1. INTRODUCTION

This document is to be used as a tender document, and later as a basis of


contract, for the refractory installation of the Tin Bath conversion at VGI3 site in
Ho Chi Minh, Vietnam. (VGI3; Vietnam Glass Industries No.3 Line)

The description of this document gives the program of works related to Tin bath
installation which must be met, or improved on. And it is the contractor’s
responsibility to ensure that they fully understand their scope of works. They can
contact the engineer if they are unsure of any aspects of the scope (see contact
details below Chapter 6). It is also assumed that the contractor fully understands
their scope of works when their offer is received.

2. SAFETY

The contractor must observe the VGI3 site health and safety policy which is
provided in separate sheet.

Safety equipment such as helmet, long-sleeve shirt, safety shoes, safety goggles
and reflective jacket is required to wear. Instep protector and dust mask etc. will
be required for refractory handling work.

If the accident occurred, it should be reported to the NSG engineer and


NSG (VGI3) safety manager immediately and submit the documents
with designated form.

3. CONTRACTOR RESPONSIBILITY

The contractor has the following responsibilities and requirements, these are set
out below.

3.1 General

 The contractor should take permission to work from local government


by himself. For example, VISA and Construction licence is required.

 The contractor should submit to NSG a specific Method Statement and


Risk Assessment specially developed for the tender stage. Method
Statement and Risk Assessment will describe all works to be undertaken
associated with the given task and also for specifically hazardous tasks
(e.g. working at height, heavy lifting).

 The contractor should issue following reports to NSG engineer during


the project.
Daily report, Weekly and next week schedule, Safety as required

 Accepting the site in its existing condition at the time of


commencement of the work. If other contractors work at the same area,
it is required to discuss and to coordinate.

 Checking out the work performed by others insofar as it affects the


work under the contract, bringing any discrepancies, errors or
deficiencies found in such work to the immediate attention of the NSG
engineer prior to commencing that portion of the work under the
contract so affected.

 Notifying the engineer sufficiently in advance when testing or inspection


is required and assisting the engineer where and as required for testing
and inspection.

 Making good to existing work, work done under other contracts or work
under the contract, which the contractor disturbs or otherwise affects
by the performance of their work. The affected work shall be made
good by the contractor, at his own cost, in every trade, to match the
adjacent work to the satisfaction of the engineer.

 Assisting the engineer and/or the local authority having jurisdiction


where and as required, with any testing or inspection they wish to carry
out.

 Maintaining a sufficient stock of materials on site to meet the demands


of the construction programme with a reasonable reserve to
accommodate changes in the work under the contract or changes in the
construction programme.

 Coordinating the execution of the work under the contract with the
work of other contractors working in the immediate location of the work
under the contract in a manner that will allow them access to the areas
in which they are required to perform work, and which will ensure that
there will be no interference with, nor interruption of, the work of other
contractors.

 Submitting to the engineer, prior to commencing the work under the


contract on site, a list of the names of supervisory administrative, and
other employees that are required on site and reporting any changes to
the engineer as they occur during the duration of the contract.

3.2 Scope of Works

 The contractor is responsible for the installation of all refractory and


related equipments/tools where applicable, as indicated in section 4 & 5
of this technical specification.

 The contractor is responsible for ensuring that the refractory is


installed to the tolerances stated in standard specification unless a
specific tolerance is stated on the particular installation drawing
provided.

3.3 Manpower

 The contractor must supply all manpower to complete the works. A


full-time supervisor who can supervise and manage all the
bath works including safety is required to this work. It is
required the same supervisor takes responsibility through the
installation period except emergency. The contractor’s supervisor will
attend the daily construction meetings and formal meetings on a weekly
basis with the engineer which depends on the VGI3F conversion policy.

3.4 Program
Following is the existing program but not decided the exact date.

 Planned schedule of VGI3 construction is as follows.


