Description of the Change:


In the space below, describe at a high level what and why this change is necessary and how it may affect the current systems.

A Field Guide Alert is sent as part of the normal Field Guide Alert process to communicate a chance in the
National recommendation for Ericsson UTRAN configurable parameters. This Field Guide Alert focuses
on achieving our Layer Management Guiding Principals. The following two Guiding Principals are
addressed.

• Keep UE on the 3G network within UMTS polygon.


• Minimize Inter-Frequency and Inter-RAT Handover.

The first objective, to keep the UE on the 3G network within the UMTS polygon, is mainly achieved
through specifically designated Cell Selection and Cell Reselection parameters. Once the UEs are
allowed to camp on the 3G network, the second objective is addressed as Inter-RAT and Inter-Frequency
handovers are reduced or virtually eliminated through specifically designated Event 2d parameters.

Inter-RAT and Inter-Frequency Cell Reselection and Handover are supported at their respective boarders
at RSCP and Ec/No levels that allow a high probability for successful Compressed Mode operation.

This Field Guide Alert is a reissue of Field Guide Alert 4.0-E-010 released on 5/1/2009. The following is a
list of parameter value deltas between the previous release and this release.

• FDDQMIN(sho_c) reduced by 4dB


• FDDQMIN(hho_if_b)=-20dB reduced by 4dB.
• FDDQMIN(hho_if_c)=-20dB reduced by 4dB.
• FDDQMIN(hho_ir_b)=-12dB reduced by 2dB.
• qRxLevMin(hho_ir_b) reduced by 2db
• sRatSearch(sho_c) reduced by 4dB.
• sRatSearch(hho_if_c) reduced by 4dB.
• usedFreqThresh2dEcno(hho_if_b) reduced by 3dB.

In addition to these parameter changes, a number of Inter-Site inter-RAT and Inter-Frequency neighbor
relations are being removed. Details follow:
‘sho_c’ designated cells:
Given UEs that are served by ‘sho_c’ designated cells do not need to perform hard Inter-RAT or Inter-
Frequency handover in order to maintain calls, Compressed Mode operation is inhibited by moving the
point at which Event 2d it sent to a point below which the UEs camp. This virtually eliminates Event 2d
triggers on ‘sho_c’ designated cells. These cells will exist mainly in the core, but will also exist where the
2G and 3G networks share the same geographic border (system coverage edge).

For the quality (Ec/No) based algorithms, this is accomplished by setting usedFreqThresh2dEcno(sho_c)
[Cell, -23, dB, Fixed] – hysteresis2d [RNC, 4, 0.5 dB, Fixed] / 2 to an effective value of -24dB which will
cause UEs send Event 2d when they see an Ec/No worse than -24dB for timeToTrigger2dEcno [RNC,
320, ms, Fixed]. For camping, qQualMin(sho_c) [Cell, -24, dB, Fixed] + sRatSearch(sho_c) [Cell, 0, dB,
Fixed] is set to an effective value of -20dB Ec/No which will cause the UE to perform Inter-RAT
measurements for Cell Reselection at or worse than -20dB Ec/No.

sIntraSearch(sho_c) [Cell, 25=16, dB, Fixed] is set to an effective value of -8dB Ec/No which will cause
the UE to search for a better Intra-Frequency neighbor at or worse than -8dB Ec/No. The average Ec/No
value for UEs doing Speech varies between -7dB and -10dB depending upon market.

In order to reduce 2G to 3G Inter-RAT Cell Reselection, FDDQMIN(sho_c) should be set to a value of -


20dB Ec/No on 2G cells that overlap with 3G cells that are designated ‘sho_c’. This allows for a margin of
4dB between the two networks.

For the level (RSCP) based triggers, usedFreqThresh2dRscp(sho_c) [Cell, -115, dBm, Fixed] –
hysteresis2d [RNC, 4, 0.5 dB, Fixed] / 2 is set to an effective value of -116dBm which will cause UEs
send Event 2d when they see an RSCP worse than -116dBm for timeToTrigger2dRscp [RNC, 320, ms,
Fixed]. For camping, qRxLevMin(sho_c) [Cell, -115, odd dBm, Fixed] + sHcsRat [Cell, -105, dB, Fixed]
is set to cause the UE to consider the cell to be non-suitable at or worse than an RCSP of -115dBm.
Negative values for sHcsRat [Cell, -105, dB, Fixed] are considered = 0. A positive value will be
considered when there are enough CR-130 capable UEs in production to warrant a Field Study.

