1 SCOPE AND PURPOSE


This document purpose is to summarize an action list and responsibilities of WSM
construction completion, PreCommissioning and Commissioning activities of Projects during
construction phase. Definition of each three above objective are necessary to describes to get
clear understanding of the completion stage will be performed by WSM and such a scope of
completion works to be handled by WSM completion teams during Fabrication and
construction phase of project.

For some other additional items of Completion, PreCommissioning and


Commissioning responsibility which are need to be performed as a Project requirements will
be considered and analyzed before starting to perform any completion activities.

4 RESPONSIBILITY
WSM will fully responsible for the Construction Completion including PreCOMM and
give an assistance for the Commissioning activities (if requested).

WSM has defined that the MC and PreComm are in a one part of Project Completion
activities, it means that PreComm and MC are in a single package of completion and the output
from those activities has to be compiled into one integrated filing system prior to
commissioning phase. All of Project Completion relevant dossier will be proper handover
before entering the next step of inspection stage. A Project Construction Completion activities
will be carried out by WSM dedicated Completion team which is responsible with the all
completion.

5 PROJECT CONSTRUCTION COMPLETION


Project Completion is a final stage of construction activities, all of the entire
completion objectives which are mandatory remains to be checked and realized will be
finalized by this activity. WSM Project Completion activities will be executed in parallel stage
of completion, which are Mechanical Completion and PreCommissioning as a validation stage.

Project Completion will be proper initiated at the beginning of project execution starts
to develope, all of the mandatory references such as AFC design and drawings, equipment
specification and installation guide have to be received to WSM by the project
company/vendor as soon as the project design is in a ‘Approved for construction’ status then
the completion scenario, methods and computer filing system called Project Completion Filing
centre will start to develop. As the output/report compiled centre, the Project Completion
Filing centre shall always up to date and consist with all relevant information such as status
and progress of the WSM construction work. This documentation activities will be carried out
by the Project Completion Team clerks in accordance to the inspection report of construction
completion activities as follows:

5.1 Mechanical Completion (MC)


Mechanical completion is an inspection process which confirm that all construction
and equipment installation of a set/single system/subsystem such as structural
assembly/block and lifting lugs, mechanical equipment, piping, instrumentation, electrical and
telecom and any other equipment’s which initiated as a ‘Tag Items’ are physically completed
in accordance to the approved project design and drawings, project/vendor specifications,
before performing any kind of test and trial running as project requirements. MC will also
verify that all system/subsystem have been proper realized.

The complete list of all systems/sub-systems and ‘tag items’ will be registered and use
as the inputation of completion items list, together with their relevan technical information
attached so it can be clear initiated in order to prevent a mistake of initiating and tracking for
every single tag items. Mechanical completion inspection will start when the facility defined
in the approval scope, construction works progress approaching at minimum 90%.

In case of damages or malfunctions of equipment, lack of documentation or


discrepancies respect to the base drawings or specifications found during inspection a “Punch
List” will be issued. The Punch List helps to define which actions should be taken to achieve
the “on scheduled” of completion. All completion report activity and status will be compiled
into a Project completion filing centre which will act as a completion status tracking and
dossier preparation for a final handover documentation. There are several associated form
which will be filled up in a Mechanical Completion activities as follows :

5.1.1 Punch List


One of the project completion objective aims is to accelerate the completeness, this
form will be filledup with the remaining job to be done, issues and all discrepancies to get
more easy to identify thecorrective action to be performed and duration/dateline of job
finalization

There are two type of completion items which will categorized in a punch list
preparation as follows,

1. Type A, for an items to be tested and closed before MC certification (Critical items).

2. Type B, for an items which can be tested and closed after MC certification (Non
Critical items).

5.1.2 Mechanical Completion Certificate (MCC).


MC certificate is one of completion documentation, it will be awarded to a each
system/subsystems for the completion of installation, this forms will officially confirm that the
intended system/subsystem are ready for the next step of inspection.

5.2 PreCommissioning (PreCOMM)


PreComm is a stage of verification for the project equipment’s focus on final
installation checking and functional validation of a system/subsystem in accordance to the
project/vendor specification. PreComm practically performing a functional test through a
system/subsystem component to ensure the continuity, operability and ability to withstand
the operating load. PreComm shall refer to the project vendor Site Acceptance Testing and the
associated punchlist as a guideline will be updated as per test conduct by the completion team.

WSM has defined that PreComm is a part of Project Completion. The goal is to verify
and validate a mechanical completion through the “check sheet” achieve the correctness and
all necessary testing objectives has been performed. WSM will implement such a relevant test
package and final check of functionality (without energy) for all equipment and loop. It also
ensure that a all system/subsystem is ready to be started up by performing a necessary final
checking through all equipment and system loop such as oiling and lubricant, piping valve
movement, belt transmission alignment, electrical panel, instrument calibration and so on.

As result there will be a PreComm check sheets and test reports complied in a Project
Completion Filing centre as a verification document and MCC attachment to determine that
all checked and tested system/subsystem are in a state of readiness for final commissioning.

There are several activities which need to be performed for the checking and testing :

5.2.1 Electrical Installation


The inspection, check and tests will be carried out at the appropriate time both during
and after the installation or erection of the electrical facilities refer to Project documents and
WSM work Instruction document no. WSM-EI-01 Electrical Installation MC Procedure.

5.2.2 Piping Work Test Pack


Before closing the loop of fluids networking system, WSM will perform such a
validation inspection and testing to conform that all single equipment implemented are well
function as per Project design and specification, refer to Project documents and WSM work
Instruction document no. WSM-EI-01 Electrical Installation MC Procedure.

5.2.3 Equipment Package


The Vendor recommendations will be followed for Mechanical Completion of
Equipment Package and the MC Punchlist are usually included in Vendor Site Acceptance Test
(SAT) procedure.

6 COMMISSIONING (COMM)
WSM has defined that Commissioning activity is the testing activities under the
system/subsystem power has shutted on. This activity will verify the functionality of all
installed equipment and instrumentation (with all completion reports as reference) and
ensuring that all loop of system and subsystem are well closed and installed, proper calibrated
and ready for operation.
