti-illegal Drugs campaign;
5. Conduct necessary seminars for the community on the dangers of illegal drugs in
coordination with the PNP;
6. Empower the community in reporting drug-related case through an award/
commendation
7. Identify and implement sustainable livelihood projects as a reintegration program to
former drug pushers and drug addicts.
Section 3. FUNDING, Funds for the projects and programs or activities of the council shall be
charged against the 5% fund intended for illegal drugs subject to the existing rules and regulations;
Section 4. REPEALING CLAUSE, All orders and issuances that are inconsistent with this order
are hereby repealed or modified accordingly.

WHEREAS, there was then a Barangay Disaster coordinating council (BDCC) in this local
government unit but with the affectivity of Republic Act No. 10121 which was approved last May
27, 2010, the BDC shall case to exist and its power and functions shall henceforth be assumed by
the existing Barangay Development Council.
WHEREAS, Rule 6 Section 5 of the Implementing Rules &Regulation (IRR) of RA no. 10121 the
BDRRMC shall be regular committee of the existing BDC and shall be subject thereto, the Punong
Barangay shall facilitate and ensure the participation of at least three (3) Civil Society Organization
(CSO’s) representative from existing and active community based people organization resenting
the most vulnerable and marginalized groups in the Barangay;
HWEREAS, under Section 11 of the IRR of RA 10121, organization of the Local government
level. The Barangay Disaster Coordinating Council (BDCC) shall case to exist and its power and
functions shall henceforth be assumed by the existing Barangay Development Council (BDC)
which shall serve as the LDRRMC’s in every barangay;
WHEREAS, Section 12 (a) (c) of said law, the Local Disaster Risk Reduction and Management
Office. The BDRRMC’s in every barangay’s which shall be responsible for setting the direction,
development, implementation and coordination of disaster risk management programs within their
territorial jurisdiction; and the BDRRMC’s shall perform their functions with impartiality given
the emerging challenges brought by disaster of our times;
VULNERABILITY- factors of the community that allows a hazard to cause a disaster. Or the
result of a number of factors that increase the chances of a community being unable to cope with
an emergency.

NOW, THEREFORE, I MARIO B. ASIS SR. by virtue of power vested in me under the laws
of the Republic of the Philippines as Punong Barangay of SAN PABLO, Cauayan City, Isabela
do hereby order.
Article I – Title
This order shall be known as an order “Revitalizing the Barangay Disaster Risk Reduction and
Management Committee (BDRRMC)”
Disaster Response – Provide life preservation and meet the basic subsistence needs of affected
population based on acceptable standards during or immediately after a disaster.
Disaster Prevention and Mitigation – Avoid hazards and mitigate their potential impacts by
reducing vulnerabilities and exposure and enhancing capacities of communities.
Disaster Rehabilitation and Recovery – Restore and improve facilities, livelihood and living
conditions and organizational capacities of affected communities, and reduced disaster risks in
accordance with the “building back better” principle.
Disaster – Natural or man-made events wherein communities experience severe danger and incur
Loss of lives and properties causing disruption in its social structure and prevention of
The fulfillment of all or some of the affected communities, and essential functions,
Hazard – any phenomenon that has the potential to cause disruption or damage to humans and
their environment. Or an event or occurrence that has the potential for causing injury
to life, property and environment.
Conduct rehabilitation and recovery programs and projects for the affected
families / constituent specially on their livelihood, relocation / temporary shelter
for displaced families, providing their basic needs and health services;
Conduct continuous disaster monitoring and mobilize instrumentalist and entitles
of the LGU’s private groups and organize volunteers, to utilize their facilities and
resources for the protection and preservation of life and properties during

Policies on disaster risk reduction in close coordination with the Barangay
Development Council;
Submit reports to the City Disaster Risk Reduction and Management Office and
to other agencies concerned on BDRRM activities and implement programs and
project lined-up for BDRRM.
Vice Chairperson:
Facilitate and support risk assessments and contingency planning activities at the
Barangay level;
Assist the chairperson to organize and conduct training, orientation, and
knowledge management activities on DRRM at the barangay level;
Monitor BDRRM Committees and assess their implementation and enactment
before, during and after disaster incident.

Design programs and activities that highlight education and information drive on
disaster preparedness and disaster survival;
Disseminate information and raise public awareness about those hazards,
vulnerabilities and risks, the nature affects, early warning system and counter
measures;
Consolidate barangay disaster risk information which includes natural hazards,
vulnerabilities and climate change risks and maintain barangay risk maps.
Transportation
Assess the situation in the affected areas ( damage assessment, families affected,
casualties, injury and the dead and missing)
Analyze immediate needs and recommended necessary actions and interventions;
Helps to conduct counseling to the victims of disaster.

