INSIGHTS
Insights:
1- Teachers unions are not given recognition by government and all unions are functioning under one
registration number 72/ 52-53
2. Teachers union which are more aligned to political party is more influential in terms of functioning
and membership at district and state level.
3. There doesn’t appear to be a clear decision forming on the validity of unions on basis of their
members
4. Teachers union have their eyes intent on advocating only inputs (infrastructure, Salary, HR,
administrative )
5.Teacher unions do not appears to be particularly concerned about the educational progress of children

6.-District and block level officers only support teachers union on processes like transfer of salary,
Deputation of teachers, conflicts with staff, conflict with community.
7.-DD, DEEO and BEEO do not have decision making with regards to process such as Transfers and
Promotions.
8.-Teachers unions do not serve as a platform for professional development of teachers (to increase their
efficiency and collaborate with each other).
9.-Teacher’s participation has been decreased because of loss of faith in the activities of teachers union.
10-Key Issues of Teachers are identified by state leadership of teachers union.
11- Teachers union does not have representation or consultation in state education policy formation.
Role – Teachers’ unions can play in DTP
 Role in DTP : These unions possess the power to substantially define the contours of education, but in Rajasthan power of
unions is divided into many unions, so If these powers are exercised in a constructive and collaborative manner, they can be a
boon to education in Rajasthan
• We have seen that Teachers unions do not serve as a platform for professional development of teachers (to increase their
efficiency and collaborate with each other) neither they took up issues concerning students.
• By working on this above factor In DTP we could focus to develop these platform to constructively engage and learn from
each other so we could develop a learning community amongst teachers and build constructive relationship.

 PFEL could engage with Teacher union in First Year to understand
its objective of strengthening Public school system to form trust • First Year • Government would feel
