We write vo express our ongoing concems thatthe Environmental Protection Agency (EPA) continues to
suse sina ‘eisey hatdship waivers under the Renewable Poel Sard (RPS) io he deriment of
farmers and rural communities. Farmers and rural communities ae strugaling wth low prces, snstable
‘weather conditions and uncertainty with export markets. To helpensre that future waivers do nt add to
these challenges, we respectflly ask the Department of Agricultire (USDA to conduct» study on the
impact ofthe 85 small refinery waives issued by EPA for 2016, 2017, and 2018 on farm income,
‘commodity prices, and renewable fuel usage.
{In August 2019, the EPA granted another 31 smal refinery waives, bringing the total numberof waivers
issued under the Trump Administration to 85. These waivers have reduced demand for over billion
gallons of biofuels. Every waiver granted negatively impacts the wal economy. Ethanol plants in states
