ULTRA : THE NAVAL SIGNALS

As the world now knows, during World War Ii, British Intelligence broke

the German system for sending top secret messages by radio . The German

system was based on an early form of a computer, now known as the


"engima" machine, which had the ability to randomize messages while
they were being transmitted . Only the Germans, with the same machine

at each end of the transmission-and with the same code books to make

the proper settings-could decipher the signals. That is, only the Germans

and the British!

Most Britons, the Germans and the rest of the world did not learn of

this enormous intelligence coup until 1973, when the secret was finally
revealed . It was, in fact, one of the best kept secrets of the war . During

the war the information derived from these radio intercepts was labelled

"Ultra Secret Source," hence the rubric ULTRA .

The Germans used their enigma machines for tens of thousands of

messages between different armies and between Berlin and the various

generals fighting the war. Such messages over land areas could also have

been sent by other means, and many thousands were . On the other hand,

naval messages always went out over the air . There are thus many more

naval signals than military, and there are hundreds of thousands of naval

signals on file at the Public Record Office (PRO) in England .

Clearwater began microfilming the military signals in 1979 and thus far

has made available nearly 100,000 messages-all of the messages opened

to the public by the PRO . At the urging of historians in the U .S .,

Germany and elsewhere, it is now embarking on filming the naval signals .

All of the signals are in English . The films are produced by the PRO from
carbon copies of the original decrypted, translated messages distributed to

Allied field commanders during the war .

Among the naval signals to be filmed are a group of 3400 which were

decrypted retrospectively after the capture of missing rotors during the

Dearwater Fubiahln Com an Inc .

Lofoton raid early in March 1941 . Included are all of the operational
signals from German surface forces along the European West Coast and
all U-Boat signals of the Atlantic . From June 16, 1941 onward the signals
were being decrypted on a current basis thanks to the availability of
captured German cipher documents . The potential impact on battles and
maneuvers is therefore much greater . There are 15,000 signals for the
period through November 1 .

From November '41 through February '42 the content of the signals is
about the same, however at that point the German cipher networks were
separated. The cipher system "Hydra" continued to contain all the signals
of surface vessels from the North Cape up to the Bay of Biska and to the
western Baltic, and this material is of great importance to all surface
naval operations of the European coasts . A separate system was used for
U-Boat signals from this date onward and these messages are cataloged
separately at the PRO .

All in all there are more than 350,000 naval signals to be filmed . We have
arranged with the PRO to film 10 reels each month until the project is
complete. By PRO standards, each reel usually contains 500 messages .
The films will be supplied on a subscription basis at $50 per reel and
libraries have the option of monthly, quarterly or annual billing .

The published military. signals comprise 139 reels and are available for
immediate delivery, also at $50 per reel . However, a special offer is in
effect through December 31 of a 10% discount on the complete set, ergo
a price of $6,250 . Shipping is free when prepayment is enclosed with the
order .

ULTRA

Introduction

The microfilms of the ULTRA documents have been created by the Public

Record Office (PRO) in England and published without editorial inter-

ference except for the addition of reel numbers, a required copyright

notice and a brief inventory at the beginning of each reel . Blank pages,

short reels and the numbering systems are all the creation of the PRO .

It is hoped that the following explanation of the organization of the

documents will be of some assistance to scholars . There are three ways

the documents are sequenced : 1) Serial Number ; 2) PRO Reference ; 3) Dale

and [lour . The PRO has not explained the procedures used in establishing

these systems, but we have deduced the following : Each message was given

a serial number as it was received . The messages were subsequently

hatched in groups of 250 and each batch was assigned a PRO Reference

nnmher . The pages within each batch were numbered .

Although the serial numbers were assigned iii ascending order

according to the date and hour of the message, the batch numbers were not

assigned in sequence . (In the microfilms, fortunately, the batches have

been organized into chronological order .) Furthermore, the page numbers

within each batch were assigned in ascending order, but with the most

recent message on top . Thus in order to read the messages in chrono-

logical sequence, one must begin at the end of the firstt batch and work

backwards, then jump to the end 'of the second batch and work' backwards

again, etc .

The PRO Reference (batch number) and page number appear prominently

at the top of each page, as does the Serial Number . At the bottom of teach

page it is possible to decipher the time and date . (The messages are in

reverse order by hour, of course .) A microfiche entitled "ULTRA--CLASS

messages were intercepted, decrypted and translated by
the Allies . These messages were to become known as the
ULTRA DOCUMENTS .

Many books and articles have already been written on the


subject, but few individuals have had access to the actual
messages . The Public Record Office in England has
assembled approximately 52,000 documents from the
main series of military (as opposed to naval) signals, and we
have arranged to have these microfilmed (35mm) .

The PRO estimates there will be 104 reels of film . Our price

than six months .
Advance subscribers will be charged $38 per reel or $380
per shipment; however, to obtain the special price your

"It was thus only in the late summer of 1940 that the
resources and appreciation of ULTRA reached a stage
where it had a measurable influence on the course of the
war. Estimating the extent of this is likely to challenge and
preoccupy historians of World War II for decades to
come . . . .

