– Aid ratio 0.14 (86% local funding)
• Springfield Literacy Center
– 52,000 square feet (new construction)
– $14.9 million building budget (single prime contract)

Project Principles & Goals
PROJECT GOALS
• Meet spaces needs for K‐5 grades
• Eliminate temporary trailers at Sabold & Scenic
• Move 5th grade from ETR to Elementary setting
• Build a purpose built Literacy Center – “a reading machine”
• Make every space count ‐ learning must happen in nontraditional 
places…blur the line between learning environment and everything else.
• LEARN EVERYWHERE! . . . shouldn’t just be about classrooms

• Clings to the hillside like a tree
• Tucked into the woods
• Bring outside in and inside out
• Be FUN!
• Provide many convenient learning spaces
• Blur the edges of the classroom

Challenges to sustainable Projects
• Act 34 maximum building expenditure (PDE) versus the 
indexed prevailing wage (Labor Dept) limits front end 
costs for LEA’s in SE PA
• Act 34 change order limit threshold discourages tiered 
bidding threshold so ideally suited to sustainable 
options and our 90/10/20 strategy
• Paperwork intensive, record keeping matters
• Team proficiencies
• LEED for schools acoustic prerequisite almost a deal 
breaker
• Marginal cost of additional “points” can be limiting at 
higher point levels
