NOTIFICATION

In exercise of the powers conferred under Section 4(i)(b) of the Right to


Information Act, 2005 (Central Act No.22 of 2005), the detailed information relating
to the Department of Health and Family Welfare is published, as here under, for the
information of General public.

The following Departments are under the Administrative control of Health &
Family Welfare Department.

1. Department of Health & Family Welfare Services.


2. Ayush Department.
3. Drugs Control Department.

The Department of Health and Family Welfare is functioning with the


following Sections.

1. Services I, II & III.


2. Health & General.
3. Cadre and Review & Family Welfare Sections.
4. Indian System of Medicine, R&I & Co-ordination.
5. Internal Financial Adviser.
6. Legal Cell.

The Organization chart of the Department is shown at Annexure-I

FUNCTIONS AND DUTIES:

The functions and duties of all the above sections are mentioned below:

SERVICES WING:

a) Services- Section-1

(a) Appointment of General duty medical officers and equalent posts.


(b) Service matters relating to General Duty Medical Officers and
Specialists/Dental Health Officers.
(c) Seniority list of General Duty Medical Officers/Specialists/Dental
Health Officers.
(d) Post Graduation of In-service Doctors (General Duty Medical
Officers/Dental Health Officers).
(e) Absorption of Doctors (General Duty Medical Officers/Dental
Health Officers) appointed on contract basis.
(f) Transfer deputation and all other service matters of the above
cadres.
(g) Court Cases relating to Medical Officers.

INDIAN SYSTEM OF MEDICINE WING (AYUSH WING)

(a) Section – IMD:

1. Service matters pertains to Group-A & B Officers of ISM&H


(AYUSH Dept) &Drugs Control Department.
2. Establishment of Ayurveda, Unani, and Homeopathy Hospitals and
colleges.
3. Establishment of Government Pharmacy College, Bangalore and
Pharmacy Colleges.
4. Grant in aid to Autonomous institutions like Jayadeva Institute of
Cardiology, Kidwai, and Indira Gandhi Child Health.

(b) Section – Receipts and Issue Section:

1. Receiving Tappals and other Receipts relating to Health and


Family Welfare Department, Medical Education and marking them
to the concerned section and sending tappals and communication to
the other departments of Secretariat and despatch of tappals by post
through G.D.
2. Service matters relating to staff of Health and Family Welfare
Secretariat.
3. Conduct of Staff Meeting/MMR Meeting
4. Supply of Stationary to all sections of Health & Family Welfare
Departments.
5. All Co-ordination matters.

II) The Powers and duties attended to the officers and employees of this
department are indicated below in accordance with Secretariat Manual and
other orders issued by the competent authorities from time to time:

1 Dalayat To keep the office neat and tidy. To deliver the files /
tappals to other sections/ departments as per the
instructions contained in the Secretariat Manual of Office
Procedure.

2 Junior Assistant He is in charge of the work of diarising the receipts and


taking of movements of files distribution of receipts/ files
in the concerned Section and any other work to be
entrusted to him by the Higher Officers.
3 Typist In charge of the typing work in the Section.
4 Case Workers To attend receipts, files and other duties attached to the
(Sr. Asst/Asst) post as per the procedure laid down in the Secretariat
Manual.
5 P.A./Stenographer In charge of tappals / files received at the stage of Under
Secretary/ Section Officer. Typing and Stenography work
entrusted by Under Secretary/ Section Officer. Taking
dictation, receiving tappals / files from the Secretary,
Deputy Secretary. Any work to be entrusted to them by
the superior officers in case of urgency.
6 Section Officer He is the Custodian of the Section and responsibilities lies
on him with regard to dealing, submitting scrutinising of
all files and receipts submitted by the case workers. Apart
from this, his duty is to supervise the movement of
officials and monitoring of the files.
7 Account He is working in IFA and to attend files pertaining to
Superintendent Audit paras, C & A G, Inspection Reports, PAC reports
etc.

8 Finance Officer He is discharging the duties of Budget work and any other
work to be given by the higher officers.

9 Under Secretary Branch Officer in charge of the whole Sections. Scrutiny
of files submitted by the Section Officer. Issuing
Government Order/letters/ Circulars/Notifications etc., on
behalf of the Government. He is the supervising authority.
10 Deputy Secretary To discharge the duties of financial matters in accordance
& IFA. with the Orders, Circulars etc., issued by finance
department. Opinion on the files to be given submitted by
the sections of Health Department.
11 Deputy Secretary Senior officer in charge of Ayush, Drugs Control
Department and R&I Section &Co-ordination wing. He is
looking after overall administration and supervision of the
Sections attached to him. Other responsibilities if any,
will have to be discharged as per the orders/instructions of
Secretary.
12 Head of Legal Offering views in all Court cases of the Department
Cell
13 Joint Secretary He is looking after overall administration and supervision
of the sections attached to him. Other responsibilities if
any, will have to be discharged as per the
orders/instruction of Secretary.
14 Secretary Head of the organisation and acts in his capacity as Head
of the Department.

III) The Procedure followed in the decision making process, including channels
of supervision and accountability.

The procedure followed in the decision making process is indicated as


follows:

Case Worker The responsibility has been fixed on the allotted work.
He has to discharge duties in accordance with the rules
specified in the Secretariat Manual.
Section Officer He has to superwise the whole section. The files
submitted by the case worker will have to be scrutinized
and to submit the same to the higher authority.
Under Secretary Each subject has to be dealt very carefully and to suggest
course of action as per the rules, Acts, etc., made there
under.
Deputy Secretary & IFA. To discharge the duties of financial matters in
accordance with the Orders, Circulars etc., issued by
finance department. Opinion on files to be given
submitted by the Sections.
Deputy Secretary He has to oversee the files and carefully submit with
course of action to be taken by the Secretary. More
responsibility is attached while taking the decision on all
matters of day-today administration.
Joint Secretary He has to oversee the files and carefully submit them
with course of action to be taken by the Secretary. More
responsibility is attached while taking the decision on all

Secretary Decision taking authority. Entire Department has to
function under the aid and advice on all matters.

IV) The norms set by it for the discharge of its functions:-

The norms set by the department for the discharge its functions are indicated
as follows:
