Minutes of 1ST Quarter Meeting of the CSO Network and Monitoring Team

SB Hall, Acop, Caponga, Tublay, Benguet


March 15, 2019

After the determination of quorum, Mr. Luis Suyam, CSO Network President and Monitoring Team
Leader, called the meeting to order at 9:30 AM. Opening prayer was led by Pstr. Divino Abiertas, Baayan
UBAS and BDC Representative, followed by announcement of agenda for the day by Mr. Suyam as
follows:

a) Implementation of CSO Action Plan CY 2019


b) Monitoring of Projects Funded under 20% MDF CY 2019
c) Others

After announcing the agenda, the secretary was asked to read the previous minutes of meeting.
The body approved the aforementioned plan and minutes of the previous meeting as corrected.

UNFINISHED BUSINESS:

a) Implementation of CSO Action Plan CY 2019

Mr. Luis Suyam, TCSONI President, presented the content of the Tublay CSO Action Plan Year
2019. Dr. Gloria Felipe, CSO Representative, suggested and approved by the body that the Project
Proposal Making Seminar will be conducted on April 12, 2019 (Friday) at the TAMPC Building, 3rd
Floor or at the Senior Citizen’s Building. There will be two participants from each people’s
organization – the President and the Secretary, to be invited to attend. Mrs. Jocelyn T. Martin,
Planning Officer I, explained that the fund for CSOs of CY 2019 is not enough for the whole year so
there is a need to seek or request funding from the Mayor’s Office to fund the incoming project
proposal making seminar. Mr. Luis Suyam and other TCSONI officers volunteered to negotiate with
Mayor Armando I. Lauro for funding. Mrs. Martin was assigned to prepare the Purchase Request,
Activity Design, and will help in informing other CSOs to attend said seminar.

NEW BUSINESS:

1. Monitoring of Project Sites Funded under 20% MDF BY 2019

Mr. Luis Suyam presented the list of infrastructure projects funded 20% MDF BY 2019 as follows:

The body agreed to conduct a Pre-Project Implementation Monitoring on April 8, 2019


(Monday). The Citizen-Led Monitoring (CLM) Team will be grouped into three. Mr. Suyam
volunteered to lend his vehicle to be used in monitoring project sites. Pastor Tarnate Bantiles also
volunteered his vehicle. However, the MLGU should provide one more vehicle and fuel. There
should be three groups so that the monitoring activity will be completed in one day. Mr. Suyam and
Dr. Gloria Felipe were tasked to negotiate with Mayor Armando Lauro for funding of the Project
Proposal Making Seminar and fuel for the monitoring activity.

The first group will monitor in Caponga, Basil and Daclan. The second group will monitor in
Ambongdolan, Tuel, and Tublay Central. The 3rd group will monitor in Barangays Ba-ayan and
Ambassador. The Assembly Time will be 8:00 AM at the Municipal Gym. Mrs. Jocelyn Martin,
Planning Officer I, volunteered to prepare all the documents needed for the procurement of meals
and snacks of the CLM Team.

ADJOURNMENT:

There being no more matters to be discussed the meeting was adjourned at 3:30 PM.
