1.2 MATERIAL

The transformer substation equipment consisting of medium voltage switchgear, oil filled
transformers and low voltage switchgear shall be identical to equipment specified and
supplied by SCECO.

1.2.1 Standard Product

Material and equipment shall be a standard product of a manufacturer regularly engaged in


the manufacture of the product and shall essentially duplicate items that have been in
satisfactory use for at least 2 years prior to bid opening. The experience use shall include
applications of equipment and materials under similar circumstances and of the same
design and rating as the switches specified. Equipment items shall be capable of being
serviced by an organization that is, in the opinion of the Contracting Officer, reasonably
convenient to the site.

1.2.2 Nameplates

Nameplates shall be made from a corrosion-resistant. The nameplate shall be mounted to


the front of the enclosure and shall comply with nameplate requirements covered by
NEMA ICS 2.

1.3 SUBMITTALS

Contracting Officer approval is required for submittals with a "GA" designation; submittals
having an "FIO" designation are for information only. The following shall be submitted in
accordance with Section 01300 SUBMITTAL PROCEDURES:

SD-04 Drawings

MV gear, transformer and LV gear; GA.

SD-07 Schedules

Material, Equipment, and Lists; FIO.

A complete list of equipment and material proposed, containing an adequate description of


each separate item of equipment or material recommended.

SD-09 Reports
Tests; FIO.

Certified factory and field test reports, within 14 days following completion of the tests.
Reports shall be certified and dated and shall demonstrate that the tests were successfully
completed prior to shipment of the equipment.

PART 2 PRODUCTS

2.1 GENERAL

All materials shall be identical to SEC specifications.

2.2 OUTDOOR COMPACT SUBSTATIONS

2.2.1 Outdoor compact substations shall be of 1000kVA, 13.8KV/380/220V, 60 Hz, 3 phase


and 500kVA, 13.8KV, voltage as shown on drawings, 60 Hz, 3 phase. Substations
shall comply with SEC Standard 56-SDMS-02 and shall be supplied as a fully
equipped package substation, including:

1. Outer housing
2. High voltage ring main unit
3. Distribution transformer
4. Low voltage main circuit breaker suitable for the transformer
5. Internal wiring for lighting

Only the incoming/outgoing cables needed to be connected at site and the site works
shall be kept to minimum.

A. Sections: The substation shall have the following sections:

1. Incoming line section with (2) incoming cable switches and one
transformer fused load break switch.

2. Transformer section consisting of (1) transformer.

3. Outgoing section which will provide Main low voltage MCCB rated as
shown on the drawings.
Low voltage side in package substations shall be separated from the
package and located within 5 m from the package substation.
B. Ratings: The rating of the substation shall be as follows:

1. Self-cooled rating : 1000KVA and 500KVA


2. Frequency : 60Hz.
3. No. of Phases : 3
4. Incoming cable switches : 13.8KV
Outgoing 4-wire circuit : As shown on drawings

C. General Arrangement: The compact substation shall consist of two separate


components consisting of High Voltage Switchgear and Transformer, and Low
Voltage Switchgear. Transformer and HV Switchgear shall be in one
compartment and LV panel in another compartment (detached).

D. Housing Assembly:

1. The package substation will be completely self-contained, mounted


on an integral base, factory assembled in a totally enclosed with
aesthetically acceptable cladding, vandal-proof and weather-proof housing
ready for installation into position on a concrete base pad.

2. Protection degree: Adequate natural air ventilation for cooling the


transformer/HV and LV compartments provided according to IEC 529.

- HV and Transformer compartment : IP 54


- LV compartment : IP 54

3. The housing of the kiosk shall be made of minimum 2mm thick zinc coated
steel sheets, where the steel provide the strength, and the zinc alloy coating
provide the corrosion resistance. Finish paint shall be outdoor type, RAL
7033 or equivalent. Double walls and double roof with air insulation shall
be provided for the Low Voltage compartment.

4. The Transformer/High Voltage and Low Voltage compartment are


completely separate, Louvers provided in the transformer/HV compartment
to assure free air circulation by natural system and keep inside temperature
within limits under 50 deg. C ambient temperature.

5. The access doors of the kiosk shall be wide enough and provided with door
stopper, locks and neoprene gaskets. When they are close, they shall be
firmly locked so that entry of dust, vermin and rain water is completely
prevented.

6. The basic frame of the kiosk shall be made of hot-dipped galvanized steel
structure, on which the housing is fixed. The kiosk can be lifted as one unit
including the transformer, and lifting lugs shall be provided for this
purpose.

