Project  Status  Report  for  Month  Ending  August  2019      

Project  name:   Abuyog  WD  5  MLD  Bulk  Water  Supply  and  Expansion  Project  
Client:   Watermight  Ventures  Incorporated  (WVI)  
Contractor:   Aquaterra  Konstrukt  Inc.  (AKI)  
Sub-­Contractors:Naturelink  Industries  Corporation  (NIC)  for  Component  “A”  
  Water  Point  Construction  Services  and  Supply  (WPC)  for  
Component  “B”  
I.    Project  Description  
The  project  involves  the  design  and  construction  of  a  5  MLD  bulk  water  supply  system  
for  the  Abuyog  Water  District,  consisting  of  the  following  components:    
Component  “A’:    Water  treatment  plant  (WTP)  with  a  capacity  of  5  million  liters/day  (  
5MLD),  inclusive  of  all  its  accessories,  a  diversion  weir,  intake  structure,  supply  of  raw  
water   and   dosing   pumps,   piping,   laboratory   and   admin   building,   power   house,  
chlorination   pumps   and   treated   water   pumps,   steel   tank   as   reservoir   with   a   total  
capacity  of  500  cubic  meters  (cu.m.),  supply  of  standby  generator  rated  at  250  KVA,  
guard  house,  site  development,  perimeter  fencing  with  gate  and  other  items  in  Brgy.  
Balinsasayao,  Abuyog,  Leyte.  
Component   “B”;;   Transmission   facilities   capable   of   transmitting   5   MLD   of   treated  
water  from  a  500  cu.m.  ground  tank  located  in  Bgy.  Balinsasayao  down  to  a  defined  
service  area  of  the  Abuyog  Water  District  (AWD)  via  a  series  of  pumps,  transmission  
and  distribution  lines  and  ancillaries,  and  passing  through  the  existing  ground  tank  in  
Abuyog,  Leyte.  As  agreed  upon  during  the  2nd  Coordination  Meeting  held  in  AWD  on  
21   August   2018,   the   WD’s   desired   minimum   acceptable   water   pressure   is   7  
pounds/square  inch  (PSI)  to  10  PSI.        
The   project   is   being   implemented   under   two   separate   contracts,   both   between   WVI  
and  AKI.

III.  Project  Status  and  Progress  
 
A.  Component  “A”  (Intake  and  Water  Treatment  Plant)      
-­      Administration/Laboratory  Building:    Civil,  structural  and  architectural  works  
are  100%  complete.  
 
-­       Filtration   House:   Civil,   structural   and   architectural   works   for   the   Filtration  
Building  are  100%  complete.  Multi-­media  filter  steel  tanks  have  arrived  on  site.  
 
-­        Pump  House  and  Control  Room.    Plastering  of  walls  has  been  completed.    
   
-­        Weir  and  Raw  Water  Conveyance:    Concrete  and  masonry  works  for  river  
weir  are  complete  and  gates  are  ready  to  be  installed  upon  arrival  at  the  site.    
 
-­       Treated   Water   Reservoir:     Construction   of   the   concrete   foundation   is  
complete.  Steel  plates  for  the  treated  water  reservoir  are  on  site  and  welding  
works  for  the  fabrication  of  the  steel  reservoir  will  proceed  as  soon  as  electrical  
power   supply   is   available.   DORELCO   is   in   the   process   of   installing   the  
conductors   for   permanent   power   connection   from   the   main   line   to   the  
transformer  pad  installed  at  the  site.  
 
-­    Sludge  Lagoon/Intake  Structure:    Concreting,  plastering  and  waterproofing  
of  sludge  lagoon/intake  structure  are  100%  complete.    Construction  of  grouted  
slope  protection  around  the  structure  has  also  been  completed.    
 
-­          Transformer,  PVC  pipes  and  fitting,  valves,  actuators  and  flow  meter  have  
been  purchased.    The  generator  set  has  been  ordered  and  will  be  delivered  
when  downpayment  is  made.    
 
-­          Total  accomplishment  increased  from  68.082%  to  70.160%  as  of  30  August  
2019.    Details  are  shown  in  Attachment  A,  “Component  A.1  Status  Report”.

B.  Component  “B”  (Transmission  Pipelines)  
 
-­    Trenching,  backfilling  and  compaction  for  the  installation  of  HDPE  pipes  
continued  for  those  areas  not  affected  by  Right-­of-­Way  (ROW)  issues.    For  
August  2019,  a  total  of  1,956  meters  of  pipes  were  installed  as  shown  below.

-­       Construction   of   five   (5)   bridge   crossings   is   simultaneously   in   progress   with  
percentage   completion   at   25%.     The   bridge   crossings   are   in   Manaba   Bridge,  
Tabog  Bridge,  Macaong  Bridge,  Olbay  Bridge  and  Bunga  Bridge.    
     
