SE¢ Mauer \Vinalin Meihi.linnos, eee PREAMBLE: The preparation of DPRs, for Highways Road Development Projects; besides other things, such as civil engineering, social and environmental aspects; includes preparation of papers for Land Acquisition, under the National and State Highways Act (such as NHAI 1956, RFCTLRRA’ 2013). Thus accordingly, we have to prepare documents under NH Act’ 1956 and the Maharashtra State government's gr, dated 25-01-2016, for private negotiation/ acquisition of land. ASSUMPTIONS: It is being assumed that the client (i.e. M/s. VKS) has already completed the detailed survey using Total Station. The design of road is available. Similarly the Village Khasra maps of all the villages, of the road stretch have been collected. The client have also completed the exercise of 3(a) as per NH act’ 1956, including preparation and publication in the Gazette of Government of India (including amendments, if any). We are now, therefore; looking forward to the following from you: 1. Superimposed road design onto the village khasra maps, using AutoCaD; for the stretch; (once we complete and hand over to you the field measurement at every 200 meters intervals or where there is sudden change in road section. Listing and marking khasras getting affected; Calculated area of affected khasra, in Sq. Mtr and also in Ha.; village wise; Preparation of draft 3A notification. Getting the 3A signed from the appointed CALAs. Preparation of draft 3D notification PaRON ‘SCOPE OF ACTIVITIES TO BE CARRIED OUT BY YOU: a) Field visit to ascertain and list the available RoW, as per actual site conditions (including enchroachments), for every 200 meters; or where there is sudden change in road section b) Getting verification done for 3(A), documents, thus prepared, from the respective CALA ( Competent Authority for Land Acquisition); ©) Listing and Marking of Encroachments; d) Preparing of draft 3D notification as per NH'1956 act; e) Preparation of documents, in Marathi, as per “Maharashtra state gr.” f) Follow ups for finalization of gr. Documents, with all three stages of Panchayatiraj system; i.e. District authorities, Taluka authorities and Gram Panchayat / Village level institutions; ae ) Liaising with Client (MSRDC) and Revenue authorities & complete the project as per requirement & TOR of this project given in Appendix”A’ to this order YOU WILL BE RESPONSIBLE FOR GETTING ALL STATUARY CLEARANCES, FROM LAND REVENUE AUTHORITIES. PROFESSIONAL FEE : The charges for conducting the above work, will be, Rs. 5,00,000/- (Rupees Five Lakhs Only).. TDS, at the prevailing rates, will be deducted from the above amount. No extra amount on any count will be payable whatsoever. PAYMENT TERMS: The above payment, shall, be made as follows: i, Advance payment (immediately) 20% ii. On submission of 3-A draft plan complete all respect 20% iii. On submission of private negotiation draft report) 20% I iv. On submission of 3-D draft plan) 20% I v. (vi) You will coordinate / for the finalization of these reports by the client and shall carry out corrections / modifications, as my be required from time to time at your own cost. You will undertake site visits, as and when required at your own cost. You will keep on apprising us and our client by submission on daily, weekly, fortnightly and monthly progress report. In view of para 1 above the consultant has to submit the following documents in | | six sets: 4 Technical Specifications: The MORT&H's Technical Specifications for | Road and Bridge works*(amestredition / revision) shall be followed for this study. However, this. submission by the consultant under this document shall contain the special technical specifications which are not covered by | MORT&H Specifications for Roads and Bridges (latest edition / revision) and also specific quatityseontrol norms for the construction of works. ti, Rate Analysis: This wolume-will present the analysis of rates for all items of works. The details ofanitrate-of materials at source, carriage charges, any other applicable charges, labour rates, machine charges as considered in arriving at unit rates will be included in this volume: iii Cost Estimates: This volume will present the each item of work as welll asa summary of total cost. i, Bill of Quantities: This volume shall contain the detailed Bill of Quantities Jor all items of works ¥ Givil Work Contract Agreement: A civil works contract agreement shall be submitted. 3. The basic data obtained from the field studies and investigations shall be submitted ina separate volume as an Appendix to Feasibility Report, | 4, The Final Feasibility Study Report incorporating comments, revisions and i ) modifications suggested by MSRDC shall be ‘submitted within 15 days of Teceipt of comments from MSRDC omdraft feasibility study report. 104 Strip Plan and Clearances 1. The Consultants shall submit the following documents: i Details of the center line of the proposed widened NH along with the existing and proposed right-of-way limits to appreciate the requirements of land acquisition; ii, The information concerning the area including ownership of land to be acquired for the implementation of the project shall be collected from the revenue and other concerned authorities and presented along with the strip plans; i, Strip plans showing the position of existing utilities and services indicating clearly the position of their relocation; iv, Details for various clearances such as environment and forest clearances; % Separate strip plan showing shifting / relocation of each utility services. in consultation withrtie concerned local aiithorities; —— WaF, 22? . com ob