Consequently, UEs will not camp at values of Ec/No or RSCP that would allow Event 2d to be sent if they
were to establish a call.

hoType(sho_c) [Cell, 2=NONE, String, Fixed] is set to NONE in order to preclude the use of Compressed
Mode for sho_c designated cells. By setting the Event 2d, Cell Selection and Reselection parameters
accordingly, Compressed Mode operation for Speech should be eliminated (except for UEs on a Drift
RNC) and HSPA down-switch to DCH/DCH should be reduced.

Neighbor list: Given ‘sho_c’ designated cells do not support Inter-RAT or Inter-Frequency handover,
Inter-Site Inter-RAT and Inter-Frequency neighbor relations are not needed and should be removed.
Intra-Site Inter-RAT neighbor relations should be maintained in order to support population of the UE’s
ARFCN hotlist for e911 redirection to 2G, and Intra-Site Inter-Frequency neighbor relation should be
maintained in order to support Inter-Frequency Load Sharing (IFLS).

‘hho_if_c’ designated cells:


UEs that are served by ‘hho_if_c’ designated cells need to perform hard Inter-Frequency handover in
order to maintain calls. Compressed Mode operation for Speech requires the Spreading Factor on the
uplink and downlink be reduced by half. This effectively doubles the demand for uplink and downlink
power in order to maintain Radio Link Synchronization. As such, Compressed Mode measurements must
be done at RSCP and Ec/No values that have power headroom sufficient to support the two fold increase.
These cells exist within the core and are typically 1st carrier cells that need to hand into the 2nd carrier due
to insufficient 1st carrier coverage. A good example would be a UE needing to hand from a 1st carrier 1900
cell into an 850 2nd carrier in order to save the call.

For the quality based algorithms, this is accomplished by setting usedFreqThresh2dEcno(hho_if_c)


[Cell, -15, dB, Fixed] – hysteresis2d [RNC, 4, 0.5 dB, Fixed] / 2 to an effective value of -16dB Ec/No
which will cause UEs send Event 2d when they see an Ec/No worse than -16dB for
timeToTrigger2dEcno [RNC, 320, ms, Fixed]. For camping, qQualMin(hho_if_c) [Cell, -24, dB, Fixed] +
sInterSearch(hho_if_c) [Cell, 24=14, dB, Fixed] is set to an effective value of -10dB Ec/No which will
cause the UE to perform Inter-Frequency measurements for Cell Reselection at or worse than a -10dB
Ec/No. The large margin between the Event 2d and camping points exists due to the need for UEs to be
able to search for Femto cells. This margin could be further increased based upon the results of a Field
Study currently underway.

For the level based algorithms, usedFreqThresh2dRscp(hho_if_c) [Cell, -115, dBm, Fixed] –
hysteresis2d [RNC, 4, 0.5 dB, Fixed] / 2 is set to an effective value of -116dBm which will cause UEs
send Event 2d when they see an RSCP worse than -116dBm for timeToTrigger2dRscp [RNC, 320, ms,
Fixed]. For camping, qRxLevMin(hho_if_c) [Cell, -115, odd dBm, Fixed] is set to cause the UE to
consider the cell non-suitable at or worse than an RCSP of -115dBm.

hoType(hho_if_c) [Cell, 0=IFHO_PREFERRED, String, Fixed]is set to allow Inter-Frequency


measurements.

Neighbor list: Given ‘hho_if_c’ designated cells do not support Inter-RAT handover, Inter-Site Inter-RAT
neighbor relations are not needed and should be removed. Intra-Site Inter-RAT neighbor relations should
be maintained in order to support population of the UE’s ARFCH hotlist for e911 redirection to 2G, and
Intra-Site Inter-Frequency neighbor relation should be maintained in order to support Inter-Frequency
Load Sharing (IFLS).

