IV.

Problem Presented:

CICL, Ronie M. Pancho Jr. was charged guilty for committing the offense for Violation
of Sec. 11 of Art. II of R.A 9165 and presently under the custody of Pag-asa Youth Home
Center, Santiago, Iligan City while the status of his case sentence is suspended and per court
order he was referred for rehabilitation at Regional Rehabilitation Center for Youth.

V. Background Information:
A. The Child

CICL Ronie M. Pancho Jr. was 17 years old when he allegedly committed the offense for
Violation of Sec. 11 of Art. II of R.A 9165 due to the influence of his friend.

Ronie is physically healthy and is also emotionally stable. He is also sociable where he
could easily get along with other CICL in-house and staff here in center. He is also very vocal
about what he feels and he think. Ronie is capable of thinking of what is right and wrong. He
finished his high school at St. Therese Academy, during his high school days CICL Ronie used
to transfer from one school to another. His performance in school is not good, according to
Ronie, his grades where just enough for him to pass his subjects.

After finishing his high school, Ronie started to engage in using and selling prohibited
drugs. He also go home late at night or sometimes early in the morning. He also exposed in
different types of vices such as drinking, smoking and using prohibited drugs. Ronie value his
family very much, he doesn’t want to see her mother cry for it breaks his heart.

If ever he will release in the near future, he wanted to enrol in college if given a chance or
will enrol in TESDA to take up welding. He wanted he he wanted to continue and finish his
studies. According to the child it was the first time that he had committed an offense.

B. The Child’s Family

CICL, Ronie Pancho is the eldest son of Mr. Ronie Pancho Sr. and Rosita Maglangit. His
parents are not married but they raise their children in proper way. He have one younger sibling
named Rona Mae Pancho who is currently a currently a Grade- 8 student. His father works as a
construction worker who earns 380 pesos per day as his father income is merely enough for the
needs of the family his mother opted to work as a housekeeper who earns 2,500 pesos per month.
Even though that the income of the family is only enough to the daily needs and school needs,
Ronie’s parent able to give the needs and even the luxury of the two. Despite that Ronie is a hard
headed son his parents strive hard enable for him to finish his studies for his parents value
education so much for they believe that it is the only way for them to land a good paying job.

Ronie parents never ever lay a hand towards them. That despite their parents are not
legally married, they were showered by loved by their parents. He was only influenced by his
peers and it is because of his curiosity why he had done those things. His mother and father give
him supports and pray for his safety always while he was away from home.

C. The Child Community:

CICL Ronie dwells in Prk. Baybay Camague, Iligan City. According to the child their
place is a slum area where Christian and meranao dwells together. Presences of bystander are
also prevalent where drinking spree is also common to those bystanders. The minor also said that
illegal drug users and pushers are also present and is rampant to the community.

His community also has social services structures such as sports gym, Barangay hall,
health center, Palm Court, a beach resort where most of teenager goes to unwind, a chapel and
Day Care Center. Barangay Child Protection Center and some youth association are also present
in the Barangay and it is functioning well.

VI. Assessment (Assessment of Discernment)

The child was charged guilty for VIOLATION ON SEC. 11 OF Article IIr.a 9165 or
otherwise known as the comprehensive dangerous act of 2002 whereas the court judgement is
hereby rendered that Ronie Pancho y Maglangit a.k.a “TATA” guilty beyond reasonable doubt
for illegally possessing shabu. Since the Ronie Jr. was a minor at the time of the commission of
the offenses, he is hereby placed under suspended sentence. However for the best interest and
welfare of the said CICL, he is hereby committed to the DSWD Regional Rehabilitation Center
for Youth at Cahulugan Gingoog City.

The minor is a loving son towards his mother and sister. It was believed that the child has
still a chance to change and improve himself. He was currently in Pag-asa Youth Holding
Center- CSWD- CICL Center for temporary shelter. The child still has a hope that he could
change himself and he can still reach his dreams and aspiration in the near future.

VII. Evaluation and Recommendation

Based on the assessment, Ronie M. Pancho Jr. was charge guilty for violating the
Comprehensive Dangerous Drug Act of 2002 particularly the sec. 11 Art. II of Ra 9165 and for
the best welfare and interest of the CICL, and per advice based on the court decision, the
undersigned highly recommend, CICL Ronie M. Pancho Jr to be committed to DSWD Regional
Rehabilitation Center for Youth, Field Office 10, Cahulogan, Gingoog City for rehabilitation
while the sentence for his case is still suspended.
