The meeting was called to order at 5:30 P.M. in the Conference Room, Lansing Police
Department North Precinct, Lansing, Michigan.
APPROVAL OF AGENDA:
Mr. Reeves inform the Board that the City Clerk's Office had received an Affidavit of Disclosure
submitted by Amanda Priebe of the Lansing Police Department.
Moved by Ms. Doyle to approve the agenda with the inclusion of the Affidavit of Disclosure
submitted by Amanda Priebe of the Lansing Police Department.

Moved by Mr. Folkers to approve the minutes of July 13, 2010 as submitted.

The Board reviewed the Affidavit of Disclosure and found no issues to further debate or discuss,
other than Mr. Priebe's understanding of Conflict of Interest.
Moved by Mr. Bicy to receive and place on file the Affidavit of Disclosure and send a letter stating
no further action needed, but to include a definition of Conflict of Interest.

Ms. Grettenberger determined that the meeting scheduled for October 12, 2010 would be
canceled due to a lack of quorum due to the unavailability of Mr. Thorp, Ms. Gardner and herself.

Ms. Grettenberger stated that a meeting on this item was scheduled for later in the week.
RE: Budget Transfer- Grant from the Office on Violence Against Women
to the Ingham County Prosecutor's Office for the Domestic Assualt Response Team

EXPLANATION: The Office on Violence Against Women, US Department of Justice, awarded to the Ingham County
Prosecutor's Office a two-year grant (10/01/10 - 9/30/12) to address the issues of domestic violence as serious violations of
criminal law. Encourages arrest policies in Intimate Partners Violence-type cases. USDOJ award # 2010-WE-AX-0024.
EXPLANATION: The Ingham County Prosecutor's Office administers the Domestic Assault Response Team (DART)
under terms of federal law and the grant. Probation officers are a critical part of the approach which encourages arrest
policies and other law enforcement actions to combat the problem of domestic abuse. The County contracted with the
District Court 54-A for the 100%-reimbursed hire of a fulltime special probation officer (full salary and partial-pay benefits).
The project period and county contract with the court are effective from October 1, 2010 to September 30, 2012.
The proposed transfer x has not resulted from or will not result in a material change in scope of services.

EXPLANATION: The Justice Assistance Grant 2010 (regular JAG 2010) was awarded by the US Department of Justice,
Bureau of Justice Assistance, Office of Justice Programs in August 2010 (Project 2010-DJ-BX-0981). The total 100%
federal grant award (zero local match) amounts to $156,836, to be shared $142,841 Lansing Police Department (LPD) and
$13,995 Ingham County Sheriff Department. The multi-year project period is four years, 10/01/09 to 9/30/2013.
EXPLANATION: The federal JAG grant program is a continuing (annually-renewing), broad-reaching criminal justice and
law enforcement program for state, tribe, and local governments. The program is designed to foster cooperation among
local law enforcement agencies with common or closely-linked areas of jurisdiction and shared interests.
The grant provides LPD with resources for a performance CSI camera and several field investigation cameras ($14,000),
the DIVE recovery program ($10,000), the video communications transition from DSL to fiber optics ($14,000), a third
access site equipped with a patrol server (this one in City Hall basement - $12,000), network email software enhancement
($7,500), the completion of the impound vehicle evidence storage facility ($ 74,351), and computers, a TRV hydraulic lift
device, an internal-PSU tracking system, and K9 bite sleeves ($11,000 various). The grant also provides resources for
evidence equipment, sup. s, and materials for the Ingham County Sheriff Department.

EXPLANATION: Victims of Crime Act (VOCA) grant revenues from the US Department of Justice through the state Crime
Victims Services Commission are awarded to the Capital Area Response Effort (CARE) program to support and counsel
victims of domestic violence. Federal grant funds of $125,204 (80%) will continue the contract wage and fringe benefit costs
of a Coordinator, Followup Coordinator, and Support Advocate, and related supplies and operating expenses. There is no
cash match required from the City of Lansing. Additional volunteer work coordinated through the EVE, Inc crisis center is
treated as "soft match" local funds and, together with donated city supplies, is valued at $31,301 (20%). Total award valued
at 156,505. Federal grant project CVA#20457-14V09. Federal grant award #2009-VA-GX-0078.
EXPLANATION: Total renewal funding for the Police Department VOCA-CARE project grant is valued at $156,505,
including soft match contributions of city supplies and volunteers for response teams. The grant period extends from
October 1, 2010 to September 30, 2011.

Old Town Dickens Village Budget & Funding Sources 2010
Old Town Dickens Village is a free, family-friendly, all-welcoming event to kick off the holiday season in Old
Town. Participants will be treated to music, horse and carriage rides, puppet . shows, coloring, Scrooge the
Musical, face painting, and much more. For the event's third year we have made it one day only with many
free events for participants.

Enclosed are two items that I want you to put on next week's City Council agenda, so they will become a part
of the public record. The first document is a copy of a Freedom of Information request for a detailed list of all
City Council Committee of the Whole meetings scheduled from May 18 through October 31, 2010. Please note
that I have also requested information regarding all cancelled Committee of the Whole meetings during the
aforementioned time period, as well as the attendance records of each Council member for all the Committee
of the Whole meetings that actually occurred from May 18 through October 31, 2010.
The second document is a copy of a FOIA request for a detailed report of the total dollars spent by the City of
Lansing on goods and services with breakdowns by ethnicity, gender and business residence for the fiscal year
which ended on June 30, 2010.

Pursuant to the state open records law, Mich. Stat. Ann. Secs. 15.231 to 15.246, I hereby formally request access to and
copies of the records or list of City Council Committee of the Whole meetings for the period of May 18 through October
31, 2010. Not only do I want a list of all these Council Committee of the Whole meetings, but I also need documentation
of all cancelled Committee of the Whole meetings during the aforementioned time period and the attendance records
of each council member for all the Committee of the Whole meetings that I am requesting. As provided by the open
records law, I expect a response within five (5) business days. If you choose to deny this request, please provide a
written explanation for the denial, including a reference to the specific statutory exemption(s) upon which you rely.
Also, please provide all segregable portions of otherwise exempt material.
Furthermore, I agree to pay any reasonable copying and postage fees of not more than $100.00. If the cost would be
greater than this amount, please notify me. Also, provide a receipt indicating the charges for each document.
Be advised that I am also prepared to pursue whatever legal remedy necessary to obtain access to the requested records
and information. I would note that the willful violation of the open records law can result in a fine of up to $500.00 and
the award of actual and compensatory damages, reasonable attorney fees, costs and disbursements.
