BASEBALL
A. NAME OF COMPETITION:
Division Meet 2019 of the Division of Davao del Norte. It shall serve as the culminating activity for
the Physical Education. This event shall aim to discover potential athletes for the Regional meet as well as
the highest sporting event by the department known as PALARONG PAMBANSA.
D. ELIGIBILITY OF PLAYERS:
The sole judge of the participant’s eligibility totally lays within the judgment of screening
committee regarding eligibility of the student-athletes shall be address to the screening committee.
G. DEFAULT:
A GRACE PERIODof Fifteen (15) minutes, based from the time of the preceding game has ended
shall be observe in declaring a game as forfeited of default. Coaches are requested to submit their contact
number(s) to the management to facilitate information dissemination. It is likewise urge to synchronized
the “TIME” to ensure punctuality and promptness.
H. COMPOSITION TEAM:
Each participating team shall consist of Fourteen (14) personson the beach for the duration of
the game, to wit,twelve (12) players, one (1) coach and one (1) assistant coach and these are all in the
gallery shall be allowed to sit on the bench of each baseball team.
a. Only the official coach, assistant coach and designated player from the official line-up of the
team can direct play during the progress of the game but only the head coach will be given sole authority
to represent the teams during appeals or discussion. The official coach, assistant coach/chaperon may act
as base coaches. Players shall not allow acting as base coach due to safety reasons. They should wearing
the same uniform as the other members of the team (short pants and sleeveless are not allowed). Teams
with athletes having more than one (1) set of uniforms must have identical back numbers. The back
number should be from 1-12 only.
b. Note:Any violations of these items mean the following;
1st Offense – warning
2nd Offense – automatic removal of the pitcher from the mount (for the defensive only)
3rd offense – if the persistently violates this item, the game shall be forfeited in favor of the
opposingteam.
J. UNIFORMS./BORROWING/EXCHANGING OF UNIFORMS:
Players shall not be allowed. Anybody caught using another’s number during the progress
of the game shall be put out and shall be ejected from the game.
Players are not allowed to use “warmer” during the game. Instead they can wear sweat
shirt.
K. CONFERENCES:
1. DEFENSIVE CHARGES - Three (3) calls in whole duration on the game which the Coach
may opted to use in an innings.
Penalty: removal of the pitcher from the pitching position
2. OFFENSIVE CHARGES-Only one (1) call to confer in every innings shall be allowed.
Penalty: Ejection of the coach or the players who insisted the conference.
N. INTENIONAL WALK:
If the pitcher desires to walk a batter intentionally it is sufficient to notify the plate umpire of the
intent so as not to go through the motion of pitching. In this case, the ball is dead and the runners cannot
advance unless forced.
O. PITCHING LIMIT:
In Elementary Baseball, the Little League Rules applied. a MANDATORY REST PERIOD
OF 24 HOURS shall be imposed to pitchers who have pitched in 21-35 pitches, 36-50 pitched will be
rest within 2 days, 51-65 pitched will be rest within 3 days, 66-85 pitched rest within 4 days. The
scorer should take the record time “kung kalian huminto at pinalitanang pitcher” for the counting of the
number of hours of rest.
P. WARM UP PITCHES:
In the first inning, when the pitcher relieves another, to deliver not more than five (5) warm up
pitches. In each subsequent innings, pitchers will be given three (3) warm up pitches
Q. BATS:
Only IBF certified bats shall be allowed. Plying venues shall provide IBF certified bats that can be
used by the participating teams.
The allowable measurements of the baseball bat are as follows:
a. Elementary –not greater than 32” long, a weight deduction of not more than –12 and a
maximum barrel of 2 1/4”.\
b. Secondary –not greater than 34” long, a weight deduction of not more than –5 and a
maximum barrel of 2 5/8”.
R. HELMETS:
Shall mandatory on offense for batters, deck batters, batter runners and RUNNER DELIBERATELY
REMOVAL OF THE BATTING HELMET OF ANY RUNNESRS DURING A LIVE BALL PLAY SHALL CAUSE THE
VIOLATOR TO BE DECLARED IMMEDIATELY OUT. The ball remains alive.
S. WARM UP CATCHERS:
Warm up catchers shall use/wear proper gear or at least the catcher’s mask. No coach shall be
allowed to warm up the pitcher during the game without proper gear.
W. APPEALS:
The proper way of making an appeal shall be observed. Shouting at the umpire shall not be allowed.
a. Warning shall be given for the first shouting offense
b. Ejection from the game for the second shouting offense
X. Protest:
All protest must be settled on the playing field. No more protest will be considered after the
completion of the game or on the judgment call.
NOTE: Evidences of protest as follows” video potages, photos, and legal document as proof of
evidence.
Y.TEAM PRACTICE:
Team scheduled to play will be given five (5) minutes practice on the Diamond before the game.