ULTRA : THE NAVAL SIGNALS

As the world now knows, during World War II, British Intelligence broke
the German system for sending top secret messages by radio . The German
system was based on an early form of a computer, now known as the
"engima" machine, which had the ability to randomize messages while
they were being transmitted . Only the Germans, with the same machine
at each end of the transmission-and with the same code books to make
the proper settings-could decipher the signals . That is, only the Germans
and the British!

Most Britons, the Germans and the rest of the world did not learn of
this enormous intelligence coup until 1973, when the secret was finally
revealed. It was, in fact, one of the best kept secrets of the war . During
the war the information derived from these radio intercepts was labelled
"Ultra Secret Source," hence the rubric ULTRA .

The Germans used their enigma machines for tens of thousands of


messages between different armies and between Berlin and the various
generals fighting the war . Such messages over land areas could also have
been sent by other means, and many thousands were . On the other hand,
naval messages always went out over the air . There are thus many more
naval signals than military, and there are hundreds of thousands of naval
signals on file at the Public Record Office (PRO) in England .

Clearwater began microfilming the military signals in 1979 and thus far
has made available nearly 100,000 messages-all of the messages opened
to the public by the PRO . At the urging of historians in the U.S.,
Germany and elsewhere, it is now embarking on filming the naval signals .
All of the signals are in English . The films are produced by the PRO from
carbon copies of the original decrypted, translated messages distributed to
Allied field commanders during the war .

Among the naval signals to be filmed are a group of 3400 which were
decrypted retrospectively after the capture of missing rotors during the

Lofoton raid early in March 1941 . Included are all of the operational
signals from German surface forces along the European West Coast and
all U-Boat signals of the Atlantic . From June 16, 1941 onward the signals
were being decrypted on a current basis thanks to the availability of
captured German cipher documents . The potential impact on battles and
maneuvers is therefore much greater . There are 15,000 signals for the
period through November 1 .

From November '41 through February '42 the content of the signals is
about the same, however at that point the German cipher networks were
separated. The cipher system "Hydra" continued to contain all the signals
of surface vessels from the North Cape up to the Bay of Biska and to the
western Baltic, and this material is of great importance to all surface
naval operations of the European coasts . A separate system was used for
U-Boat signals from this date onward and these messages are cataloged
separately at the PRO .

All in all there are more than 350,000 naval signals to be filmed . We have
arranged with the PRO to film 10 reels each month until the project is
complete. By PRO standards, each reel usually contains 500 messages .
The films will be supplied on a subscription basis at $50 per reel and
libraries have the option of monthly, quarterly or annual billing .

The published militaryy signals comprise 139 reels and are available for
immediate delivery, also at $50 per reel . However, a special offer is in
effect through December 31 of a 10% discount on the complete set, ergo
a price of $6,250 . Shipping is free when prepayment is enclosed with the
order .

Shortly before the outbreak of World War II, The British Secret Service
obtained, through Poland, one of the German Enigma mechanical cipher ma-
chines, and was ultimately able, from April 1940 on, to intercept and de-
cipher an enormous quantity of German military signals . The messages so
intercepted became known as the Ultra documents . An account of this oper-
ation may be found in Wintherborham, F . W ., The Ultra Secret, New York,
Harper and Row, 1974 .

Clearwater Publishing Company, New York, has arranged to microfilm one


series of these messages (which are now in the Public Record Office) .
A copy of the major portions of their brochure is on the back of this
letter . The series that Clearwater is microfilming is_ German Army and
Air Force signals from November 1943 through May 15, 1945 . The messages
are arranged strictly chronologically, and there are no finding aids
(information by phone from Clearwater) .

ULTRA

Introduction

The microfilms of the ULTRA documents have been created by the Public

Record Office (PRO) in England and published without editorial inter-


ference except for the addition of reel numbers, a required copyright
notice and a brief inventiory at the beginning of each reel . Blank pages,

short reels and the numbering systems are all the creation of the PRO .

It is hoped that the following explanation of the organization of the


documents will be of some assistance to scholars . There are three ways

the documents are sequenced : 1) Serial Number ; 2) PRO Reference ; 3) Date


and (lour . The PRO has not explained the procedures used in establishing
these systems, but we have deduced the following : Each message was given
a serial number as it was received . The messages were subsequently

hatched in groups of 250 and each batch was assigned a PRO Reference
number . The pages within each batch were numbered .
Although the serial numbers were assigned in ascending order
according to the date and hour of the message, the batch numbers were not
assigned in sequence . (In the microfilms, fortunately, the .batches have

been organized into chronological order .) Furthermore, the page numbers
within each batch were assigned in ascending order, but with the most

recent message on top . Thus in order to read the messages in chrono-


logical sequence, one must begin at the end of the first batch and work

backwards, then jump to the end *of the second batch and work •' backwards

again, etc . o

The PRO Reference (batch number) and page number appear prominently

at the top of each page, as does the Serial Number . At the bottom of each
page it is possible to decipher the time and date . (The messages are in

reverse order by hour, of course .) A microfiche entitled "ULTRA--CLASS
