What is Beti Bachao, Beti Padhao Abhiyan?

Beti Bachao Beti Padhao (BBBP) was launched by the Prime Minister on 22nd January, 2015 at Panipat,
Haryana. BBBP addresses the declining Child Sex Ratio (CSR) and related issues of women empowerment
over a life-cycle continuum. It is a tri-ministerial effort of Ministries of Women and Child Development,
Health & Family Welfare and Human Resource Development.

The key elements of the scheme include Enforcement of PC & PNDT Act, nation-wide awareness and
advocacy campaign and multi-sectoral action in select 100 districts (low on CSR) in the first phase. There
is a strong emphasis on mindset change through training, sensitization, awareness raising and community
mobilization on ground.

The NDA Government is trying to bring about a transformational shift in the way our society looks at the
girl child. PM Modi in his Mann Ki Baat lauded the Sarpanch from Bibipur in Haryana who started a
‘Selfie With Daughter’ initiative. PM also urged people to share their selfies with daughters and it soon
became a world-wide hit. People from across India and the world shared their selfies with daughters and
this became a proud occasion for all those who have daughters.

Why is it required?

The trend of decline in the Child Sex Ratio (CSR), defined as number of girls per 1000 of boys between 0-
6 years of age, has been unabated since 1961. The decline from 945 in 1991 to 927 in 2001 and further to
918 in 2011 is alarming. The decline in the CSR is a major indicator of women disempowerment. CSR
reflects both, pre-birth discrimination manifested through gender biased sex selection, and post birth
discrimination against girls. Social construct discriminating against girls on the one hand, easy availability,
affordability and subsequent misuse of diagnostic tools on the other hand, have been critical in increasing
Sex Selective Elimination of girls leading to low Child Sex Ratio. Since coordinated and convergent
efforts are needed to ensure survival, protection and empowerment of the girl child, Government has
announced Beti Bachao Beti Padhao initiative. This is being implemented through a national campaign and
focussed multi sectoral action in 100 selected districts low in CSR, covering all States and UTs. This is a
joint initiative of Ministry of Women and Child Development, Ministry of Health and Family Welfare and
Ministry of Human Resource Development.

The objectives of this initiative are:

 Prevention of gender biased sex selective elimination


 Ensuring survival & protection of the girl child
 Ensuring education and participation of the girl child
The inittaive and second principle of John Rawls

Difference Principle: Social and economic inequalities should be arranged so that they are both (a) to the
greatest benefit of the least advantaged persons, and (b) attached to offices and positions open to all under
conditions of equality of opportunity. is also quite egalitarian, since it distributes opportunities to be
considered for offices and positions in an equal manner. It is not egalitarian but makes benefit for some
(those with greater talents, training, etc.) proportionate to their contribution toward benefiting the least
advantaged persons. It is obviously echoes, without exactly duplicating, libertarianism in its commitment
to extensive liberties.

The girl child is considered as a sin in India in the contemporary times. People use to kill the girl child at
the time of birth itself. The girl child was being discriminated from the very time of birth as they were not
being allowed to go outside from the homes, they were not allow to pursue education. They used to get
married at the age of 10-12 years only without their consent and there were many such discriminatory
forms being prevailed in the Indian society. Even after the abolition of Sati, the last sati happened in 2004.
All these shows that a particular gender was being discriminated and there is a need of policies for their
benefit. Even constitutional fundamental right mentions that the state should make the laws for welfare of
women.

Conclusion

Therefore, making such policy as Beti Bachao Beti Abhiyan would definitely be a welfare policy for the
community who are least advantaged and they did not get any equal opportunity. Such policy would make
benefit for some proportionate to make them at par to other gender people who were considered as
advantaged in the society.
