On 9/9/19 at 1534 hours, Officer Lawrence was dispatched to Pulaski Hy-*&


Ebenezer Rd, 21 162, Royal Farms, for a suspicious vehicle call for service in
marked patrol unit #1 129. Dispatch advised an anonymous caller stated a white
van with VA registration tag #UTL7179 was filling a "huge tank up. " Dispatch
advised the call was received at 1506 hours and no further information was
available.

Officer Lawrence conducted a stolen check on the vehicle with negative results
and observed the registered owner was Interviewee lnskip Bertinio Paul for a
'2007 Dodge van. Officer Lawrence observed Interviewee Paul had a residential
address of

While en route to the Lawrence observed a white truck parked at the


call, Officer
gas pumps with no visible subjects outside of the vehicle. Officer Lawrence
proceeded to the parking lot and observed the white truck attempted to speed
away from the scene. Officer Lawrence immediately activated his lights/sirens
and initiated an investigative stOp on'the vehicle at the location, CC #19-252-
1 358. Officer Lawrence observed the white Dodge Sprinter with VA registration

tag #UTL7179 matched the description of the suspicious vehicle on the call.

Officer Lawrence observed two large containers in the rear of the vehicle that
a p’eared to be completefi filled with gasoline. Officer Lawrence approached the
driver and he immediately stated his driver's license was suspended.

Officer Lawrence identified the driver as Defendant Tyrone Gerard Uyaha


Strickland via his MD identification card. Defendant Strickland immediately
advised he did not have a driver’s license and’further advised his driving privilege
was suspended. Defendant Strickland advised he was self—emplogd and was a
delivery driver for Interviewee Paul. Defendant Strickland advised Interviewee
A

Paul was at the location and gave him eight Royal Farms gift cardsto purchase‘
the diesel fuel which was located in the rear of the vehicle‘. Defendant Strickland
advised he used the eight gift cards to purchase approximately 2'80 gallons of
diesel fuel foreach container. Defendant Strickland advised he was on his way to
the deliver the diesel fuel to Interviewee Paul's residential address in Laurel, MD

before he was stopped by Officer Lawrence.

OfficerLawrence requested an additional unit to the scene and conducted a

wanted check on Defendant Strickland with negative results. Officer Lawrence


queried MVA records and observed Defendant Strickland's driving privilege was
revoked and suspended on 3/25/16 for points system. Officer Lawrence
observed Defendant Strickland did not poSsess a driver’s license at the time of
’the incident.

Officer Lihdsay #5902 responded to the scene.

Defendant Strickland verified all of lnterviewee Paul's identifying information and


rovided Officer Lawrence with a phone number to contact him. Officer Lawrence
surveyed the inside of the vehicle and did not observe any visible contraband or
weapons. Defendant Strickland advised the multiple Royal Farms gift cards
inside of the glove box were used to purchase the diesel fuel. Defendant
Strickland advised those gift cards were given to him by Interviewee Paul. Officer
Lawrence observed multiple Royal Farms gift cards inside of the glove box.

Officer Lawrence contacted lnterviewee Paul by telephone for an interview.


Interviewee Paul gave Officer Lawrence all of his identifying information 'and
verified his identity. Interviewee Paul adviéed he was the registered owner of the
vehicle and he knew Defendant Stricklandulnterviewee Paul advised he rented
the vehicle to Defendant Strickland two weeks ago and he did not have any
information on his current whereabouts. Interviewee Paul advised Defendant
Strickland was not a criminal and he allowed him to use the van so he could
'earn some money." InteNiewee Paul advised he did not retrofit the vehicle with

the tanks used to store the diesel fuel and he was unaware that it contained
them. Officer Lawrence advised Interviewee Paul that his vehicle wo'uld be towed
. because Interviewee Strickland was arrested for a traffic violation.

Officer Lawrence'notified Sgt Tester #5284 ofthe incident. Sgt Tester requested
Financial and Cyber Crimes to respond to the location.

Officer Lawrence placed DefendantStrickland under arrest at 1606 hours for the
traffic infraction and transported him to PC-11 for processing. Officer Lawrence

advised Defendant Strickland of his Miranda Rights at theprecinct. Defendant

Strickland adviséd he waived his Miranda Rights and wanted to answer


questions about the incident.

