CHARTER FOR EUROPEAN
RESEARCH

Summary
Background: The growing importance of science and technology in our society raises
ever-more pressing questions of values and ethics. For instance, what is more important:
supporting excellent research wherever it may be, or maintaining principles of equality
and fairness in the distribution of funding? Is the primary purpose of research to generate
knowledge, or to create jobs and promote economic growth? What responsibility, if any, do
researchers and their funders have to ensure their work is used for the good of society? There
are many more such questions – and, as the first call for proposals for Horizon 2020 will be
announced 11 December, their urgency will rise for academic researchers, corporate labs, and
public-sector funders. At issue are the broader values of science, not merely its economic or
social value.

Objective: As Horizon 2020 begins, this meeting is intended to draw attention to, and
encourage some new thinking about, the ethical quandaries posed by expanded public
funding for research and innovation. There are no pre-conceptions about what might be the
“right” answers to these questions – or if, indeed, it is possible to have any definitive answers.
Our debate will be informal and under Chatham House rules, and will work towards the
drafting of a new Charter for European Research. This will be a short, simple document which
we will publicise, along with a report of our meeting, in an effort to improve the quality of
decision-making on Horizon 2020 calls.

The format: This is a very broad field – and trying to get a bird’s-eye view of it, independent
of the Commission’s normal system of advisory committees, is our aim. To that end, we have
grouped some of the key issues into three broad fields, and have invited two guests to kick off
the debate for each one. After that brief introduction, all are welcome to participate equally
in the debate.
