How do we achieve the agenda of ‘housing for all’ by 2022?


• The government clearly wants the industry to focus on low
income or affordable housing - but does the industry want to play
ball?
• What role does the Government need to play in galvanizing this
segment? (FSI, Exemptions, Single Window clearance etc – has
enough been done?)
• What would make affordable housing work as a policy reform to
feed the vision of housing for all by 2022?
o Have we genuinely delivered affordable housing as of
now – what and where are the constraints and how
should these be addressed?
• Does rental housing have the potential to create the much-
needed demand for housing?
o Why hasn’t the rental housing market picked up steam till
now?
o What needs to be done to encourage this segment to
grow and foster?
• How can we create a collaborative ecosystem between the
Government, Industry and End Users?

RERA
• Is RERA an enabling mechanism that can adequately promote
the entire real estate sector?
• Why is the role and functioning of RERA limited to that of a mere
regulator that is acting as a by-stander, where all stakeholder
interests are not represented equally?
• Should RERA and other industry regulators like the RBI work
together on a common agenda? Eg: RERA, with the help of RBI,
can intervene to set up lending standards between developers
and financial institutions
• Is there a need for general consistency and standard processes,
along with accreditation delivered through a nationwide digital
platform?
• Data Sanity and Data Analytics:
o How can RERA promote standardization and consistency
across states?
o Are there benefits for adopting International standards?

Addressing the Liquidity Crunch


• Have we seen RERA further impact liquidity in the market? Are
financial agencies being treated as an equal stakeholder?
• What innovative / new sources of capital can be tapped into? Are
there any international examples that India can emulate?
• What further changes in policy and regulatory frameworks might
be required to strengthen the role of the market in delivery of
urban services and affordable housing?
• While ECB and FDI norms have eased for a while now, there
hasn’t been too much happening on affordable housing. Does
this reform have the gumption to turn the tide?
• What measures need to be taken to achieve industry status so
that further capital can be more accessible?
