duration mentioned in the Work Requistion is 04 months. But as per the site condition
Scaffolding is required approximately 3.5 km, therefore it’s not possible to erect the
scaffolding laying of pipe ,testing and commissioning.

The first kick of meeting happened on 15th Jan2018 and it was concluded without work order
commencement date and the focal point from KNPC, during the meeting Engeering Dept
informed that they will arrange for another meeting in order to finalize certain issues.
KCCEC has called for the second Kick of Meeting on 28th Jan-2018 during this meeting also
unable to finalize the contract custodian by the Engeering Dept.So we are kindly requested
you to advice us the Custodian for Work Order # 40.

Sub.: Delay in submission of Work Propsal
Dear Sir,
With reference to the above mentioned subject, KCCEC has received the work
requestion on 2/7/2017 and submitted the RFQ for KNPC approval through
KCCEC letter ref.no.KCC/KNPC/CB-CPD-2066/W40/L-245 dated 10/7/2017
and received the approval for RFQ through KNPC letter ref.no. KNPC/KCC/
CB-CPD-2066-F-17-0296 dated on 9/8/2017. Based on the approval KCCEC
has floated enquiries to the vendors for the supply of
a) CS Pipes & Fittings

b) Instrument Signal Cable
c) Supply & Installation of Control Calve
d) Supply & Installation of Electroic pressure transmission
After the joint site visit by the vendors along with KCCEC and KNPC vendors
provided the quotation for CS Pipes & Fittings on 25/8/2017, 27/8/2017 &
30/8/2017/ Pressure transmitter on 10/9/2017, 28/9/2017 & 29/8/2017 &
28/8/2017/ Control Valves on 7/9/2017, 29/8/2017.
Please find the attached quotation for your reference.The drawings received
along with the work requistions are not clear.The same has been informed to
the end user but clear copy of drawings received almost one month later from
the end user it was affecting the scaffolding calculation. Moreover, KCCEC has
to prepare breakup for scaffolding
for a length of 3.8 km, it is spread all over the MAA refinery due to which there
is a delay in proposal submission.
After review of these quotations received from vendors KCCEC was able to
submit the work proposal on 12/9/2017.

21/02/2018, KCCEC would like to follow up the request for Isometric drawing and
laydown area.
Work order has been awarded to KCCEC on 2/01/2018 and Kick off meeting was
conducted on 15/01/2018. During the meeting KCCEC has requested for the laydown
area for storing the pipe materials and to carry out necessary fabrication activities but
till date KNPC has not allotted any area. Hence, KCCEC is unable to carry out any
pre-construction activities
Further, please be informed that KNPC Engineering Dept. informed that once the work
order has placed Isometric drawings will be provided to start the fabrication works,
but drawings are not yet provided.
Therefore, in order to expedite the site activities, you are kindly rtequested to take

KCCEC would like to advise as following: -
1) We conducted three kick of meeting at MAA as following:-
1.1) On 15th Jan-2018 and 28th Jan-2018 at MAA admin with engineering &
services.
1.2) On 02nd April-2018 at IOB with End User Maintainence Zone -1

2) Our area on concern were same as following:-
2.1 ) Issuing work permit

KCCEC standby with PD, the executor is PD. From our past experience with
maintainence for Work orders [ 124 & 101], KCCEC will be executor and
training to be arranged along with IT access card.
2.2) Approved welders, blasters and painters.

We have approved staff by PD with valid identification cards and the same
will be used by maintenance and KCCEC doesn’t require to go again for
any qualifications same happen before for above mentioned order.We
request KNPC to arrange for above mentioned points piror to commencement
date as the same not considered in our time estimation.
3) Please be advised that delays occurred are not due to late submission of various
documents by KCCEC.In fact, KCCEC is awaiting response from KNPC for the
documents submitted.

With reference to the above mentioned subject and KNPC letter ref.no.MAA-MNZ1E-18-
190 dated 27th Nov’2018, we would like to inform you that initial stage we face delay in
approvals which didn’t enable us to start either welding nor painting.
Main reasons were but not limited to the following:
1. Approval of painting procedures, KCCEC submitted the procedure on 14/2/2018
and obtained approval from KNPC on 2/7/2018.
2. Approval of painters and blasters, KCCEC submitted list of previous approved
blasters and painter on 3/4/2018 with valid cards from PD, KNPC didn’t responded
us and once approaching I & C they request us to requalify the blasters and painters
via I & C division. KCCEC submitted CV’s on 10/9/18 and KNPC qualified the
blasters and painters on 28/10/2018.
3. Approval of welding procedure, KCCEC submitted WPS on 15/02/18 and KNPPC
rejected on 19/06/18, however it was earlier approved by I & C. KNPC forced us to
generate new WPS and KCCEC informed that there will be time & cost impact.
KCCEC submitted the new WPS on 26/9/18 and we received KNPC approval by
mail on 29/11/18.
4. Approval of MTC for piping material, KCCEC submitted material test certificate
to KNPC on 8/03/18 and KNPC obtained approval from KNPC on
4/7/18.Inspection of piping materials, KCCEC wrote to KNPC on 10/09/18 that
materials is available in Kuwait and arrange for inspection. KNPC inspected the
materials on 24/9/18.
In view of the above, there was delay beyond our limit and kindly find attached revised
schedule with completion date till……….

