WHEREAS, in line with Republic Acti No. 9485 otherwiSe iknown as. the "Anti,Red!
Tape Act oI2007, there is a need to amend the policy on the designation and!
assignment of PNP key officers to rectify the situation mentioned aboVe, reduce,
bureaucratic delay, simplify processes, and hasten Ithe placement to third. PNP
positions of Police Commissioned Offcers who have already passed the. PNP Senior
Officers' Placement and Promotion Board; !

WHE REAS, pursuant to Section 26I of RA No 6975, the command and direction
of the PNP shall be vested in the Chief of the PNP who shall have the power to direct
and control tactical as well as strategic mpvements,I deployment, placement, utilization
9f the PNP r any of its units and personnel, includin'g its equipment, facilities and other.

WHEREAS, the NAPOLCOM has the power .to develOip policies and promulgate
a police manual prescribing rules and ,regulations for efficient organizatiPn,i
administration, and operation, including criteriftfamanpower allocation distribution and!

NOW, THEREFORE, the COmrnission, concomitant to its constitutional mandate

This Memorandum Circular should take effect after fifteen (15) days from date of
filing with the UP Law Center in 'consonance with the Administrative Code of 1987.
