Republic Act 10931: Universal Access to Quality Tertiary Education Act

In line with the mandate of our Constitution, the State must uphold the right of all
citizens to quality education at all levels. This bill seeks to make tertiary education in all
State Universities and Colleges free of tuition for its students and fully subsidized by
government.

Upon effectivity of this Act, it shall be unlawful for any person, SUC and state-run TVI
to collect tuition and other school fees from qualified students who voluntarily opt out of
the tuition and other school fees subsidy or make a contribution to the school.

All students who are enrolled or will enroll in State Universities and Colleges (SUCs),
accredited Local Universities and Colleges (LUCs), and publicly-run Technical-
Vocational Institutions (TVIs) are entitled to a tuition and other fees-free education as
long as they fulfill the admission and retention standards of the schools and this
measure.