With reference to the above-mentioned subject and KNPC letter ref.no.MAA-MNZ1E-

18-190 dated 27th Nov’2018, we would like to inform you that at the initial stage of this
work order, M/s KCCEC had considerable delays in approvals which compelled us to
start neither welding nor painting though we placed purchase orders before
commencement date of work order.
Main reasons were but not limited to the following:
1. Approval of painting procedures, KCCEC submitted the procedure on 14/2/2018

and obtained approval from KNPC on 2/7/2018.
2. Approval of painters and blasters, KCCEC submitted list of previous approved

blasters and painter on 3/4/2018 with valid cards from PD, KNPC didn’t

materials on 24/9/18.
In view of the above, there was delay not attributed towards KCCEC and beyond our
limit. Therefore, please find attached revised schedule with completion date till 31-
Aug-2019 submitted for your review and acceptance.

With reference to the above-mentioned subject and KNPC letter ref no. KNPC/KCC/CB-CPD-
2066-F-19-0027 dated 24th Jan’2019, we would like to inform you that there is no delay, but
serious delay in execution due to but not limits to the following reasons which beyond KCCEC
limits: -
1) Approval of Painting Procedure: -

KCCEC submitted painting procedure on 14th Feb’2018 via our letter ref no. KCC/KNPC/CB-
CPD-2066/W40/L-003. KNPC approve it on 02nd July’2018 via KNPC letter ref no. MAA-
MNZ1E-18-083 after almost 05 months delay.
2) Approval of Blasters & Painters: -

KCCEC submitted list of approved blaster and painters on 03rd April’2018 via KCCEC letter
ref no. KCC/KNPC/CB-CPD-2066/W40/L-011 & no response from KNPC, in order to
expedite KCCEC approach MAA I & C department and they request us to approve the persons
from there department. KCEC submitted CV’s of blasters and painters on 10th Sept’2018 via
our letter ref no. KCC/KNPC/CB-CPD-2066/W40/L- 070 and KNPC quality them on 28th
Oct’2018, but till date they didn’t send us any official approval.
From the above KCCEC were not able to proceed for painting till 28th Oct’2018 which impact
the schedule with almost 07 months.
3) Approval of Welding Procedure: -
KCCEC submitted WPS on 15th Feb’2018 via our letter ref no. KCC/KNPC/CB-CPD-
2066/W40/L-005. KNPC rejected it on 29th May’2018 via KNPC letter ref no, MAA-MNZ1E-
18-056 (i.e. after delay 04
Months|), however the same WPS was earlier approved by MAA I & C department in work
order no. 124 Fourth Standby (CB-CSPD-2005/W124).
KNPC forces us to generate new WPS and we wrote to inform KNPC that the same will have
impact, please refer to our letters to PD ref no. KCC/KNPC/CB-CPD-2066-L-659 dated 15th
July’2018 and KCC/KNPC/CB-CPD-2066-L-664 dated 23rd July’2018.
KCCEC to expedite generated new WPS and submitted to KNPC on 27th Sept’2018 via our
letter ref no. KCC/KNPC/CB-CPD-2066/WO1-L-076 and KNPC approve it on 03rd dec’2018
via KNPC letter ref no. MAA-MNZ1E-18-198 (i.e. with delay 02 months).
From above KCCEC were not able to proceed for welding till 03rd Dec’2018, which impact
the schedule with almost 08 months.
4) Approval of MTC & Piping Materials Inspection: -
KCCEC submitted MTC for piping materials on 08th March’2018 via our letter ref no.
KCC/KNPC/CB-CPD-2066/WO1-L-008 and KNPC delay the reply till heat no’s changes and
materials no longer available with supplier.
We request KNPC to expedite approval on 07th May’2018 via our letter ref no.
KCC/KNPC/CB-CPD-2066/WO1-L-020.
Finally, after several submission KNPC approved materials on 16th July’2018 via KNPC letter
ref no, MAA-MNZ1E-18-099 which delay material delivery almost 03 months.
5) Delay in approval process:
We wrote to PD on 24th Oct’2018 via our letter ref no. KCC/KNPC/CB-CPD-2066/W40/L-
085 that we are facing delay in approval process for materials, process and drawings which
cause impact on the schedule.
6) Non-Issuing/Delay issuing Work Permit: -
We are facing delay in issuing work permits and few days reach to non-issuing the permit due
to E-permit, please ref to our letters ref no. KCC/KNPC/CB-CPD-2066/WO1-L-007,
KCC/KNPC/CB-CPD-2066/WO1-L-003, KCC/KNPC/CB-CPD-2066/WO1-L-0101.
We hope that we clear the picture for KNPC and KCCEC did & still doing efforts to complete
the work order.

