Directorate: Signal (Point 12 of Para 5 of DG’s letter No. R1/5/CBRR (48th) dt. 18.07.19):-

(i) Project Name: TCAS Phase II Project (Indian Railway Train Control System/ IRTCS) for
having features similar to ETCS Level 2 for higher speeds
(ii) Proposed by: AM/Signal Railway Board
(iii) Need/IR  Development of TCAS to match with features of ETCS Level-2 was
Requirements: envisaged by Honorable Railway Minister on 11.07.2018.
 The scope was to incorporate the functionalities like:
(i) Interfacing with EI
(ii) Interfacing with CTC
(iii) Remote introduction of TSR.
(iv) Development of suitable interfaces by TCAS manufacturers for their
onboard equipment so that a loco can work in TCAS & ETCS Level 2
territory.
(v) ETCS Level 2 manufacturers are also required to develop the interface
of TCAS after their system is put into operation in Indian Railways.
(iv) Expected Benefits: Tangible: Improvements in train operations and capacity augmentation.
Intangible: Efficient train operations and eliminates possibility of accidents
due to human failures.
(v) Execution Road Map 1. GCM Approval.
2. Development of TCAS for ETCS Level-2
(i) Identification of differences between TCAS and ETCS Level-2.
(ii) Examination of differences.
(iii) Development of Offsite test lab almost nearing to Zero onsite test
lab.
(iv) Minimization of differences.
(v) Improvements in TCAS System.
(vi) Field trials.
(vii) Adoption with TCAS.
3. ETCS Level manufacturers develop interoperable interface with
TCAS. (Possible only after deployment of ETCS Level2 in Indian
Railways for which four reach tender in NCR, CR, ECoR and SCR
are invited by M/s Railtel).
(vi) Selection of Academic Proposed Academic Partners: IISc Bengaluru
and Industry Partners Proposed Industry Partners: TCAS developing firms, Electronic interlocking
firms, CTC firms, UNISIG firms.
(vii) Project Deliverables  Centralized feeding of Caution orders (TSR)