WHEREAS, Republic Act No. 7160 otherwise known as “Special protection of Children
against Child Abuse, Exploitation and Discrimination Act” provides special protection to
children from all forms of abuse, neglect, cruelty , exploitation and discrimination, and other
conditions prejudicial to their development including child labor and its worst forms;
WHEREAS, DILG Memorandum Circular No. 101-2002 dated August 5, 2002 mandates
that Local Government Chief Executive (LCES) from Provincial down to Barangay Government
shall organize the children’s programs. The BCPC of Barangay Cassap Fuera, Cauayan City,
Isabela which shall constitute in accordance with the said order.
1. Take steps to prevent juvenile delinquency and assist parents of children with
behavioral problems so that they can get expert advice.
2. Adopt measures for the health of children.
3. Conduct capability building projects to increase knowledge and skills in handling
children’s programs.
4. Encourage the proper performance of the duties and responsibilities of parents, and
provide learning opportunities on the adequate rearing of children and positive
parent-child relationship.
5. Promote wholesome entertainment in the community especially in movie houses.
6. Prepare AWF for children and recommend appropriations to the Sanggunian.
7. Provide coordinative linkage with other agencies and institutions in the planning,
monitoring and evaluation of plans of children.
8. Establish and maintain database on children in the barangay.
9. Advocate for the passage of Barangay resolutions/ ordinances responsive to child
issues and concerns and ensure the inclusion of children’s program in the executive
agenda.
10. Advocate for the establishment and maintenance of playgrounds, day care centers and
other facilities necessary for child and youth development.
11. Protect and assist children in need of special protection and refer cases filed against
child abusers to proper agencies/ institutions.
12. Monitor situational reports on children and prepare quarterly updates including the
implementation of children’s program and make recommendations to the Municipal
Council for the Protection of Children for consideration and nationwide application.
13. Perform such other functions and other child related laws especially I matters of child
and parent education, health entertainment, etc.
Section 3. This Executive Order shall take effect immediately and shall remain enforce unless
otherwise repeated and or suspended by succeeding orders.

WHEREAS, Article 182 of the Rules and Regulations Implementing Republic Act 7160
mandates the creation of the Barangay Development Council;
WHEREAS, the recent elections created a vacuum due to the change in the representation
of the Sangguniang Barangay and because the term of office of the selected representatives of
the NGO’s/POs/ PS to the local special bodies is co-terminous with that of the local chief
executive concerned;
Section 2. Duties and functions of the Barangay Development Council, the BDC shall
have the following duties and fuctions.
To formulate local invest men incentives to promote the inflow and direction of private
investment capital;
To coordinate, monitor and evaluate the implementation of development programs, projects; and
Section 3. Meetings. The BDC shall meet at least once every six (6) months or as often as may
be necessary.

WHEREAS, DILG Regional Memoramdum No. 94-04 dated October 12, 1994 whose
subject is Organization/Reorganization of Nutrition Committees at all local levels;
WHEREAS, The National and the Barangay Government join hands to improve the
Nutrition Program to totally eradicate malnutrition which was caused by the lack of proper
Nutrition Program;
WHEREAS, to attain all the pursuits of both level of government and the objectives of
the program is to reorganize the Barangay Nutrition Committee;
Section 3. meetings. The BNC shall meet a least once in every quarter or as often as may be
necessary.
DONE, in Barangay San Pablo, Cauayan City, Isabela this 26th day of September, 2018.
WHEREAS, Section 10, of R.A 9003, entitled: The Ecological Solid Waste
Management Act of 2000 mandates the creation of the Ecological Solid Waste Management
Committee;
WHEREAS, the committee shall take the lead in the successful implementation of the
program, particularly in the segregation, collection and recycling of waste at source and serve as
an institution in the implementation and monitoring of projects and activities;
1. Formulate a community solid waste management program consistent with that of the
Municipality. Policies and plans to implement the program shall include but not limited to
the following strategies:
a) Education
- Development and dissemination of information education campaign (IEC)
materials on solid waste management to every household, business
establishments, and other institutions in the barangay;
- Conduct community trainings and seminars on ecological solid waste
management, particularly on household segregation, composting, reduction of
waste for disposal and recycling;
- Issuance of community policies that will patronize friendly products and
packaging.
b) Engineering
- Provision of support mechanisms for segregated collection (i.e., push carts,
pedicabs, mini-trucks) and composting or pre-treatment of biodegradable wastes
(using biological or eco-centers (MRF) within the barangay for non-
biodegradable or recyclable materials before selling in bulk to junk shops.
c) Enforcement
- Establishment of an awards system and other incentives in the barangay as well as
sanctions through the enactment of the barangay ordinances and other rules and
regulations to implement the program. The following can be considered:
c.1 Only segregated waste will e collected;
c.2 Open burning of garbage is not allowed;
c.3 No garbage can be displayed along sidewalks, streets, alleys and posts;
c.4 No hanging of garbage bags on trees, fences and gates.
d) Entrepreneurial
2. Be responsible for the segregation and collection of solid waste specifically for
Biodegradable, compostable and reusable wastes; Provided, that the collection of the
non-recyclable materials and residual wastes shall be the responsibility of the municipal
local chief executives.
3. Establish within the barangay or cluster of barangays a Materials Recovery Facility
(MRF) a redemption of eco-centers in a barangay-owned or leased land or any suitable
open space to be determined by the Sangguniang Barangay.
The MRF shall receive recyclable waste for final sorting, segregation, composting, and
recycling in an efficient and environmentally sound manner and to be sold in bulk to buy-
back centers/or “junk shop”. The remaining residual wastes shall be collected by the
municipality.
In establishing the MRF the building and /or land layout and equipment must be designed
to accommodate efficient and safe materials processing, movement, and storage.
4. Allocate barangay funds for the barangay ecological solid waste management Program,
approved by the sangguniang barangay;
5. The BESWMC shall organize a Core of Area/Street Coordinators thru the conduct of
training for barangay residents on segregation, composting, recycling and livelihood
opportunities from use of recyclable waste and to monitor their implementation;
6. Integrate the Ecological Solid Waste Management program in the Barangay Development
Plan and/ or Annual Investment Program;
8. Submit monthly report to the Municipal ESWMC on the progress of the program, copy
furnished the local DILG office
Section 3. Meetings. The BESWMC shall meet at least one in every quarter or as often as
may be necessary.