‘hho_if_b’ designated cells:


UEs that are served by ‘hho_if_b’ designated cells need to perform hard Inter-Frequency handover in
order to maintain calls. Compressed Mode operation for Speech requires the Spreading Factor on the
uplink and downlink be reduced by half. This effectively doubles the demand for uplink and downlink
power in order to maintain Radio Link Synchronization. As such, Compressed Mode measurements must

which will cause UEs send Event 2d when they see an Ec/No worse than -13dB for
timeToTrigger2dEcno [RNC, 320, ms, Fixed]. For camping, qQualMin(hho_if_b) [Cell, -24, dB, Fixed] +
sInterSearch(hho_if_b) [Cell, 24=14, dB, Fixed] is set to an effective value of -10dB Ec/No which will
cause the UE to perform Inter-Frequency measurements for Cell Reselection at or worse than a -10dB

Event 2d when they see an RSCP worse than -107 ±4 for timeToTrigger2dRscp [RNC, 320, ms, Fixed].
For camping, qRxLevMin(hho_if_b) [Cell, -107 ±4, odd dBm, Fixed] is set to cause the UE to consider the
cell non-suitable at an RCSP at or worse than -107 ±4 dBm. Be sure to maintain the Camping / Event 2d
trigger point relationship between the parameter values when using values inside the given tolerance.

hoType(hho_if_b) [Cell, 0=IFHO_PREFERRED, String, Fixed] is set to allow Inter-Frequency


measurements.

Neighbor list: Given ‘hho_if_b’ designated cells do not support Inter-RAT handover, Inter-Site Inter-RAT
neighbor relations are not needed and should be removed. Intra-Site Inter-RAT neighbor relations should
be maintained in order to support population of the UE’s ARFCH hotlist for e911 redirection to 2G, and
Intra-Site Inter-Frequency neighbor relation should be maintained in order to support Inter-Frequency
Load Sharing (IFLS).

‘hho_ir_c’ designated cells:


Cells that are designated ‘hho_ir_c’ must be able to support Compressed Mode operation to save calls
through Inter-RAT handover which would otherwise be dropped. The power requirement for successful
Compressed Mode operation is the same as it is for Inter-Frequency handover. These are cells that
reside within the core but cannot maintain calls with the support of their Intra-Frequency neighbors. There
is no viable 2nd carrier option.

For the quality based algorithms, this is accomplished by setting usedFreqThresh2dEcno(hho_ir_c)


[Cell, -15, dB, Fixed] – hysteresis2d [RNC, 4, 0.5 dB, Fixed] / 2 to an effective value of -16dB Ec/No
which will cause UEs send Event 2d when they see an Ec/No worse than -16dB for
timeToTrigger2dEcno [RNC, 320, ms, Fixed]. For camping, qQualMin(hho_ir_c) [Cell, -20, dB, Fixed] +
sRatSearch(hho_ir_c) [Cell, 4, dB, Fixed] is set to an effective value of -16dB Ec/No which will cause the
UE to perform Inter-RAT measurements for Cell Reselection at or worse than a -16dB Ec/No.

In order to reduce 2G to 3G Inter-RAT Cell Reselection, FDDQMIN(hho_ir_c) should be set to a value of -


12dB Ec/No on 2G cells that overlap with 3G cells that are designated ‘hho_ir_c’. This allows for a margin
of 4dB between the two networks.

For the level based algorithms, usedFreqThresh2dRscp(hho_ir_c) [Cell, -115, dBm, Fixed] –
hysteresis2d [RNC, 4, 0.5 dB, Fixed] / 2 is set to an effective value of -116 which will cause UEs send
Event 2d when they see an RSCP worse than -116 for timeToTrigger2dRscp [RNC, 320, ms, Fixed].
For camping, qRxLevMin(hho_ir_c) [Cell, -115, odd dBm, Fixed] is set to cause the UE to consider the
cell to be non-suitable at an RCSP at or worse than -115dBm.

This combination of settings disables RSCP based Event 2d triggers for Inter-RAT in the core.

hoType(hho_ir_c) [Cell, 1=GSM_PREFERRED, String, Fixed] is set to allow Inter-RAT measurements.

Neighbor list: Given ‘hho_ir_c’ designated cells do not support Inter-Frequency handover, Inter-Site
Inter-Frequency neighbor relations are not needed and should be removed. Intra-Site Inter-RAT neighbor
relations should be maintained in order to support population of the UE’s ARFCH hotlist for e911
redirection to 2G, and Intra-Site Inter-Frequency neighbor relation should be maintained in order to
support Inter-Frequency Load Sharing (IFLS).

‘hho_ir_b’ designated cells:


Cells that are designated ‘hho_ir_b’ must be able to support Compressed Mode operation to save calls
through Inter-RAT handover which would otherwise be dropped. The power requirement for successful
Compressed Mode operation is the same as it is for Inter-Frequency handover. These are cells that point
into the 2G network at the border of the 3G polygon.

