LOGISTICS MANAGEMENT (OPS-TECH-INFRA)

FOR ENHANCING ICG CAPABILITY

1. Introduction: A “healthy” logistics system is critical to an organization’s


success, particularly like Indian Coast Guard, where units operate independently in
vast IOR performing a wide range of operations viz. search and rescue, pollution
response, coastal security, safety of offshore Installations/terminals, enforcement
of maritime laws, prevention of maritime pollution, all rely on Coast Guard logistics
to provide equipment, spares, repair services and information to accomplish their
missions.

2. Logistics Management encompasses all the activities associated with


acquiring, sustaining, distribution of information, goods and services to the
appropriate person at the appropriate place/ time in adequate quantity. In Indian
Coast Guard’s perspective Logistics Management translates to completing the
procedures in vague to meticulously identify the source quality/ quantity, pricing and
final distribution / delivery of products and services viz. ships, aircrafts, machinery
spares, repair infrastructure, shore support facilities including ultra-modern storage
facilities etc. for the service.

3. An improved logistics system will make the service more efficient and effective.
Logistics processes are complex and interconnected, with ripple effects throughout
the system; the flow of capabilities to the field cannot be modulated like the flow of
water from a faucet. Because lead times required are significant, the logistics
system must include provisions for full awareness and information to provide
adequate time for capabilities development and provision. At the same time,
logistics providers must focus on finding ways to reduce lead times while still
meeting standards and requirements. Doing so requires an integrated logistics
concept.

4. Role Of Logistics In Operations : Logistics support is an elaborate


interrelationship of providers, resources and customers which work together to
enable operational success. The overall objective of Logistics is to provide the right
persons, things, and information, at the right time, at the right place and at a
reasonable cost. All of these comprise the support provided in meeting the Coast
Guard’s operational missions. Coast Guard’s logistics system directly or indirectly
supports in achieving following goals:
(a) Maritime Safety. Eliminate deaths, injuries, and property damage
associated with maritime transportation, fishing, and recreational boating
safety.
(b) Maritime Security. Protect our maritime borders by halting the flow of
illegal drugs, migrants and contraband into this country through maritime
routes; preventing illegal incursions of our Exclusive Economic Zone; and
suppressing violations of federal law in the maritime region.
(c) Protection of Natural Resources. Eliminate environmental damage and
natural resource degradation associated with all maritime activities, including
transportation, commercial fishing, and recreational boating.
1. Maritime Mobility. Facilitate maritime commerce and eliminate interruptions and
impediments to the economical movement of goods and people, while
maximizing recreational access to and enjoyment of the water.
2. National Defense. Defend the nation as one of the five U.S. Armed Services.
Enhance regional stability in support of the National Security Strategy, utilizing
our unique and relevant maritime capabilities.

The present day Logistics Doctrine provides a clear vision for Coast Guard
logistics. By implementing the Logistics Doctrine and establishing an integrated
logistics system, we will ensure Coast Guard logistics does its part to fulfill the
Coast Guard Vision Statement, “the world’s best Coast Guard...Ready
Today...Preparing for Tomorrow.”
