Challenges before online challan system

Road safety is an important agenda for the developing countries and the situation
has become worsened particularly in Pakistan. Most of the accidents are resulting
due to the traffic rules violation in Pakistan. The purpose of this study is to
explore the factors that may helpful in the controlling of traffic rules violation and
mitigation of road traffic accidents in Pakistan. It is an unfortunate fact that two
major issues including health and safety are not given as much importance as the
issue perseveres. In this context road safety is also another important agenda for
the developing countries and the situation has become worsened particularly in
Pakistan. The problem of traffic safety in Pakistan is very acute. The road users are
not well aware of the basic, standard and updated road safety knowledge that
ultimately brings no extending effect on the Engineering and Enforcement minor.
The least important factor should be more improved and accomplished which is
basically the education of road safety knowledge. Traffic cops in Karachi may take
pride in issuing 0.15 million traffic violation tickets to motorcyclists, costing them
Rs7.5 million in last two months, for not wearing safety helmets alone, but such a
strict drive to teach traffic violators a lesson seems taking the city’s chaotic traffic
nowhere to sanity. The frequency of traffic violations has risen considerably in the
past couple of months, acknowledges a senior traffic police officer. Traffic discipline
is really poor, with even four-wheelers seen jumping to red signals more often. “With
the growing number of vehicles the traffic education is on the decline, Poor traffic
discipline in major parts of the city is primarily attributed to driver impatience while
dealing with a slightest mess on the road. The hands on the steering- wheel of a car
tend to whiz through the left lane of an artery more like the way usual suspects, the
motorcyclists, do. According to traffic police officials, motorcyclists and commercial
bus and tanker drivers get 60 per cent of traffic violation tickets or challans. “About
15 to 20 per cent car drivers violate traffic laws to deserve similar tickets,” says a
senior police officer requesting anonymity. Their (drivers) lack of traffic sense is
simply because they learn driving on a trial and error basis rather than graduating
from any motor training school,” he goes on. “A great majority of drivers are not
aware of most of the rules and regulations involving traffic management.
Introduction
There is no regime of challan in whole of the Punjab. Even today all
challans are paper based with almost no record. With computerization of
driving licenses, there is a dire need to automate the system of issuing
challans and to introduce the point system as practiced in the rest of the
world. In the current evaluation and testing system for a driving license, one
of the major problems faced was that an applicant with a learner’s permit is
allowed to drive and there is no accurate mechanism for the traffic police to
test whether the applicant is eligible for a permanent license. Currently,
there is no proper criteria of testing for issuance of a permanent license
which is the biggest challenge faced by the department. In the present
regime, an applicant must have a valid learner permit for a minimum of 42
days. After this period an applicant is eligible to sit for a paper-based test.
The current driving assessment is not enforced and still many of the
applicants can get a permanent license without giving this test. There are
more chances of corruption in the current system where either an applicant
can bribe an official or even skip the testing phase.

Concept of online challan


Now traffic violators are handed down penalty scoring tickets, with an advice to
deposit in bank the sum of the fine they are charged with. “We keep either their
registration book or license which we return after seeing a bank receipt of payment,”
says the same senior cop.

The penalty that each traffic violation ticket brings to the driver ranges between Rs50
to 500. For not wearing safety helmet, a motorcyclist is destined for a fine of Rs50
whereas the drivers using mobile phone while driving will have to pay Rs500 if they
are spotted and incepted by traffic cops. Traffic Violation Reporting System” (e-
challan) is an Android-based mobile application that helps the Traffic Police
in verifying the license status of a person who has violated the traffic laws
and issuing traffic violation tickets on the spot. Information related to the
license holder is retrieved using the android-based application along with
other related details. Furthermore, it will resolve the issue of fake licenses,
which are being used by individuals, and making the department more
equipped to enforce rule of law. Data collected via Android application can
later be used for different statistical analysis, decision-making and
improvements. The project will also help improve the quality of driving,
create awareness regarding driving problems, improve traffic standards
and effective traffic control on roads, and help decrease the accident ratio.
The project objectives are also aligned with the government’s efforts to
curb the menace of corruption from public offices and make the service
delivery mechanism easy and transparent. On the other hand, IT enabled
traffic officials will be able to provide more efficient services to citizens,
whereas, it will also help the government to strengthen its initiatives to
expand its revenue base by plugging the loopholes in the system. Thus,
implementation of this project is expected to lead to a significant increase
in revenue collection by traffic police in the shape of traffic challans.

e-Test
The traffic department is constantly trying to make their selection criteria
more transparent and efficient but there are still a lot of loop holes present
in the current process. The department is making sure that the information
of every issued license is stored in a centralised database, where no record
can be tampered and no fake licenses are issued in back dates. To make
the system and procedures more effective, an enforced e-testing
environment shall be introduced. With the help of the new proposed
system, the department will be able to inculcate road safety and control
traffic more efficiently and increase its annual revenue collection. This
procedure of e-testing will be implemented and made mandatory before the
issuance of a permanent license, where an official will only issue license to
those individuals who have successfully gone through this testing process.
The module is an addition to the current DLIMS system and will be
integrated with the e-Challan system. This will enable the traffic department
to produce more traffic literate individuals, minimise the number of traffic
violations and accidents and enable effective supervision of traffic by the
traffic wardens.

see your traffic violation status, you need to follow these simple steps:

 Visit the PSCA website.


 There will be two spaces within the website. One is for the vehicle
registration number and the other space is for your CNIC number.
 Then, as you put in your information in the spaces, you will be
informed on whether you have been issued a challan or not. You can
also easily download the E-Challan form through the website as well.

How to pay your E-Challan:


Paying the E-Challan isn’t that difficult as well. There are two methods that
you can use to pay your challan. The first method is paying manually. You
have to download the E-Challan document from the website and submit it
to the National Bank of Punjab (NBP) along with the money. You can also
use the bank’s ATM’s to pay the challan.

The second method involves paying the E-Challan online. The app for the
payment of E-Challans online still hasn’t been properly developed. So the
best option is to simply take the physical copy of the E-Challan and conduct
the payment manually. If you dislike standing in long lines then you can
always opt for ATM’s.