Start of bottom block installation : Beginning of July.2019
Start of roof block installation : Beginning of August.2019
End of bottom and roof installation : End of August.2019
Illumination test : End of September.2019
Above plan is the estimated schedule and there is a possibility to
change.

 The scope of works included in section 5 of this technical specification


and the drawings of bath refractory provided, describes a program of
work which must be met, or improved on by the contractor. It should
be understood that the program could be subject to change as the
project develops.

 It is assumed that the work will be executed on 1 day-off a week basis.


Working hour - 7:00 ~ 18:00 (from Monday to Saturday)

The contractor should allow in his offer for any necessary overtime to
complete the work to the program. For the installation program see
employer’s requirements section 5.

3.5 Contractor co-operation

 The contractor shall be required to work closely with the steelwork


installation contractor throughout the construction. The onus will be on
the contractor to work with the steelwork installation contractor to
complete the project successfully. No waiting time can be claimed
because the contractor cannot gain access to a certain area.

 During the course of the installation it will be necessary in some areas


for the contractor to work alongside the steelwork installation
contractor and to install some items of refractory to suit the steelwork
installation programme and this may require shift work. It is the
contractor’s responsibility to liaise with other contractors to ensure
continuity of work in the required areas.

3.6 Site Cleanliness

 The contractor must ensure that the construction site is tidy at the end
of each working day. And the contractor must ensure the cleanliness
when NSG required.

3.7 Equipment

NSG (VGI) will supply the equipment below for the necessary brickwork.
Compressor air is not included in the supply, so contractor should prepare
their own if necessary.

 Electric supply
AC380V, 50HZ (3phase + Neutral)
NSG supply primary cable to the each distribution board. The contractor
should use own distribution board and not use local site connector.
 Water supply
 Overhead crane (5 ton), common use
 Hoist crane (3 ton) at RHS Bay1, common use
 Stud welding equipment

The contractor should make the list and submit to NSG of their equipment.
And also the contractor must have available, on site, any relevant test or
inspection certificates for their equipment, such certificates to be provided
to the engineer if requested. Electric, water supply and other site condition
is referred in the separate sheet.

3.8 Materials

 The NSG engineer should approve all materials provided and used by
the contractor necessary to carry out the installation equipment
required.

3.9 Damage to Refractory

 The contractor will be responsible for all damage caused to refractory


during handling by him due to neglect or bad practice. The decision on
whether a refractory block is acceptable or not is at the sole discretion
of the NSG engineer and his decision is final.

 Any NSG supplied refractory dropped, damaged or found to be


damaged should be reported immediately to the NSG engineer. The
contractor will be expected to carry the costs of replacement materials
in the event that neglect of his due care is found to be the cause of the
damage.

3.10 Handling, Delivery to Site and Storage

Refractory shall be handled and stored by methods and appliances that will
not damage them.

 Pallets with refractory shall not be stacked more than three high.
 All refractory and cements shall be stored under cover and kept dry.
 Refractory and cements shall be stacked clear of floor and any "lying"
water.

4. GENERAL DESCRIPTION OF THE WORK

4.1 Description of the Bath

4.1.1 Overall Dimensions

4.1.2 Details of Refractory Structures

 Refractory weights quoted in the relevant sections and on drawings are


for guidance, they are estimates only. Materials, standard block sizes
and tonnages, and some drawings/sketches are also given. The
contractor should use this information together with his experience of
similar constructions, to determine the time and resources required to
complete the work.

4.2 Terminology

 Canal
The connection between the furnace and the Bath.
 Bath
A refractory-lined steel casing in which the molten glass floats on a bed
of molten tin.
 Section 0
The front taper section of the Bath before the first bath column.
 Shoulder
The transition of the bath from the wide end to the narrow end. It is
the tapered section half way down the length of the Bath.
 Exit End
The point of the bath at the end of the narrow end where the glass
ribbon is transferred to rollers and enters the LEHR.
 Bay
The bath bottom casing is split into a number of sections, these are
called bays. Each bay is 10 feet (3048mm) in length. Bay markings will
be indicated on the side of the bath roof
 Bath Roof
The roof of the bath is a suspended steel and refractory construction. It
is independent of the bath bottom casing.

