(1) students in vocational and tertiary educational/training institutions, who are potential employees and employers, as well as of
actual entrepreneurs, micro-enterprises and small and medium sized enterprises (hereafter referred to as SMEs)
(2) SME stakeholders including

(b) SME consultants/advisers/trainers in government, business, industry and/or civil society

who have written an exceptional IP essay will then have the chance to attend the (Step III) the Face-to-Face
course, on a scholarship.

IP Essay

Objectives
IP Essay Test will be undertaken to select participants for participation in Step III: Face-to-face

General Method
The IP Essay is a 2,000 word composition, in English, dealing with the participant’s motivation behind
learning IP and on their intended use of the knowledge in their current, future, and entrepreneurial plans.

Note: Taking the I-II of the online course based on DL-450 will be satisfactory in proving your

Benefits
Being selected for having a top performing essay qualifies for the receipt of participating in Step III: Face-
to-face Course of the program, on a full scholarship..

Scholarship:
Approximately 30 international participants.

WIPO will offer a scholarship to approximately 30 international participants with a preference to those
from developing countries and those in transition to cover their participation costs, including round-trip
airfare (economy class) and a Daily Subsistence Allowance (DSA). Part of the DSA contains the
accommodation designated by KIPA in Seoul. Among the high-scoring participants on the DL-450,
approximately 30 international participants will be selected to receive a scholarship for Step II, taking
their gender and nationality into account, if needed to ensure a gender and geographical balance.

Korean participants residing outside of Seoul will also have the opportunity to have their
accommodation provided for as designated by KIPA, if needed.

Target Participants
Approximately 30 international invited participants attend each year
•These participants come from WIPO member states (at least 10 participants with a preference to those fro
m developing countries and those in transition will receive a scholarship to cover their travel and stay during
the Face-to- Face Course in Seoul, if the WIPO budget is available)
• Additionally, up to 15 or more participants who complete the Online Course in 2019 may be able to
participate in the Face-to-Face Course even without taking the DL-450 Exam, provided they cover their own
travel and living expenses in Seoul as well as meet the threshold of IP Panorama and DL-450 grades.

Step 3: Offline Course

IP Panorama is a collaborative user-friendly e-learning product which explains in every day
language the relevance and importance of Intellectual Property (IP) issues from a business
perspective. Designed to help people utilize IP in business strategy, it was created by three
organizations: the World Intellectual Property Organization (WIPO), the Korean Intellectual
Property Office (KIPO), and the Korea Invention Promotion Association (KIPA). It was funded by
KIPO and created by KIPA, while WIPO provided manuscripts and quality assurance.

The idea for IP Panorama goes back to 2004, when KIPO participated in a WIPO forum on small
and medium enterprises (SMEs). After a presentation by KIPO and KIPA, the director of WIPO’s
SME division suggested the development of new e-learning content focusing on intellectual
property for SMEs. This resulted in the creation of the first prototype module of IP Panorama.

After the success of module one, a total of ten modules were created from 2005 to 2006. The
official launching of IP Panorama was held in the 2007 WIPO General Assembly. Since then,
three more modules have been added, making a total of thirteen. IP Panorama’s method of
IP Panorama education has been widely successful throughout the world, as demonstrated by the

The World Intellectual Property Organization (WIPO) , the Korean Intellectual
Property Office (KIPO) and the Korea Invention Promotion Association (KIPA)
jointly developed over a four-year period (2005 to 2008) 12 modules of the IP
PANORAMA multimedia toolkit in English. The popularity of the contents
necessitated the creation of an additional module, bringing the total to 13.

Background:

The course, Intellectual Property Management, focuses on intellectual property from the perspective of
‘why’ and ‘how’ for participants who have already covered the basics of ‘what’ Intellectual Property is. In
the first three modules, it teaches about the economic significance of IP. Using management examples
and established industry methodologies, it elaborates on IP asset identification, IP incubation, IP
commercialization, IP valuation, and IP taxation. In the last three modules it offers an in-depth look at
commercial activities in the digital area by looking at e-commerce and IP, digital management of creative
works, and the strategic management of IP.