7. The housing shall be provided with internal lighting of 20W lamp, 220VAC
controlled through the door switches. One light shall be provided in
Transformer/HV compartment. The auxiliary circuit for the light shall have
separate fuses in the accessible position.

E. Primary Incoming Line Section: SF6 Fused Ring Main Unit Type CTC-F or
RM6 or approved equal.

Fused Ring Main Unit shall be free standing, 3-way, non-extensible, indoor type,
"CTC-F", RM6 or equivalent consisting of following:

- Two load break switches 630 A


- One tee off-fuse switch 200 A
- Gas pressure indicator
- Operating handle
- Outer cone type of bushings for sealed cable termination or by plug-in type
elbow connectors

Construction:

- Common sheet steel tank filled with SF6 shall be such that internal fault
shall be of no consequence to operators standing in front of the switches

Special Safety Features:

- The various switches shall be fully mechanically interlocked.


- Visible double earthing for the fuses
- Interlocked access to fuse compartment
- Arc fault tested acc, to IEC 298 20 kV/1 sec.
- All live parts are enclosed
- Single line diagram at the front is simple and easy to understand.
- The position indicators give the operator a clear understanding of the
switching position.
- Sliding covers prevent operation of switches which are not to be operated.
- Pressure relief in the tank is situated behind the cable connections.
- Provision shall be made for pad locking the load break switches and
earthing switches in either open or closed position

Transformer will be factory tested as prescribed by IEC Standards. All standard


accessories will be provided.

G. Secondary Outgoing Section:

Switchgear shall consist of metal-enclosed assembly arranged for 660 Volt


service on voltage as shown on drawings, 3-Phase, 4-Wire grounded system. It
will be designed, factory assembled and tested in accordance with the latest
applicable IEC standards and requirements.

Switchgear shall consist of sufficient vertical frames to house the number of


circuits specified, with the minimum number of empty spaces remaining. Each
individual frame shall be divided into a front breaker and a bus section isolated
by steel panels.

The low voltage switchgear section access doors will be outdoor type with
gasketing. Sufficient louvers and screened vents shall be provided to afford
adequate ventilation. Interior lighting and power outlets shall be furnished.

Main bus construction shall be through cables connected to extended secondary


side of the transformer and shall be of the same current rating as the transformer
current. It shall be braced to withstand stresses resulting from the maximum
short-circuit current available.

The branch Molded Case Circuit Breakers shall be fitted with self-powered
microprocessor based relays which are extremely reliable and very accurate
and totally unaffected by electromagnetic interface and can be interfaced with the
most modern computerized systems for control and automation.

The following equipments will be supplied:

1- Set of busbar rated 2000 A.


1- MCCB, rated current as shown on the drawings
- Outgoing MCCBS, rated as shown on the drawings, the number of
outgoings shall be as per one line diagram.

Secondary Metering:

1- Voltmeter, 0-300V and 0-400V.


1- Ammeter, 0-2000A.
3- Current transformer, 2000/5A
1- Voltmeter selector switch.

2.3 MV SWITCHGEAR

2.3.1 Design Criteria

A. The metal-clad switchgear shall be of the manufacturer’s standard design and


shall meet or exceed the requirements of this specification in all respect.

B. Ratings: The ratings of the metal-clad switchgear shall be 1000A continuous


current. The metal-clad switchgear nominal voltage shall be 13.8 KV. An
ambient temperature of minimum -2oC, maximum 55oC, shall be used for rating
purposes.

C. Ratings and Design Criteria:

2.3.2 FABRICATION:

A. General

1. Metal-clad switchgear shall consist of a metal-clad housing which shall


contain the main buses, power circuit breakers metering, relaying,
instruments, control and all accessories necessary to complete a free
standing switchgear unit.

2. Switchgear shall be designed for indoor application as specified. All

equipment and control shall be housed, and shall be arranged in such a way
to enable safe and convenient operation. Each switchgear assembly shall
be suitable for expansion from each end.

B. Enclosure

1. Metal-clad enclosures shall be indoor type and shall be built of sufficient


vertical frames to house breakers and instruments compartments. Each
individual frame shall be divided into a front breaker section and a rear bus
section isolated by a steel panel. Each breaker compartment shall be
insulated from adjacent compartments by steel panels.

2. Panels and doors shall be a minimum of 3 mm thick steel place with


appropriate forming to provide strength and rigidity.