4.3 General

Due to the nature of the float bath construction it will be necessary in


some areas for the contractor to install refractory according to the progress
of the steel installation. The contractor shall work closely with the
steelwork contractor to complete the work successfully within the required
timescale.

All refractory installation will be carried out according to NSG construction


specification documentation where referenced in this document. Copies of
these specifications are available only by request to the NSG engineer
during the tender process.

All refractory installation will be carried out according to direction of the


NSG engineer. The contractor will supply the necessary labour (skilled,
unskilled) and equipment to carry out this work.

General working description of contractor and NSG is shown in appendix 4


and 5.

4.3.1 Datums

Datum level shall be ‘GLASS LEVEL’ as established by NSG. Datum lines


shall be the centre line of the plant and the centre line of the first bath
column, as established by NSG. Datum level plates will be also established
by NSG. The contractor will be responsible for re-establishing any datum
lines as requested by the NSG engineer.

4.3.2 Handling and Transporting of Refractory

Bath bottom blocks and roof bricks will be handled in accordance with the
methods outlined in the VGI3 conversion specifications.

Basic scope of installation work is as follows.

Installation of bottom blocks and roof blocks


: Contractor has a responsibility of controlling the refractory in the
warehouse. Contractor shall transport the necessary refractory and
equipments/tools from storage area by using forklift and lift up to 2nd floor
by using overhead crane. Then contractor shall put them into the tin bath
and install.

4.3.3 Equipment and Materials to be Supplied by the Contractor

All refractory material, including cements, will be provided by NSG.

The contractor will be responsible for supplying any necessary tools and
equipment required for the refractory installation, except as specifically
detailed in the remainder of this specification.
The following is a typical list of tools and equipment that the contractor
must supply if required. This list is intended for guidance only, and must
not be taken as a full and final list of all equipment to be provided by the
contractor. The contractor must satisfy himself that he has the required
tools available before commencing work on site.

(a) Temporary lighting with guide and code reel with shock prevention

(d) Cloth lifting slings (min. 1 ton capacity)
(e) 1 meter & 500mm long precision spirit levels
(f) Tommy bar
(g) Optical leveling equipment and qualified operator

(i) Air compressor for ramming equipment
(j) Soft bristle brushes (long and short handle)
(k) Fine mesh sieve for cement
(l) Cement mixer (with unused drum and paddle)
(m) Saw for insulation refractory cutting
(n) Wooden centers for support of front and exit lintels
(o) 12mm thick plywood (NOT chipboard) (approx. size is 1000mm x
500mm) – for protection of all the bottom blocks and side blocks
(p) General bricklaying tools. It includes block trolley (overhead monorail)
(q) Temporary timber supports as required
(r) Heavy duty polythene sheet to cover complete bath bottom block area
- area approx. 400m2
(s) Temporary timber protection at hot end area to prevent damage

The contractor has to carry out all kind of works to import/export own tools.
NSG don’t have any responsibility tax, carnet, recipient, etc.

Other equipment which use the electric, air or water should be supplied the
necessary specifications.

4.3.4 Bath Bottom Blocks

Installation of the bath blocking will be done by the contractor supervised


by a contractor’s supervisor and a NSG engineer. The blocks will be
installed in accordance with the NSG group plant construction specification.

Bath center line, 1st station line and Bay end line will be provided by
steelwork contractor, but other datums (e.g. around restrictor area or
around exit lip) should be prepared by the contractor.

The contractor will provide a suitably qualified welder to carry out the stud
welding for fixing the blocks to the casing and all other labour required for
the installation, fixing, torque testing, ramming, and grouting (cement
between side blocks and steel casing) of the bath blocks. The stud welding
equipment will be supplied by NSG (VGI).