Dear Sir,
With reference to above mentioned subject and KNPC letter ref no. MAA-MNZ1-19-0256
dated 21st Feb’2019, we would like to highlight that there is still continuous delay in
issuing
work permit by issuer reach to 03 hours delay. Attached sample copy of work permits on
th

Feb’2019 in which permits received at 09:05 Am and on 03rd March’2019 in which
permits
received at 08:10 Am.
This is really hammering our schedule and budget due to idle resources. We had extend
our
working hours by 03 hours till 05:00 PM, however it will not be useful as we are loosing
morning 03 hours due to delay issuing work permit and we will not able to support KNPC
and
mitigate the plan.
We would like to suggest KNPC do the following :
I. Option I :- Allowing manual permits instead of E- Permit.
II. Option II : As per new work pemit system, KNPC to deo the needful to pemit us for 06
days
instead of daily permits.

is recommended as they are lowest price with total amount 4056.285 KD and delivery period
04 weeks.
Please , also note that prices mentioned do not cover any third party inspection.

Sub.: Request for time Extension
Dear Sir,
With reference to the above-mentioned subject, we would like to inform you that there has been delays
in execution of work. Main reasons were but not limited to the following:
1. Approval of painting procedures, KCCEC submitted the procedure on 14/2/2018 and obtained
approval from KNPC on 2/7/2018.
2. Approval of painters and blasters, KCCEC submitted list of previous approved blasters and painter
on 3/4/2018 with valid cards from PD, KNPC didn’t responded us and once approaching I & C
they request us to requalify the blasters and painters via I & C division. KCCEC submitted CV’s
on 10/9/18 and KNPC qualified the blasters and painters on 28/10/2018.
3. Approval of welding procedure, KCCEC submitted WPS on 15/02/18 and KNPPC rejected on
19/06/18, however it was earlier approved by I & C. KNPC forced us to generate new WPS and
KCCEC informed that there will be time & cost impact. KCCEC submitted the new WPS on
26/9/18 and we received KNPC approval by mail on 29/11/18.
4. Approval of MTC for piping material, KCCEC submitted material test certificate to KNPC on
8/03/18 and KNPC obtained approval from KNPC on 4/7/18.Inspection of piping materials,
KCCEC wrote to KNPC on 10/09/18 that materials is available in Kuwait and arrange for
inspection. KNPC inspected the materials on 24/9/18.
5. Please find below the delays occurred in getting the minimum approvals for commencement
of
execution works.

Dear Sir,
We refer to your fax message ref. KNPC/KCC/CB-CPD-2066-F-19-0191 dated 30 Jul’2019 for the above
subject work order.
Kindly be informed that we faced some issues at site that were beyond the control of KCCEC. These issues
were brought to the attention of KNPC vide our letter ref.
1.KCC/KNPC/CB-CPD-2066-L-022 dated 09/05/2018
2.KCC/KNPC/CB-CPD2066-L-85 dated 24/10/2018,
4. KCC/KNPC/CB-CPD2066-L-99 dated 20/12/2019,
7.KCC/KNPC/CB-CPD2066-L-120 dated 09/04/2019
Issues can be summrised as following:
1. Delay in Approval of blasters, and painters: Prior to finalization of commencement date it was agreed
to utilize the earlier approved staff as the time required to qualify staff was not considered in the
proposal. However, Later KCCEC had to requalify the staff which had major time impact of 7
Months on schedule.
2. Delay in the approval process: late approvals for submitted documents such as Drawings for pressure
transmitter, & other materials WPS, Basting and painting procedures, ITP for piping, etc. which had
an impact of 8 months.
3. Delay in approval of WPS: As earlier approved WPS in other work orders were not accepted by
KNPC, KCCEC was compelled to generate new WPS which had considerable time impact of 8
months. KNPC was notified of this time impact well in advance which also had an impact on idle
manpower & resource time for mobilized welders.
4. Nonissuing/Delay in the issuance of work permits for daily works which were highlighted in letters /
progress meetings/Weekly meetings losing productive hours on daily basis.
5. Delay in approval of MTC & Piping Material which had an impact of 3 months.
We are continuing to face site hindrances such as the existing excavated road of length 30 mtrs. Etc. which
is obstructing our work front. Furthermore Shutdown dates for the units have not been provided so as to
ascertain the hydro test and tie-in works.

In view of the above, we enclose herewith the revised schedule for the available work front which is under
discussion with the End-user and is subject to confirmation of Shutdown dates.