3. The enclosure steel joints shall be seal welded the entire length, or bolted
and neoprene gasketed.

4. All removable panels shall be secured with suitable slotted or shaped-head


fasteners, machine screws or machine bolts engaging captive nuts or tapped
holes in structural members. Self-tapping steel metal screws shall not be
used. Hinged panels are required for access to wiring compartments.

5. Indoor enclosures shall be provided with naturally ventilated louvered


openings. All exposed handles, screws and hinges shall be of non-corrosive
material.

C. Main Power Buses

1. The main power buses shall be copper. All main power bus connections
shall be silver-plated or tin-plated. Vertical sections shall be connected to
the main bus by means of busbars. Cable connections or vertical cable
drops are not permitted.

2. The bus shall be fully insulated. Insulated bus joints shall have readily
removable insulating covers. All insulating material shall be flame
resistant, non-hygroscopic, and non-tracking in the presence of corona.

D. Power Circuit Breakers

1. Power circuit breakers shall be of the stored-energy type, electrically


controlled. They shall be with vacuum/SF6 interrupter, draw-out type and
shall be interchangeable with others of the same voltage and current rating
within this equipment.

2. Circuit breakers shall be so interlocked that they cannot be drawn out or re-
inserted in the cubicle unless the breaker is open. The breaker cannot be
closed unless the stored-energy spring has been fully charged.

3. The circuit breaker shall have control switch flow to allow an operator to
electrically open or close the breaker, and the ability to manually close or
open the breaker in the absence of control power and for service or
maintenance.

4. Circuit breaker control switches shall have pistol grip handles, shall be
provided with one extra set of closed-after-closed slip contacts, and
additional spare normally-open and/or normally-closed contacts. Switches
shall be three position "close-normal-trip" with spring return to normal and
pull to lock at trip.

5. Breakers shall have positively driven mechanical devices for positive


indication of closed or open position of breaker, and for indication of
charged or discharged condition of the closing springs. Breakers shall have
an operations counter.

6. Breaker control switches shall have red (closed), amber (relay action), and
green (open) indicating lights. The amber (or yellow) indicating light shall
be connected to indicate when the breaker has been opened by an action
other than normal use of the control switch. These breakers shall have
provisions to automatically render the remote control circuit (if applicable)
inoperable when the breaker are in the test position.

7. Secondary disconnecting devices shall be provided to bring auxiliary


switch and control leads to the circuit breakers operating mechanisms.

8. Interface: Facilities shall be provided for the grounding of bus bars and or
feeders for maintenance purposes. Where integral grounding switches are
used, they shall be interlocked with the circuit breakers such that operation
of the ground switch can only take place when:

a. The feeder circuit is disconnected from the bus bars.

b. The bus bar is disconnected from points of supply.

The ground switches shall be fully rated for 3 seconds short time
current and close and latching capability. The switch operating
mechanism shall be of the independent manual type where the speed
of operation of the contacts is not dependent on the action of the
operator. A delay device shall be incorporated in the operating
mechanism which prevents the reflex reversal of the contact
movement.

c. Stationary primary disconnect contacts shall be protected by


automatic shutters when the circuit breaker is in the withdrawn
position. Shutters shall be automatically locked upon closing.

Opening of the shutters shall be possible by means of a special


opener, built for that purpose only.
9. A stored energy closing mechanism with manual charging
facilities shall be provided.

10. Provision for maintenance slow closing shall be provided. Circuit breakers
requiring a finite energy for the correct opening under short current
conditions shall be designed with a "fixed trip". In the case that the breaker
does not have such requirements, the electrical and mechanical "trip free"
design is preferred.

11. All breakers shall be provided with two (2) shunt trip coil, and one (1)
shunt closing coil.

E. Metering, Relaying and Instrument

1. All relays, instruments and meters shall be of the switchboard draw-out


type, flushing or semi-flush mounted, with built-in test facilities or test
plug. They shall be designed for connection to instrument transformer
secondary circuits.

2. Target indicators shall be provided on all relays performing protective or


tripping functions. Relay contacts shall be self-aligning.

3. Protective relays and meters shall be mounted in locations most convenient


for maintenance, inspection, target reset, and testing. Auxiliary relays may
be mounted inside the cubicle.

4. A white indicating light shall be installed adjacent to each hand-reset


lockout relay (86 device), and shall be connected in series with the relay
operating coil to monitor the circuit.

F. Instrument Transformers

1. Current transformers shall have a mechanical rating equal to


the momentary rating of the circuit breaker, and be insulated for the full
voltage rating of the switchgear.