After installation of blocks it should be checked all bottom block level again
to satisfy the target block level, then the contractor is responsible for
cleaning and covering the blocks with protective layers of tape (on the
expansion joints), polythene and plywood as detailed in the equipment list
above to prevent damage or contamination to bath structure.

4.3.5 Bath Roof Refractory

Installation of the bath roof refractory and roof side wall will be done by
the contractor supervised by a contractor’s supervisor and a NSG engineer.
The roof refractory will be assembled in accordance with the NSG (VGI)
plant constructional specification.

The bath roof refractory support hangers, heater elements, busbar and
aluminium cables will also be installed by the contractor supervised by a
contractor’s supervisor and a NSG engineer. Roof sidewall support brackets
will be installed by the steelwork contractor.

During refractory installation the contractor shall coordinate and work


closely with steelwork contractor to ensure efficient and timely completion
of the entire scope of the works required.

5. DETAILED DESCRIPTION OF SCOPE – SPOUT & BATH

5.1 Spout and Lip

 NSG (VGI) will in charge of all related area at Spout & Lip. The
contractor has no responsibility in this area.

 NSG (VGI) will assemble the Spout & Lip and install the new assembly.
For the setting of spare Spout & Lip is also performed by NSG (VGI).
NSG (VGI) will also install the new front tweel, flat arch and sealing
assemblies.

5.2 Bath Bottom Refractory

Below area of refractory installation is the scope of contractor.

5.2.1 Spread Section (Section 0 ~ Bay 1)

 Spread section is the area from the front of the bath to the parallel
section including the end of Bay 1.

 The contractor is to install the bottom and side blocks for all spread
section which includes Section 0, and includes the fused cast alpha-beta
alumina restrictor assembly as shown in appendix 1.

 NSG will supply of all the replaced bottom and side blocks.

5.2.2 Wide Section (Bay 2 ~ Bay 10)

 The contractor is to install the bottom and side blocks from Bay 2 to
Bay 6 and Bay 10 as shown in appendix 1.

 Tin run off pocket (TRO) is also to be installed by contractor.

 NSG will supply of all the replaced bottom and side blocks. The
standard bottom blocks are available to replace any wide section until
Bay 10, excluding at the barrier position.

 To install the last row, it should be measured the actual length and
required to cut from the standard block to fit this length.

5.2.3 Shoulder (Bay 11)

 The contractor is to install the bottom and side blocks at Bay 11 as


shown in appendix 1.

 NSG will supply of all the replaced bottom and side blocks.

5.2.4 Narrow Section (Bay 12 ~ Bay 16), Exit End

 The contractor is to install the bottom and side blocks from Bay 12 to
Bay 16 and at exit end as shown in appendix 1.

 De-drossing pocket is also to be installed by the contractor.

 NSG will supply of all the replaced bottom and side blocks.

 To install the last row, it should be measured the actual length/width


and required to cut from the standard block to fit this length.

5.2.5 Bath Bottom Block Fixing

The contractor will be responsible for:


 installing stainless steel studs by stud welding
 torque testing of studs
 measuring, cutting to length and fitting graphite fibers/graphite felt
over the studs
 installing stainless steel washer and nut
 filling the stud holes with ramming mix

The stud welding equipment and torque testing equipment will be provided
by NSG (VGI). The contractor must provide a suitably qualified welder to
operate the stud welding equipment.

All necessary ramming tools, including ramming gun will be provided by


the contractor (the number and type of equipment to be provided must be
stated in the quotation). The contractor should also supply a suitable
portable air compressor and air hoses, if necessary.

5.2.6 Grouting between Casing and New Side blocks

The gap between the bath casing sidewall and side blocks will be filled
throughout the bath where new blocks are installed. The bottom of the gap
should first be sealed with a layer of ramming cement to prevent seepage
under the blocks and then filled with grouting cement. Note the
requirement for any block surfaces which will be in contact with grouting
cement to be coated with water repellent prior to installation.

5.2.7 Installation Sequence for New blocks

Due to the later working program by other sections, it is prioritized to


install from narrow section and exit end.

