THIS policy brief proposes the implementation of the Seal of Health
Governance (SOHG)* as an approach to foster accountability at the barangay (village) level to improve the overall municipal health system. The active participation of the barangays will led to positive changes such as functional Barangay Health Board, allotment of health budget, improvement of facility-based deliveries, decrease in malnutrition rate, and improved access to toilet facility. The SOHG establishes a performance standard mechanism with corresponding incentives for any barangay that meets these standards.
