I. INTRODUCTION
Probably not everyone knows the word ROTC or Reserve Officer Training Corps. It is a college
program offered at more than 1,700 colleges and universities across the United States that
prepares young adults to become officers in the U.S. Military. The purpose of the Army ROTC is
to prepare students for commissioning as officers in the Active Army, Army Reserve, or Army
National Guard. The overall program is designed to aid students in developing the abilities and
attitudes that will make them academically successful and to develop well educated junior
officers.
According to the House Bill (HB) 8961 the conduct of military training under ROTC "shall
apply to all students in Grades 11 and 12 in all senior high schools in public and private
educational institutions." This means the military training would be required for both male and
