When the licensed PP capacity was large enough for creating an SI pair, if
the existing SI P-VOL or S-VOL was used as the P-VOL of another pair
to be created, the command for the pair creation was rejected with
SSB=232A (Licensed capacity has been exceeded) reported.

The problem may occur with all the conditions below met.
1. Shadow Image for z/OS or Open
2. The type of license is Permanent or Term, and the license is obtained
with its capacity specified
3. Any of the following cases:
3-1. In 1:1 configuration, create a pair using SI P-VOL as its P-VOL
3-2. In 1:2 configuration, create a pair using SI P-VOL as its P-VOL
3-3. Create a pair using the existing SI S-VOL as its P-VOL
3-4. Create a pair using a volume, which is being used as an SI P-VOL
and an S-VOL, as its P-VOL