WHEREAS, Article XIV, section 19 (1) of the constitution provides that “The state shall promote
physical education and encourage sports programs, leagues competition, and amateur sports,
including training for international competitions, to foster self-discipline, teamwork, and
excellence for the development of a healthy and alert citizenry;
WHEREAS, Republic act no. 6847 created the Philippines Sports Commission (PSC) under the
office of the President to carry out this Constitutional mandate in coordination with the various
government department and agencies and private entities;
WHEREAS, In order to ensure the implementation of the National Policy and Program of
“SPORTS FOR ALL” , Section 7 (m) of Republic Act 6847 provides that the Philippines Sports
Commission shall encourage, promote and sustain the creation and establishment of regional,
provincial, municipal and barangay or school district sports promotion and development councils,
compose of officials from the DepEd, DILG, local government officials and representatives of the
private sector, which shall initiate, conduct and coordinate sports activities in their respective
jurisdiction;
Section 1. Reorganization and Composition of the Barangay Physical Fitness and Sports
Development Council, Pursuant to Executive Order No.63, there is hereby a reorganized “
Barangay Physical Fitness and Sports Development Council” to be compose of the following:
Section 2. Duties and Functions of the Barangay Physical Fitness and Sports Development
Council, The BPFSDC shall have the following duties and functions.
1. Plan and formulate a blueprint for the short, medium and long-term for the Sectorial sports
based on the National Policy and Program of “ SPORTS FOR ALL” including a well
synchronized year round calendar of sports activities and competitions culminating in a
national” PALARONG PAMBANSA”;
2. Conduct local “ SPORTS SUMMITS” In consultation with other public and private entities
concern to identify and prioritize sports program and activities in their respective localities
and areas of concern and to monitor, review and validate their program;
3. Oversee and ensure the implementation of the physical fitness and sports program and
activities in their respective areas of concern, i,e, DepEd for physical education and sports,
DILG and LGUs for community-based sports;
4. Disseminate proper information on the national policy and program, including their local
programs to encourage the active participation of their constituents on physical fitness and
sports activities;
5. Assist in the identification, recruitment and training of gifted and athletes from their areas
to ensure a wide base for the selection of national athletes who will present the country in
international sports competition;
6. Submit a quarterly report to the Chairman of the National PFSDC and copy furnish a copy
of the same to the Philippine Sports Commission; and
7. Perform other functions deemed necessary to promote and implement the National Policy
and Program.
Section 3. Meetings, The BPFSDC shall meet at least once a month or as often as may be
necessary.

