Officer Lawrence observed two large containers in the rear of the vehicle that
a p’eared to be completefi filled with gasoline. Officer Lawrence approached the
driver and he immediately stated his driver's license was suspended.
Paul was at the location and gave him eight Royal Farms gift cardsto purchase‘
the diesel fuel which was located in the rear of the vehicle‘. Defendant Strickland
advised he used the eight gift cards to purchase approximately 2'80 gallons of
diesel fuel foreach container. Defendant Strickland advised he was on his way to
the deliver the diesel fuel to Interviewee Paul's residential address in Laurel, MD

them. Officer Lawrence advised Interviewee Paul that his vehicle wo'uld be towed
. because Interviewee Strickland was arrested for a traffic violation.
Officer Lawrence'notified Sgt Tester #5284 ofthe incident. Sgt Tester requested
Financial and Cyber Crimes to respond to the location.
Officer Lawrence placed DefendantStrickland under arrest at 1606 hours for the

Hanley at 0130 hours on 9/10/19 and obtained a signed search warrant for the.
Dodge Sprinter van.
At,0205 hours on 9/10/19, the search warrant was executed on the Dodge
Sprinter van currently being held at Police Headquarters. The following people
were present during the search: Sgt. Hassler, Detective Muska, Detective
Donnelly #4358 and Officer Lawrence. The following items were collected from
inside ofthe vehiéle: 68 Royal Farms qift cards, 1 credit card, 15 receipts. Crime
Lab Tech Michael #9997 was present before, during and after the search
warrant. Crime Lab Tech Michael processed the Dodge Sprinter van.
Detective Muska and Detective Donnelly proceeded to run all of the cards
through a card reader. At which time, was determined that 17 cards were not
it
activated and still attached to the original packaging. A total of 39 cards came
back as Royal Farms gift cards with an unknown balance. A total of 12 gift cards
were determined to be 're—encoded. "The embossed number which is displyed
on the gift card did not match the number on the mag strip after being run
through the card reader is a re—encoded card."

the first six numbers of the card that determines which financial firm the card
comes back to. " Detective Donnelly determined 5 of the 12 gift cards that were
re- encoded came back listed to Wells Fargo. Detective Donnelly contacted Wells
Fargo Credit Card Customer Service and informed them of the incident. At which
time, Wells Fargo advised they would get'In contact with the card holders. Wells
Farqo further advised the involved cards would be placed on hold and the
owners of the accounts would be notified.
Detective Muska will bé.fol|owing up with the remaining 7 re-encoded gift cards.
