Scope of Work
1. General
Seplat Petroleum Development Company Plc plans to lower the 14” outlet suction nozzles from the current 2.493m
to 0.75m on the Amukpe LTF produced water surge tanks 1 and 2. This is aimed at increasing the haulage capacity
of the tanks, effective settling and skimming of free oil dissolved in the produced water prior to disposal to
respective candidate disposal wells. The existing Seplat 2nos produced water surge tanks were designed and
constructed to API 650 specification.
The tender shall comprise of only technically qualified bidders that are experienced in aboveground tank works are
selected to participate in this process.
Due to the critical and sensitive nature of aboveground storage tanks, it is mandatory that the following specific
restrictions (in addition to general HSSE and confined space requirements) be strictly enforced before any work
activity is carried out on site.
Contractor shall possess a valid DPR permit for Special Category in Oil and Gas Fabrication works.
Contractor shall poses relevant DPR permit. ASME/API permit for tank repair, inspection or fabrication shall
be added advantage.
Contractor should have done similar jobs or worked on storage tanks in the last six years
Contractor shall have in its team, an API 653 authorized inspector, API 650 engineer or an experienced
storage tank design engineer. After the alteration works, contractor to recertify the tanks to confirm the
suitability of the tanks for service.
Contractor shall be conversant with torqueing sequence and specifications and shall possess appropriate
Torque wrenches and sets of matching sockets and extensions for torqueing of nut/bolts to specifications.
2. Detailed Scope of Work for Commercial Evaluation
It is expected that the bidders have appreciable level of experience with Oil and Gas construction activities and
terrains. The detailed scope of work for the commercial tender shall range from mobilization through work
execution to demobilization as detailed below:
1) MOBILISATION TO SITE
Mobilisation of equipment, tools and personnel including sustenance for the duration of work for the successful
execution of the required scope of work. Contractor shall be responsible for logistics, feeding, accommodation and
other basic amenities for her personnel throughout the duration of the project.
2) NOZZLE/PIPING DISCONNECTION AND RE‐INSTALLATION
Disconnection, unbolting and bolting up of the 14” outlet piping system on the existing tanks from the current
2.493m position, blinding off the 14” nozzle with a blind flange and re‐installation of the piping system at the new
0.75m position. This is to be achieved with the aid of standard scaffold and suitable lifting equipment.
3) OUTLET NOZZLE RELOCATION
Lowering of produced water surge tanks 1 and 2 outlet nozzles (N2) from the current 2.493m to 0.75m and blind
off the existing nozzle at 2.493m, including the welding of the required reinforcements, nozzle, flanges as specified
using certified welders for that purpose. The repair/modification organization shall be responsible for the
development/generation of the appropriate PQR and WPS for welding activities and qualification of welders to be
used on the project.
4) INSTALLATION OF NOZZLES AND VALVES
(a) Installation of sampling nozzles at various heights (2 meters apart) from suction to the high‐level position. The
nozzles should be accessible from the existing stairs and must not impede access and egress.
(b) Installation of valves on the new 4” nozzle at a height of 9m height from the bottom of the tanks and attached
a 3” drain pipe with appropriate supports to enable the skimming of residual oil from the surge tanks to the
drain tank.
(c) Installation of 3” valve on the discharge of the drain line at a 1.5m elevation.
5) HEALTH, SAFETY AND ENVIRONMENT/CONFINED SPACE REQUIREMENTS
Provision of safety/confined space work requirements, including isolation, blinding off, cleaning, flushing, provision
of breathing apparatus, oxygen and degassing of the tanks to get rid of residual hydrocarbon prior to
commencement of modification works. The tanks shall be confirmed safe and free of any trace of hydrocarbon
jointly by both Seplat and the contractor prior to commencement of hot work on the tanks.
6) PROCUREMENT OF MATERIALS
The tank repair/modification organization (contractor) shall be responsible for the procurement of ALL materials
required for the safe and successful execution of this task in accordance with the approved drawings. All
modification materials shall be in accordance with the original construction material specifications as contained in
the tanks’ as‐built drawings and shall be inspected and confirmed fit for purpose by Seplat QA/QC team prior to
usage.
7) RADIOGRAPHY/DPI/MPI
Carry out 100% Radiography/DPI/MPI examination of all welded joints on the tanks. Procedures for these NDE
methods are to be documented and all results/firms/reports to be submitted to Seplat
8) CORROSION PREVENTION
INTERNAL
• Abrasively blast surface to sa 2.5
• Apply 1st coat of epoxy primer red 6051 with 6 hours of surface preparation
• Apply 2nd coat of epoxy primer red 6051 after 24hours of application of first coat
• Apply 1st top coat of epoxy mio 6550 (intermediate coat)
• Apply final top coat of acrylic polyurethane 7750 (green ral6002)
EXTERNAL
• Abrasively blast surface to sa 2.5
• Apply 1st coat of epoxy primer red 6151 with 6 hours of surface preparation
• Apply 2nd coat of epoxy primer red 6151 after 24hours of application of first coat
• Apply 1st top coat of epoxy high build 6450 (intermediate coat)
• Apply final top coat of acrylic polyurethane 7750 (green ral6002)
(8) TANK BOTTOM PLATE INSPECTION
Carry out internal inspection of the tanks’ bottom plates, annular plates and first course shells with the aid of
appropriate equipment to ascertain the current integrity. Record and report every finding (both significant and
minor findings). Ultrasonic or magnetic flux technique shall be used to determine the remaining thickness of the
bottom plates and first course shells.
(9) HYDROSTATIC TESTING
On successful modification works on the tanks and NDE of welded joints, the modification/repair organization shall
carry out hydrostatic testing of the of the tanks to confirm its suitability for continuous use after the modification
works in accordance with API 653/650 requirements.
The tanks’ hydrostatic testing report need to be prepared by the manufacturer/contractor quality control team
and signed off by the Seplat and the contractor’s authorized inspector.
(10) DEMOBILISATION
Demobilisation of equipment and personnel from site on successful completion of the project, including site clean‐
up, site re‐instatement and submission of close out report.
Conditions for Award of Contract
The Contract shall be awarded to the contractor with the most commercially reasonable and viable quotes.