WHEREAS, Government Procurement Policy Board Resolution No. 2008-01 provides for the
reorganization of the provincial/Municipality/ Barangay Bids and Awards Committee;
WHEREAS, Paragraph nine (9), item No. 2 of the above-stated Resolution confirms the following
composition of the Barangay Bids and Awards Committee;
2.1 The BBAC shall be composed of at least five (5) but not more than seven (7) regular
members of the Sangguniang Barangay except the Punong Barangay;
2.2 The Punong Barangay, being the Local Chief Executive, shall designate the members of
the BBAC.
The members shall elect from among themselves who shall act as the Chairman and Vice-
Chairman; and
2.3 In no case shall the Local Chief Executive and/ or the approving authority be the chairman
of members of the BBAC.
NOW, THEREFORE, I MARIO B. ASIS SR. Punong Barangay of San Pablo, Cauayan City,
Isabela by virtue of the authority vested in me by law, do hereby order to:

WHEREAS, Executive Order No. 309, series of 1988 as amended mandated the establishment of
a Local Peace and Order Council;
WHEREAS, with the enactment of RA. 6975, otherwise known as the Department of Interior and
Local Government Act of 1990, the Philippine National Police (PNP) has been created in lieu of
the former PC/ INP, while the National Police Commission (NAPOLCOM) was reorganized, with
the Secretary of the Department of the Interior and Local Government (SILG) as ex-officio
Chairman of the new Commission;
WHEREAS, the aforementioned organizational changes have altered the composition and
structure of the Peace and Order Council (POC), such the further amendment of Executive Order
No. 309, 1987 as Amended by Executive Order No. 317 s 1988, Executive Order No. 320 s 1988,
Executive Order 20 s 1992 and Executive Order No. 366 s of 1996 are again imperative to conform
with the provision of RA 6975;
NOW THEREFORE, I MARIO B. ASIS SR, Punong Barangay, by virtue of the power vested
in me by law, do hereby order:
Section 1. Reorganization and Composition of the Barangay Peace and order Council. Pursuant to
Article 186 of the Implementing Rules and Regulations of RA 7160 and further reiterated by the
afforested Executive Orders, there is hereby reorganized a “Barangay Peace and Order Council”
to be composed of the following;
1. Prepare and maintain a confidential list of suspected users, pusher, financiers and / or
protectors of illegal drug trade found in the LGU’s area of jurisdiction to be submitted to
the Municipal Anti- Drug Abuse Council copy furnished the PNP Anti-illegal Drugs

Section 2. Functions and Responsibilities of the Barangay Peace and Order Council, the BPOC
Shall have the following duties and functions.
1. Monitor and coordinate the implementation of peace and order programs and projects at
the barangay level;
2. Serve as an information gathering mechanism;
3. Monitor and check the nefarious activities of criminal elements;
4. Identify barangay constituents with strong deviant behavior for referral to appropriate
authorities;
5. Maintain continuing dialogue, close coordination and rapport with higher levels of the
peace and order councils and law enforcement units;
6. Formulate plans and recommend such measure which will approve or enhance peace and
order and public safety in their area of responsibility;
7. Monitor, coordinate and supervise the operation of community-based anti-crime
movements within the barangay;
8. Make periodic assessments of the prevailing peace and order situation in their respective
areas of responsibility and submit report with appropriate recommendations to the higher
level of peace and order council; and
9. Perform such other functions which may be assigned by higher level Peace and Order
Council.
Section 3. Meetings. The BPOC shall meet at least once a month or as often as may be necessary.

WHEREAS, in the past, PNP adopted various anti-criminality strategies to promote public
safety. However, most of the strategies were unsustainable because the concept is not suitable for
our country;
WHEREAS, it is along this line that a peacekeeping concept responsive to the unique peace and
order condition in our country were crafted. It is called the “Barangay Peacekeeping Operation”;
WHEREAS, the rationale of the Barangay Peacekeeping Operation is the community relies
upon the police protection and the police relies upon the community support;
NOW THEREFORE, I P/Lt CoL MARIO B. ASIS SR. PNP (Retired), Punong Barangay of
Barangay San Pablo Cauayan City, Isabela by virtue of the power vested in me by law, do
hereby order:
SECTION 1. Organization of the Barangay Peacekeeping Action team (BPAT). There is hereby
organized Barangay Peacekeeping Action Team.
SECTION 2. Composition. The BPAT shall be compose of different sectors in the barangay.
the direct supervision of the PNP unit in the City. Being the force multiplier, The BPAT shall do
community based activities and information campaign to support the public safety program of the
government. Particular the BPAT shall function for:
a. Law Enforcement
b. Community Organization
c. Disaster Management
d. Environment Protection
e. Barangay Conflict Resolution
(The above functions are also the component of Barangay Peacekeeping Operation)
SECTION 4. Repealing clause. All previous issuances or part(s) therefore of which are
inconsistent with this order are hereby repealed modified accordingly.
SECTION 5. Effectively Clause. This Executive Order shall take effect immediately, and let
copies here of be furnished to all concerned for the information, and guidance.
