Аbstract: Possible misuse of weapons of mass destruction for terrorist purposes, are a nightmare to
emergency managers and serious threat to national security in a state. Because it is a very
destructive weapon, the management of such emergencies is very complex and procedurally
interlace. Specifically, the site of an emergency, it is more work of coordination of emergency
services such as police, fire-rescue unit and ambulance service. Each emergency service, must have
developed treatment procedure that complies with the general plan of response in the emergency.
Emergency personnel must have appropriate equipment to operate in hazardous environments and
be adequately prepared for the elimination of consequences resulting from emergencies. Emergency
services will meet with many problems and difficulties in eliminating the consequences of terrorist
attacks. In order to effectively manage emergency services, we need well-developed management
system (ICS). The reaction to this emergency must be organized and efficient, otherwise the public
will question the government's ability to deal with terrorists. Also, emergency personnel must keep
the developed procedures and tactics of treatment. One of the most important treatment procedures
in dealing with hazardous substances (WMD) is a procedure, 8 steps "(Eight Step Process). Each
state has its own elaborate system of emergency management that is activated in the event of a
terrorist attack caused by these weapons.
The work at the beginning, in a systematic way, analyze the types and characteristics of weapons
of mass destruction. Looking at the place and role of police, fire-rescue units and emergency department at
the scene of an emergency. On the other hand, consider the organization of emergency services and
management systems in these emergency situations. It also provides a general overview of the
management of emergencies in the Russian Federation, the United States and Serbia.

радови који се на овај начин бави проблематиком оружја за масовно уништавање. Он поседу-
је велики научни и практични потенцијал, јер се у свом изворном облику може искористити
за информисање и едукацију особља хитних служби, као што су полиција, ватрогасно-
спасилачке јединице и служба хитне медицинске помоћи. Током писања рада, велики
проблем је био усклађивање теоријских решења из света и реалност у Србији у погледу
ангажовања хитних служби у овим ванредним ситуацијама. У Србији недостаје велики број
правних аката као и оперативних процедура које би у случају овакве ванредне ситуације
пружили основ поступања.
Посебно је значајна чињеница да сам у великој мери у раду уврстио сва сазнања и
искуства до којих сам дошао похађајући курс ,,Weapons оf Mass Destruction Crime Scene Ope-
rations Course “ на Криминалистичко-полицијској академији у трајању од 2 недеље, који је
организован под покровитељством САД.
Захвалио бих се проф. др Драгану Млађану и проф. др Желимиру Кешетовићу на
несебичној помоћи, стручним критикама и сугестијама на које су ми указали као и на труду
који су уложили, како би рад био на изузетно стручном нивоу. Ивану Флегару захваљујем на