2. Metering and instruments thermal rating factor for CT’s shall be 4.0. CT’s
shall have a single ratio and shall be equal or higher than ANSI Standard
requirements. The secondary rating shall be 5 A.

3. Relaying CT’s shall have a "C" or "T" class accuracy, be multi-ratio type,
and have standard burden (B-1, B-2, B-4). Thermal rating factor shall be
1.5.

4. Current transformers shall be installed in a manner that does not alter or


modify their nameplate ratios. The looping of feeder cables or secondary

conductors through the window of window type current transformer is


prohibited.
5. The secondary circuits of all current transformers shall be wired to
accessible terminal strips of the short-circuiting plug type to facilitate
testing.

6. Voltage transformers shall be standard two winding type for the voltage
class of the switchgear.

G. Control Power

1. Control power transformers shall be of the dry type with primary fuses, and
shall be single-phase, 240 volt secondary, 3-wire, with grounded center tap.

2. The kVA rating shall be determined by the manufacturer. The control


power transformer shall be large enough to supply all power requirements
of the switchgear plus any additional requirements.

3. Drawout mounted control power and voltage transformers and associated


primary fuses shall be in individual metal compartments. Where necessary,
control power transformers may be of the stationery type with drawout
fuses. An interlock shall be furnished so that control power transformer
primary fuses cannot be withdrawn until the transformer secondary is
opened.

4. All control power circuits shall be protected by circuit breakers, including


individual protection on each control circuit in each cubicle. If
coordination of protective devices is not possible with circuit breakers,
suitable cartridge-type fuses may be utilized. Fuses shall be coordinated
with molded-case breakers upstream.

H. Closing and Tripping Power: Tripping and closing power for all circuit breakers
shall be DC supplied from station batteries.

I. Miscellaneous Electrical Features

1. Space heaters shall be provided in each compartment with either automatic


thermostat or manual control, as specified, designed for continuous
operation.

J. Wiring and Raceways

1. All wiring used within the switchgear shall be rated 600 V, Type SIS,
stranded copper, minimum 1.0 mm2. Wiring shall be heat resistant and
flame retardant and shall withstand a minimum temperature of 80oC.

All current transformer secondary wiring shall be 2.5 mm2 minimum.

2. All wiring shall be made without splices. All wiring connections shall be
made at terminal blocks.
Terminal blocks with non-captive pan screw terminal shall be used. Wiring
terminations at terminal blocks shall be solderless and done with insulated
ring tongue lugs. Spade lugs shall not be used.

Wiring raceways shall be provided in each compartment or multiple


compartment line-up along the entire length of the complete equipment
assembly. All wiring external to the enclosure shall run in rigid galvanized
steel conduit.

K. Accessories

1. Handle or equivalent device for removing circuit breaker from cell.

2. Set of test plugs and knife type test switches for meter and relay testing.

3. Portable device for racking breaker into operating position. Two such
devices when one line-up of switchgear is supplied, one device per line-up
if more than one line-up is supplied.

4. Jumper cables with appropriate end fittings to permit reconnection of


secondary control circuits for operational testing of the breakers outside the
cubicle. One cable for each line-up of switchgear. The cable shall be long
enough to permit testing when the breaker is completely removed from the
cubicle.

5. One device for manually charging the “stored energy” operating


mechanism on electrically operated breakers.

6. Any special tools required for circuit breaker maintenance and relay
adjustments.

7. Ground and test device.

L. Equipment Identification

1. An appropriate identification nameplate shall be provided on each


protective relay and on all specific control devices and meters (other than
normal control switch, line voltmeter and ammeter) in each cubicle. These
nameplates shall be visible on operating panels, and are to identify
overcurrent relays, over-voltage relays, etc. Nameplates shall be of the
engraved type, and of appropriate size.

2. Each device in the equipment shall be permanently identified to correspond


to the identification symbol utilized on the wiring diagrams. This
identification shall be adjacent to the terminals of the device.

3. All wiring terminations shall be identified by legible markings at the device


terminals. Each end of every wire leaving a cubicle shall be identified as to
its destinations, provided with a ferrule wire marker which completely
encircles the wire and is clearly marked in accordance with the wiring
diagram. Adhesive type markings are not acceptable. All wiring
terminating on terminal blocks shall have the wiring identification repeated
on the terminal block itself. Markers shall be made of material that will not
deform or deteriorate and be permanently marked to withstand an ambient
temperature of 75oC.

