SPECIAL SERVICES FOR CONSTRUCTION PROJECTS

Special Services
Special services required during the study, design, construction, and operation phases of
a construction project may include investigations, reports, and activities beyond the scope of the
basic services. These services, many of which are also listed earlier in this chapter under the
category “Consultations, Investigations, and Studies,” relate to feasibility, scope, and location of
the project. The research, compilation of engineering data, and acquisition of property may
involve professional specialists in engineering and other fields.
Special services that may be provided by the constant, or negotiated with other firms or sub
consultants by the consultant acting on behalf of the client, include the following:

 Test borings, sampling and analysis, and recommendations


 Special studies, tests, and process
 Land surveys, establishment of boundaries and monuments, preparation of easement
descriptions, and related computations and drawings.
 Engineering and topographic surveys for design and construction
 Mill, shop, or laboratory inspections of the materials and equipment.
 Extra travel and subsistence as defined by the agreement for engineering services
 Redesign to reflect changes requested by the client or necessitated by the client’s
acceptance of substitutions proposed by the contractor.
 Assistance to the client as an expert witness in litigation in connection with the project or
in hearings before approving and regulatory agencies.
 Preparation of detailed applications and supporting documents for government grants or
advances for public works projects.
 Plotting, computing, and filing subdivision plats staking lots, and other land planning and
partitioning activities.
Construction Projects
Professional engineering services are required for each of the six typical phases of a construction
project. Ideally, for consistency and efficiency, all services should be provided by the same
consultant, although at times services in various phases can be furnished by different consultants
or by the client.
The six standard phases of a construction project and the engineering services needed for each are
as follows:

1. Study and Report Phase analysis of client


needs, evaluation of alternatives and
recommendations of a preferred option,
conceptual design, conceptual opinions of
probable construction cost

2. Preliminary Design Phase preparation of final


design criteria, preliminary drawings, outline
specifications, and preliminary estimate of
construction cost

3. Final Design Phase preparation of construction


drawings, specifications, estimates of probable
construction cost, and other contract documents

4. Bidding or Negotiating Phase assistance to the


client with the bidding or negotiating process for
construction of the project

5. Construction Phase representation of the client


during construction and inspection of construction.
6. Operation Phase assistance to the client in
startup and operation of the project, including
periodic inspections

Special Services Provided by Engineering Consultants

Special engineering services are needed in almost all phases of project design and
construction. Studies, reports, and tasks beyond the essential engineering services which are
discussed in the above sections.

Special engineering services include special structural examination of building construction or


existing structure, special tests, investigation and established of design requirements,
geotechnical engineering services involving sampling and boring tests, analysis and
recommendation, engineering and topographic surveying required for design and construction
and revising the work of other consultants to specify whether the proposed solution is viable or
not.

Added to that, perform redesign for the project when needed and conduct extra investigation to
realize specific conditions which may arise during construction process.
Certain non-routine services may be requested by a department or
office. These services are normally charged to the department requesting
the service.

Painting

Exterior and common area interior painting is scheduled on a routine basis and also as
needed. Every effort is made to program exterior painting frequently enough to avoid the
deterioration of facilities. Interior painting schedules are generally determined by the availability
of funds. Non-routine and departmental painting must be funded by the requestor.

Renovations and Improvements

The Facilities Management Department plans and carries out renovation, alteration, and
improvement of the University’s academic, research, residential, and support facilities as needed
to accommodate new or changed programs. Such work is normally funded by the requesting
organization.

Most renovations of limited scope, are assigned to in-house employees. Construction or


renovation work exceeding $5,000 however, is usually performed by contract.

Desired renovation work should be described in detail on-line and submitted to the Work
Management Center for your location. To facilitate the requestor’s budget planning, the Facilities
Management Department can develop an estimated budget. The Design and Construction
Department will provide a preliminary scope of a project, with estimated costs for work of greater
magnitude.

Work by Contract

Construction, repair, and renovation work may be performed by contract. All minor work by
contract is administered and inspected by a project manager or small projects manager. All major
and project contract work is inspected and administered by the Design and Construction
Department. Construction management costs are billed to the project.
