of death penalty
FOUR have already filed bills seeking the reimposition of
death penalty in the country. Senators Christopher Go,
Ronald dela Rosa and Manny Pacquiao, all allies of President
Rodrigo Duterte, target the drug war as the compelling reason.
The fourth, Senator Panfilo Lacson, pushes a lethal injection
for all heinous crimes.
De la Rosa, who is reportedly going to head of the Senate
committee on public order and dangerous drugs, is totally
convinced that death penalty is deterrent to crime. He insists
that death penalty will scare drug traffickers. In a press
conference, the said “When I was a director at the BuCor
(Bureau of Corrections), I asked those inside the New Bilibid
Prison and they admitted that they like the Philippines as a
dumping ground for Shabu because, we don’t have death
penalty here in the Philippines.” Arguing with those who
contend that death penalty is anti-poor, he insisted that

his version of the bill is directed only to the wealthy drug
traffickers. “There are no drug traffickers who are poor. These
are big-time traffickers,” he said.
The scare argument is a long shot. Volumes of studies have
arrived at a conclusion that fear of the death punishment does
not make sense. Because if it does, how come 30 thousand

war yet drug traffickers and users are not deterred a bit? If

Revisiting the problem of the pastoral care of the OFW1
(Part 1)

By Fr. Jaime B. Achacoso, J.C.D.

IN the past, we had defined the

problem we wish to address—
i.e., the pastoral care of the 5.5
million OFWs, unstably migrated in
areas of either a Catholic minority
or a thinly established Catholic
hierarchy. Typical of this mass of
OFWs are those in the Middle East
and certain countries of East and
Southeast Asia (e.g., Taiwan, Japan,
China, Singapore). Of late, my
attention has been called by a group
of Filipino priests—spread out in the
U.S., Rome and in the Philippines—
to the plight of the OFWs in dire need
of greater pastoral care than what
they are presently receiving from
the volunteer Filipino chaplains
and the undermanned particular
Churches (dioceses) in their areas of
deployment. Hence, we shall revisit
this problem now, focusing on the
possible structure for the adequate
pastoral care of OFWs.

A. The problem with the present

From the start, it is good to make
an important observation regarding
all the pastoral initiatives in favor
of the OFWs. It is simply that all of

each bishop was asked to send a
Quinquennial Report of the state of
his diocese to Rome.
Thus, each bishop was
prepared to share his own pastoral
experience and to raise questions
on any issue affecting his diocese.
In my case, as a bishop involved
in the promotion of Responsible
Parenthood through Natural Family
Planning over the past two decades,
first in Ipil Prelature and at present
in Cagayan de Oro Archdiocese, I was
interested to sound out the views of
Church leaders in the Vatican on this
program. In particular, I raised the
question of whether a diocese could
work with government agencies
in the promotion of NFP, even if
government policies focused more
on the provision of contraceptives.
At the Dicastery for Laity,
Family and Life, Cardinal Kevin
Farrell, Prefect, first pointed out
that we live in a pluralistic world
and need to dialogue with others.
“If we don’t have dialogue with
government,” he remarked, “we
cannot change their way of life.”
He was thus to my mind open to
what in the Philippines we would
call “critical collaboration” with
government.
In our audience with Pope
Francis towards the end of the
ad limina visit, I raised the same
question. In his conversational
style of speaking before all of us
bishops gathered around, the pope
first remarked that Catholic couples
need to know more about Natural
Family Planning. With regard to
working with government on this
program, he would counsel “political Pope Francis receives a revised copy of the Archdiocese of Cagayan De Oro’s Natural Family Planning training manual from Archbishop Antonio Ledesma during his Ad Limina visit at the Vatican June 7. VATICAN MEDIA

Christus Vivit:
Challenges of the youth
(A homily delivered by Most Rev. Pablo Virgilio David, Bishop of Kalookan, at a Novena mass held at Carmel on July 9, 2019)
Let me say, however, that not all young
people who struggle with all kinds of spirits
inside them are able to prevail, though. Some
of them get defeated.
Just two months ago, I felt deeply disturbed
when I saw the viral video of a 33-year old
good-looking and successful young man
named Seph Ubalde. He videotaped himself
sharing about his struggles with depression.
Towards the end of his story, he was crying
and drinking something, as if to be able to
swallow his misery. He ended his story by
saying, “That’s all, folks. See you on the other
side.” After doing that video and uploading
it on YouTube, he drowned himself in the
bathtub of his hotel room. During his wake,
his parents did not even know that their son’s
goodbye video was already going viral on FB.
Imagine how many young people today are
like that young man, living a very stressful life,
feeling alone and dejected. Some of them are
victims of trauma and abuse, others fall into
all forms of addiction, like alcohol, gambling,
pornography and drugs, in order to be able
to cope. They are not bad people; they are
suffering from mental health issues and are not
even aware of it. Good thing if, like the young
man we heard at our CBCP retreat, they could
find friends, family, or fellow young people
who could be there for them just in the nick
of time, to listen to them, to accompany them,
to help pull them out of the pit of depression.

Who doesn’t want peace and reconciliation?

By Fr. Shay Cullen

WHO doesn’t want peace, harmony,

and reconciliation in their lives, their
family, personal relationships, their
nation and the world? Only those
who can make personal gain from
chaos.
Jenny May (not her real name)
is 14 years of age and wants peace
above all. Without reconciliation
with her mother, she will continue
to suffer greatly. In the padded
therapy room, she unleashes her
pain, emotional hurt and deep
anguish. The anger at her mother
comes gushing out. For her abuser,
there is bitter hatred.
She howls, screams and punches
the cushions continually. Her
cries make me and the therapists
shiver with every moment of her
outpouring of pain. Our hair stands
on end with the shock of such naked
hatred being released like a volcanic
eruption. She throws herself against
the foam-padded wall in a violent
counter-attack against her rapist as
she relives those terrible times of
helplessness and fear.