M. External Connections

1. Provisions shall be made of the connection of all external cabling. Proper


lugs, clamps, or terminations shall be provided as specified. The location
of power cable connections shall be arranged to provide adequate vertical
space for training incoming cables from conduit entry to connectors and to
provide adequate space for cable termination devices.

2. Lugs shall be suitable for use with copper or aluminum conductor material
as specified. Adequate structural supports for cable terminators shall be
provided in 13.8 KV equipment.

3. All lugs for copper conductors shall be the bolted type with two clamping
elements per lug. All lugs for aluminum conductors shall be the
compression type with a long barrel for two indents per lug.

4. Incoming control wire connections shall be wired to barrier type terminal


blocks with non-captive pan-head screws for use with compression ring-
tongue terminal lugs. All control wiring terminations shall use compression
type insulated ring-tongue lugs. All external control cables shall be color
coded. No numbered or printed color designation will be acceptable.
5. When cable terminations are to be supplied by the vendor, each termination
shall be complete with all necessary material for proper termination.

N. Grounding: A ground bus running the entire length of the switchgear structure
shall be provided. Two lugs shall be provided on the ground bus in each end
section. Lugs shall be of the solderless type suitable for copper cable up to 120
mm².

O. Painting

1. Interior of enclosures and compartments shall be painted white.

2. The manufacturer's standard paint system will be considered, but must be


compatible with the end use of equipment and shall allow easy
maintenance in the field without unusual surface preparation and without

using non-standard paint. The standard paint specifications shall be


submitted.

P. Nameplate

1. Each compartment in the switchgear shall bear a permanent door mounted


nameplate. The plate shall be marked in English and Arabic containing, in
addition to the data given in ANSI C37.04 (Section 7) the following: The
words "Incoming Section C.B., Service Transformer C.B., Motor C.B.,
etc."

2. The nameplate material shall be stainless steel or other non-corrodible


material, but shall not include plastic or high aluminum content alloys and
shall be fastened to the equipment by stainless steel screws or rivets. High
voltage warnings shall be written in English and Arabic.

2.3.3 Storage Battery and Charger:

A. Provide a storage battery consisting of nickle cadmium cells. The number of


battery cells in series shall be enough to produce 125 volts DC for tripping and
closing power of the 13.8 KV switchgear. The wet cell batteries shall be
mounted on a 2-tier open frame rack of structural steel and shall be protected
against corrosion.

B. Provide a battery charger for above storage battery. Charger shall have solid-
state circuitry. Input to charger shall be 220 volts, 60 Hz, single phase. Charger
shall be for straight and float charging with built-in selector switch. Provide
resistor to permit trickle charging.

2.4 LOW VOLTAGE CIRCUIT BREAKER AND ENCLOSURE

2.4.1 Type

Air circuit breaker to SCECO standard, encased in high strength, high temperature
resistant, moulded plastic insulating materials, for normal operation at maximum
temperature within enclosure at point of application, tested to approved standards,
manually operated for normal functions, and automatically tripped under overcurrent
conditions. Trip power is to be derived from main power circuit, with sufficient tripping
energy to reliably trip circuit breaker. Fixed mounted circuit breaker is to be rear
connected.

2.4.2 Construction

Manually operated, with two-step, spring charged, stored energy mechanism, quick-make,
quick-break type, electrically and mechanically trip-free, to prevent maintaining circuit
breaker closed against overcurrent condition whether under manual or automatic operation.
Breakers are to have mechanical built-in charging lever and are to include open and close

direct acting push buttons. Stored energy provision is to allow open/close/open sequence
of operation without use of external energy. Safety feature is to allow discharging stored
energy without closing circuit breaker. Circuit breaker is to have arc quenching device on
each pole and replaceable arcing contacts.

X225 RATING: 3-pole, 600 V class, with continuous current rating (frame size) as shown
on the Drawings, fully rated (100%) for service under worst site conditions. Breakers are
to be rated for a symmetrical rms service short-circuit breaking capacity as shown on the
Drawings, to IEC 947-2 sequence II (rated service short-circuit breaking capacity) at
specified voltage and frequency, meeting IEC 947-2, sequence I, II, III and IV tests (for
circuit breakers of utilization category B), tested in an enclosure substantially the same as
the enclosure in which they are to be installed.

PART 3 EXECUTION

3.1 INSTALLATION

All installations shall be identical to SCECO methods and shall be fully coordinated with
SCECO.

3.2 TESTING

Testing will be carried out as per SCECO’s requirements.