Plan of the bottom installation sequence is shown in appendix 2.

5.2.8 Others

The contractor should provide a rate for installation of bottom blocks per
block, per row and per bay in the wide, shoulder and narrow section (not
including side blocks). This rate may be used to increase or decrease the
final value of blocking work and should also include all fixing requirements
described above.

5.3 Bath Roof

The contractor is responsible for the installation of all roof refractory,


hangers, heater elements, aluminium busbars and aluminium cables which
will be supervised by a contractor’s supervisor and a NSG engineer.

The contractor must work closely with the steelwork contractor who is
responsible for the roof steelwork such as setting of top cover plates. The
onus is on the contractors to ensure the agreed programme is adhered to.

5.3.1 Roof down

 Before roof installation work, roof casing should be once lowered to the
appropriate height for installation work by the contractor. (about
300mm higher than original height). Main purpose of this casing
lowering is to execute the refractory installation work from bath inside
with safely proper height and minimize to install the refractory from top
of the roof casing.

 After completed the installation of roof refractory, roof casing should be


lowered again by the contractor to the original (drawing) height for the
heater element installation work and aluminium cable connection work.

5.3.2 Roof Hanger and hanger supporting channel

 Roof hanger and hanger supporting channel is to be installed from new


casing section 12. These are already removed so removal work is not
included in this scope. Refer appendix 3.

5.3.3 Roof Refractory

 All area of roof refractory is to be installed by the contractor. These are


already removed so removal work is not included in this scope. Refer
appendix 4.

 About 20% of roof refractory are new, and remained are the salvaged
refractory. Care should be taken when install the salvaged refractory
not to drop and make damage.

5.3.4 Inlet Lintels

 The sillimanite inlet lintel and neighbour blocks should be carefully


installed by the contractor.

 It is also required to fix the inlet lintel by ramming mortar.

5.3.5 Exit Lintels

 The exit lintel consists of 33 blocks supported by a shaft suspended by


hangers attached to the roof casing steelwork. This exit lintel should be
carefully installed by the contractor, including neighbour roof refractory.

5.3.6 Roof heating arrangement

 Roof heating arrangement will be modified from existing design at


Bay 1 to Bay 3 and from Bay 10 to Bay 16. Modified roof heating
arrangement is shown in appendix 5. The contractor should understand
and care for the installation of the plug brick assembly with heater
elements.

 New busbars, aluminium cables and cable cleats for new heating zone
(from Bay1 to Bay 3 and from Bay 10 to Bay16) should be installed by
the contractor. These busbars and aluminium cables are newly supplied.
Refer appendix 6.

 All area of roof heater element is to be installed and connected with


aluminium cable by the contractor as shown in appendix 4. The
quantity of heater elements is 1471 pieces. About 30% of heater
elements are newly supplied, and remained are the salvaged elements.

 Heater element installation work should be done with two workers, one
is from top of the roof casing and the other from inside the casing. This
work should be carried out after the roof casing is lowered to original
(drawing) height.

 All the heater elements from Bay 10 is the longer type (longer at above
plug brick), so it should be cared not to be broken the elements when
install the element and connect with cable. Refer appendix 5 for the
longer type element area.

5.3.7 Bath Roof Sidewall Brickwork

 The contractor will install the roof side wall from casing section 1 to
casing 3 at LHS and to casing 4 at RHS. These areas are already
removed so removal work is not included in this scope.

 The contractor will install the roof side wall from casing section 12 to
casing 18. These areas are already removed so removal work is not
included in this scope.

 The stainless-steel refractory support brackets, onto which the sidewall


in constructed, will be removed where necessary and replaced by the
steelwork installation contractor.

5.3.8 Others

 The contractor should provide a rate for installation of Roof refractory


per row and per bay in the wide, shoulder and narrow section
(including roof side walls). This rate may be used to increase or
decrease the final value of blocking work and should also include all
fixing requirements described above.

6. OTHERS
