Assignment Title: Consulting Services for Method Analysis and Quality Control of Fit for
Purpose Cadastral Mapping Pilot Project

The Government of the Republic of Indonesia has received financing from the World Bank
toward the cost of the Program to Accelerate Agrarian Reform (One Map Project), and
intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include to carry out the Method Analysis and
Quality Control of Fit for Purpose Cadastral Mapping Pilot Project that can be carried out by
KJSKB or the Consultants Firm in the field of surveying, mapping and geospatial
information. Quality control is carried out before the quality assurance process by the Land
Office / physical task force and / or Regional Office to ensure the results of measurement
and mapping activities have met technical rules. It is expected that with the preceding quality
control activities, the quality control process by Government Officer (ASN) can be helped
and run more smoothly. Method analysis includes (i) The level of effectiveness in applying
methods of community participation, and (ii) Efficiency of methods and time needed in
measuring and mapping activities. Method analysis was carried out on 4 pilot project
methods Completed Systematic Land Registration (PTSL) inter alia: (i) General, (ii)
Participatory Mapping, (iii) Community Driven, and (iv) Collaborative methods. To carry
out the assignment, the consultant is expected to provide the professional staff (Expert) input
of 13 person-months and sub-professional staff input of 26 person-months and expected to
assigned on Mid of July 2019 for 3 (three months) assignment.

The Ministry of Agrarian Affairs and Spatial Planning / National Land Agency now invites
eligible KJSKB or consulting firms (“Consultants”) to indicate their interest in providing the
Services. Interested Consultants should provide information demonstrating that they have
the required qualifications and relevant experience to perform the Services. The interested
consultants will be evaluate including some aspects are: (i) should have business permit in
the field surveying, mapping and geospatial information, (ii) having experiences of the
relevant experience during the lasted 5 (five) years, (iii) having good technical and
managerial capabilities, and (iv) having the availability of Key experts and sub-professional
that will be assigned to the project. Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and
3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 revised
November 2017 (“Procurement Regulations”), setting forth the World Bank’s policy on
conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should
indicate clearly whether the association is in the form of a joint venture and/or a sub-
consultancy. In the case of a joint venture, all the partners in the joint venture shall be
jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality and Cost Based Selection
(QCBS) method set out in the Procurement Regulations.
