1 Recognizing the importance of the 2030 Agenda of Sustainable Development (2015) in the
2 transformation of our world, particularly Sustainable Development Goal (SDG´s) 13, which takes
3 urgent action to combat climate change and its impacts and SDG´s 10, to reduce inequality within
4 and among countries,
5 Acknowledging the Common but Differentiated Responsibility (CBDR) a principle within the
6 United Nations Framework Convention on Climate Change (UNFCCC) (1992), that recognizes the
7 different capabilities and differing responsibilities of individual countries in addressing climate
8 change,
9 Affirming The Economic and Social Council (ECOSOC) resolution E/2016/50 OF 25 April 2016,
10 which argues that in the absence of transformative policies which coherently address the economic,
11 social and environmental dimensions of development, building climate resilience will remain
12 elusive and poverty and inequalities will worsen. To the extent that the differential impact of
13 climate hazards on people and communities is determined largely by the prevalence of multiple
14 inequalities in respect of the access to resources and opportunities, policies aimed at building
15 climate resilience provide an opportunity to address the structural determinants of poverty and
16 inequality in their multiple dimensions,
17 Alarmed by the risen of the planet's average surface temperature; increased of global sea level;
18 acidification of surface ocean waters; intensification of the greenhouse gas emissions;
19 1. Urges Member States to implement international collaboration with organization such as
20 the United Nations Development Programme (UNDP) Climate Change Adaptation, to
21 facilitate the transformative actions required for climate-resilient development with a focus
22 on inequalities, for instance the project “Strengthening climate resilience of agricultural
23 livelihoods in Agro-Ecological Regions I and II in Zambia";
24 2. Suggests The Intergovernmental Panel on Climate Change (IPCC) to collaborate with
25 Member States to support organizations and implement policies that support the response
26 options by:
27 a. Make appropriate design of policies, institutions and governance systems to
28 contribute to land-related adaptation while facilitating the pursuit of climate-
29 adaptive development pathways;
30 b. Promote policies that operate across the food system, including those that reduce
31 food loss and waste, enable more sustainable land-use management, enhanced food
32 security;
33 3. Proposes to build individual and institutional capacity, accelerate knowledge transfer,
34 enhance technology transfer and deployment, implement early warning systems, in order to
35 address land degradation and food security while supporting longer-term responses that
36 permit adaptation to climate change through the Climate Resilient Technologies a
37 programme in the United Nations Development Programme (UNDP) Climate Change
38 Adaptation;
39 4. Encourage Member States to establish sustainable and climate-resilient agriculture,
40 specially to those countries that rely on agriculture for their income. To avoid the inequality
41 that comes due to the different climates. This can be done with the International Fund For
42 Agricultural Development (IFAD) for the reason they invest in rural people, empowering
43 them to increase their food security, improve the nutrition of their families and increase
44 their incomes.