-­          Pipe  laying  within  the  Right-­of-­Way  of  the  Department  of  Public  Works  and  
Highways  (DPWH)  requires  a  Memorandum  of  Agreement  (MOA)  between  the  
DPWH  and  Abuyog  Water  District  (AWD)  stipulating  that  the  road  will  be  restored  
to  its  original  condition.    A  draft  MOA  has  been  prepared  and  is  with  the  DPWH  
District  Engineer’s  Office.    Additional  time,  effort  and  resources  are  required  to  
complete  work,  especially  where  concrete  roads  have  to  be  cut  and  restored  back  
to   DPWH-­approved   conditions.     Initial   cost   estimates   have   been   prepared   for  
review  and  approval  by  WVI.      
 
-­          Work  progress  has  been  limited  by  Right-­of-­Way  issues  and  intermittent  rains  
that   is   slowing   mobility   of   workers   and   destroying   trenches.     Total  
accomplishment  increased  from  46.546%  to  50.832%  at  the  end  of  August  2019.

IV.  Action  Items

 
  Description   Status  
1   Resolve  time   AKI  wrote  WVI  last  24  April  2019  requesting  for  time  extension  given  
extension  issue   inclement  weather  conditions,  delayed  pipe  procurement,  and  ROW  
problems  that  delayed  project  implementation.    WVI  has  forwarded  the  
extension  to  28  October  2019  as  approved  by  Abuyog  WD  although  
there  has  been  to  modification  to  the  Construction  Agreements  to  date.  
2   Submit  electronically   The  revised  design  drawings  for  component  A  were  submitted  earlier  
scanned  copy  of  the   and  approved  verbally  by  Engr.  Dimatulac  of  WVI.  We  resumed  
approved  design  for   construction  of  the  water  treatment  facilities  based  on  said  verbal  
components  A  &  B.   approval.  However,  may  we  reiterate  our  request  for  a  signed  copy  of  
the  design  plans  and  drawings  of  component  A  so  we  can  have  them  
scanned  and  submitted  to  WVI.    The  approved  design  plans  and  
drawings  for  component  B  have  been  scanned  and  submitted  to  WVI.  
 
3   Obtain  Building  Permit    The  Abuyog  Municipal  Engineer’s  office  requested  submission  of  a  
  copy  of  the  DPWH  permit  together  with  the  WVI/AWD-­approved  
design  drawings  for  components  A  and  B  as  a  requisite  for  the  
issuance  of  the  building  permit.  DPWH  permit  is  still  in  process.  
 
4   Obtain  DPWH  Permit   Draft  MOA  from  DPWH  Regional  Office  is  still  being  reviewed  by  the  
  District  Engineer’s  Office  and  has  not  been  released  despite  follow-­up  
letter  from  AWD-­WVI.  

5   Implement  catch-­up   ROW  concerns  severely  hampered  progress  in  coping  with  the  catch-­
plan   up  plan.    Resolution  of  ROW  concerns  for  Component  A  have  
allowed  a  spike  in  work  progress.    The  more  contentious  ROW  
concerns  in  component  B  have  limited  the  work  only  to  the  unpaved  
road  segments  of  the  pipe  route  which  is  nearly  exhausted.  There  is  a  
need  for  constant  follow-­up  with  DPWH  by  project  proponents  to  
speed  up  the  finalization  of  the  MOA  that  will  pave  the  way  for  the  
issuance  of  DPWH  Excavation  Permit.    
 
6   Resolve  Right-­of-­Way   A.    Construction  of  perimeter  fence  was  put  on  hold  following  the  
(ROW)  issues  on:   incident  of  23  August  2019,  whereby  adjacent  lot  owners  complained  
     A:    Lot  boundaries     about  the  lot  survey  boundaries.    The  Brgy  Chairman  backed  the  
     B:    Pipe  laying  on   complaint  so  the  matter  was  relayed  to  AWD  GM  Merro  and  WVI  
National  Highway     Jose  Dimatulac  for  resolution.    B.    DPWH  permit  needed  to  allow  pipe  
laying  along  the  National  Highway  is  still  pending  at  the  District  
Engineer’s  Office.  
 
7   Release  payment  of   Progress  Billing  No.  1  for  Component  “B”  which  was  submitted  to  WVI  
the  Remaining   on  17  June  2019,  and  the  remaining  balance  on  the  advance  
Advance  Payment   payment  for  Component  “A”  remain  unpaid.    Progress  Billing  No.  3  for  
and  Progress  Billing   Component  “A”  submitted  on  19  August  2019  also  remains  unpaid.    
#3  for  Component  “A”;;  Release  of  funds  is  critical  to  ensure  continuity  of  work  and  to  
and  Progress  Billing   complete  the  purchase  of  ordered  equipment  especially  in  the  case  of