Defendant Strickland advised he has known IntervieWee Paul for 20 years and
was given access to the vehicle two weeks ago by him. Defendant Strickland
advised he was paid dailLby Interviewee Paul for diesel fuel deliveries made to

Interviewee Paul's residential address. Defendant Strickland advised Interviewee


Paul was at the location during the time ofthe incident in a black 2011 Honda or
Hyundai four dOOr sedan with tinted windows. Defendant Strickland advised the
tanks were in and he assumed Interviewee Paul
the vehicle prior to him driving it

installed them. Defendant Strickland advised he was given $100 to $200 dollars
a day in cash for diesel: fuel deliveries by Interviewee Paul. Defendant Strickland
advised he did not have any further information for the incident.

Officer Lawrence contacted Interviewee Paul for further ihformation. Interviewee


Paul advised he did nof install the tanks inside of the vehicle and did not have
any idea on how they got inside of his vehicle. Interviewee Paul advised any

Defendant Strickland on the phone about his grandmother's recent death.

Sgt Tester requested Hazardd’us Devices Team and Maryland Department of


Environment to Hazardous Devices Team Detective
respond to the location.
Green #3818 responded to the location and checked the‘vehicle for improvised
explosive devices, IED, and/or any other bomb making devices with negative
results. Detective Green advised he had to shatter the rear window to gain

access to the rear of the vehicle. Maryland Department of Environment removed


all of the diesel fuel from the tanks and advised it contained approximately 660

gallons of diesel fuel. Maryland Department of Environment advised the vehicle


Was safe for transport.

Sgt. Hassler #3834 and Detective Muska #4530 from Financial and Cyber
Crimes arrived on scene.

Sgt Tester notified dispatch to request a Baltimore County Tow to tow the vehicle
to headquarters pending a search warrant.

Baltimore City Police Criminal Intel Sgt. Fair #6321 and Baltimore County
Criminal Intel Detective Johnson #4190 arrived to the precinct.

Detective Johnson completed a Miranda rights waiver form for Defendant


Strickland and conducted a post Miranda interview of him. l

Sgt HaSsler arrived to the precinct and requested Defendant Strickland's cell

phones and debit cards pending a search warrant.

Detective Muska followed the Baltimore County Tow to headquarters pending a


search warrant.

OfficerLawrence and Detective Muska completed a search warrant for the


\Dodge Sprinter van. Officer Lawrence and Detective Muska went before Judge

Hanley at 0130 hours on 9/10/19 and obtained a signed search warrant for the.
Dodge Sprinter van.

At,0205 hours on 9/10/19, the search warrant was executed on the Dodge
Sprinter van currently being held at Police Headquarters. The following people
were present during the search: Sgt. Hassler, Detective Muska, Detective
Donnelly #4358 and Officer Lawrence. The following items were collected from
inside ofthe vehiéle: 68 Royal Farms qift cards, 1 credit card, 15 receipts. Crime
Lab Tech Michael #9997 was present before, during and after the search
warrant. Crime Lab Tech Michael processed the Dodge Sprinter van.

Detective Muska and Detective Donnelly proceeded to run all of the cards
through a card reader. At which time, was determined that 17 cards were not
it

activated and still attached to the original packaging. A total of 39 cards came
back as Royal Farms gift cards with an unknown balance. A total of 12 gift cards
were determined to be 're—encoded. "The embossed number which is displyed
on the gift card did not match the number on the mag strip after being run
through the card reader is a re—encoded card."

Detective Donnelly proCeeded to do a BIN number Iookup. "BIN number lookup is

the first six numbers of the card that determines which financial firm the card
comes back to. " Detective Donnelly determined 5 of the 12 gift cards that were
re- encoded came back listed to Wells Fargo. Detective Donnelly contacted Wells

Fargo Credit Card Customer Service and informed them of the incident. At which
time, Wells Fargo advised they would get'In contact with the card holders. Wells
Farqo further advised the involved cards would be placed on hold and the
owners of the accounts would be notified.

Detective Muska will bé.fol|owing up with the remaining 7 re-encoded gift cards.

Officer Lawrence completed a statement of charges for Defendant Strickland for

being in possession of re——encoded credit cards that he used during the


commission of the crime.