For the quality based algorithms, this is accomplished by setting usedFreqThresh2dEcno(hho_ir_b)


[Cell, -12, dB, Fixed] – hysteresis2d [RNC, 4, 0.5 dB, Fixed] / 2 to an effective value of -13dB Ec/No
which will cause UEs send Event 2d when they see an Ec/No worse than -13dB for
timeToTrigger2dEcno [RNC, 320, ms, Fixed]. For camping, qQualMin(hho_ir_b) [Cell, -20, dB, Fixed] +
sRatSearch(hho_ir_b) [Cell, 6, dB, Fixed] is set to an effective value of -14dB Ec/No which will cause the
UE to perform Inter-RAT measurements for Cell Reselection at or worse than a -14dB Ec/No.

In order to reduce 2G to 3G Inter-RAT Cell Reselection, FDDQMIN(hho_ir_b) should be set to a value of -


12dB Ec/No on 2G cells that overlap with 3G cells that are designated ‘hho_ir_b’. This allows for a margin
of 4dB between the two networks. FDDQMIN(hho_ir_b) should also be used in cases where a 2G cell
overlaps with both hho_if_b and hho_ir_b designated 3G cells.

For the level based algorithms, usedFreqThresh2dRscp(hho_ir_b) [Cell, -106 ±4, dBm, Fixed] –
hysteresis2d [RNC, 4, 0.5 dB, Fixed] / 2 is set to an effective value of -107 ±4 which will cause UEs send
Event 2d when they see an RSCP worse than -107 ±4 dBm for timeToTrigger2dRscp [RNC, 320, ms,
Fixed]. For camping, qRxLevMin(hho_ir_b) [Cell, -109 ±2, odd dBm, Fixed] is set to cause the UE to
consider the cell non-suitable at an RCSP at or worse than -109 ±2 dBm. Be sure to maintain the
Camping / Event 2d trigger point relationship between the parameter values when using values inside the
given tolerance.

hoType(hho_ir_b) [Cell, 1=GSM_PREFERRED, String, Fixed] is set to allow Inter-RAT measurements.

Caution:
Changing these parameters, especially the “S” parameters (qQualMin and qRxLevMin), will likely cause a
large number of UEs to move to the 3G network. The amount of impact is dependant upon your previous
configuration. It’s important to monitor changes in consumable resource utilization and blocking after
implementation of this Field Guide Alert. As well, the following metrics should be observed.

• Inter-RAT handover should be reduced.


• Compressed Mode usage should be reduced.
• Speech and Data Accessibility and Retainability should be monitored for potential degradation due
to increased resource utilization.
• HSPA Throughput trends should be monitored for potential degradation due to increased Non-HS
Power utilization and due to there being more users in the HSDPA scheduler.
• The following should be monitored for potential increase due to there being more traffic on the 3G
network.
o Non-HS Power Utilization
o Channelization Code Utilization
o Channel Element Utilization
o Transport Utilization
o MP Load
o Core Network Load
• Percent of UEs on the 3G network should improve.

Note: The parameter values indicated in the Ericsson UMTS Gold Standard located at the Gold
Standards Governance Team website supersede any parameter values recommended by any Field Guide
Alert or other document that provide recommendations for parameter values. Please consult the Ericsson
UMTS Gold Standard when in doubt.

Implementation of the Change:
In the space below, describe in detail how this change is implemented for each system impacted.

This Field Guide Alert applies to multiple parameters. Due to the nature of the algorithms these
parameters influence, all parameters should be changed together within a single maintenance window for
each market.

Important note: Given these parameter changes are made based upon Cell Designation, it is vital that all
cells are properly designated and that the Cell Designation information is accurate in the Prospect
database.

Following a Controlled Introduction of this FGA (dates will be announced), and after verifying each cell’s
designation and updating the database, each market should open an IWOS ticket to have the MPC
implement this Field Guide Alert. An IWOS Job Aid is available to assist you in obtaining credentials (if
necessary) and submitting the IWOS ticket. The CIQ/MRDT Request form referenced in the Job Aid will
be made available.

IPMO will assist in coordinating implementation based upon the reception of IWOS tickets.
Implementation should be complete by July 31st 2010.

In summary, the following steps should be taken.


1. Markets review Cell Designations and updated the Prospect database as needed.
2. A limited Controlled Introduction will occur. Completion will be announced.
3. Markets should open an IWOS ticket to have the MPC complete the configuration work.
4. The MPC with support of the IPMO will complete the implementation.
